RE: Consideration of Referral to the Planning Commission for a
Special Use Permit to allow the operation of a Resort

Building and Planning staff request that the BOCC determine if the proposed project shall be referred
to the Planning Commission for a recommendation to be routed hack to the BOCC for consideration.
Proposed [Ise: The site in question is the Jolley — Potter Ranches, LLC Resort property which
proposes a Resort Special Use designation for seasonal visitation of outfitting, hunting and guiding
and moderate to large one time events such as weddings and reunions. The use is existing and
proposed to bring it into conformance with the counties rules and regulations regarding such uses.
Note: The zoning code provides the Board with the option of referring Special Use Permits to the
Planning Commission for their recommendation in a public hearing as per Section 9.03 ofthe Zoning
Resolution of 1978, as amended.
Staff` Recommendation:
Because of (1) the remote nature ofthe proposal, (2) the moderate size ofthe proposed use which is
proposed well below seasonal visitation maximums and (3) the resort has operated as an outfitter and
outdoor recreation organization known as Jolley- Potter Ranches, dba Big Mountain Outfitters, Staff
respectfully suggests that this special use request be subject to one (1) public hearing and to be
considered by the BOCC.
