Dear Craig:
This office has performed a review of the documents provided for the Preliminary Plan
submittal of Lexie Meadow Estates. The submittal was found to be thorough and well
organized. The following comments, questions, or concerns were generated:
Geotechnical Investigation
1. The geotechnical report recommends that site specific investigations are performed for
each building. This should be included as a note on the Final Plat.
2. Site Grading Specifications and Pavement Construction Recommendations should be
included in the construction drawings of the Final Plans.
Water Supply
3. The well failed the coliform test and should be disinfected with negative (absent) results
prior to final plat.
4. This water system will meet the requirements of a community systems and will need to be
permitted and approved by the Water Quality Control Division of the State of Colorado
prior to Final Plat.
Traffic Generation
5, The Traffic Generation does not discuss the impacts that the traffic will have to the
surrounding roads. This will need to be addressed.
Plan Sheets
6. Driveways will need to cross the proposed roadside ditches. A typical crossing should be
designed for future lot owners that incorporates culvert type, size, and slope adequate for
the anticipated drainage.
7. MU -1: The location for the proposed Well B is not included. Also the 2" line size should
be verified as adequate with the pumping scenarios possible from two wells.
8. MU -1: Hydrant spacing should be verified by the Fire District.
9. 1SDS -1: The proposed Well B is not shown.
10. DET -T: Verify availability of Class 50 ductile iron pipe.
11. DET -P: Pressure is proposed to be supplied by the booster pumps in the pump station. A
secondary power supply will be necessary to provide pressure for fire flow.
12. DET -P: The pressure head for the pumping systems within the notes has been left blank.
13. DET -P: There is no detail for the irrigation pumping system and how it will fit within the
pump house.

CGS LAND USE REVIEWS
Geological studies are required by Colorado counties for all subdivisions of unincorpo-
rated land into parcels of less than 35 acres, under State statute C.R.S. 30 -28 -101 et seq.
(Senate Bill 35, 1972). Some Colorado municipalities require geological studies for sub-
division of incorporated land. In addition, local governments are empowered to regu-
late development activities in hazardous or mineral - resource areas under C.R.S. 24 -65.1-
101 et seq. (House Bill 1041, 1974) and C.R.S. 34 -1 -301 et seq. (House Bill 1529, 1973),
respectively.
Local- government agencies submit proposed subdivision applications and supporting
technical reports to the Colorado Geological Survey "...for evaluation of those geologic
factors which would have significant impact on the proposed use of the land," in accor-
dance with State statutes. The CGS reviews the submitted documents and serves as a
technical advisor to local- government planning agencies during the planning process.
Since 1984, the CGS has been required by law to recover the full direct cost of perform-
ing such reviews.
The adequate knowledge of a site's geology is essential for any development project. It
is needed at the start of the project in order to plan, design, and construct a safe devel-
opment. Proper planning for geological conditions can help developers and future
owners /users reduce unnecessary maintenance and /or repair costs.

Dear Mr. Richardson,
I am writing in response to an inquiry from Davis Farrar - Western Slope Consulting LLC about
wastewater service from the Town of Silt to the Lexie Meadows Estates Subdivision. I understand that
this project is a 37 -unit single - family cluster subdivision approximately 2.5 miles west of Silt on Miller
Lane.
This project is located down gradient from the Silt wastewater treatment facility and would require a lift
station and substantial sewer main construction in order to access the wastewater treatment plant. The
expense for these improvements to serve 37 single- family lots would be cost prohibitive for this small
project. It is my opinion that it is not feasible or cost - effective for this project to be served by the Silt
wastewater treatment facility.

I spoke with Tom Zancanella today regarding the August 17, 2007 letter on this project. In the letter, it should be
clarified that evaporation loss from the irrigation pond on the property is included in the West Divide Water
Conservancy District contract, and an application for a change of the irrigation water rights will not be necessary

Re: Lexie Meadows Estates — Water Capacity Development Plan
Dear Mr. Cribbs:
I have reviewed the referenced plans and offer the following comments:
1. The radionuclide concentrations are noticeably close to established MCL for both Gross
Alpha and Uranium. Although there is no MCL for radon, the detected levels of radon also
appear to be high. We strongly encourage that, at minimum, the system owner be required to
monitor at a sensible frequency to assure that consumers are not exposed to hazardous
radioactivity Ievels.
2. We recommend that the system owners be required to establish a plan to appropriately
manage radionuclides in the water supply if these levels ever exceed the MCL.
3. We also recommend that property owners in the subdivision be provided with water quality
information along with appropriate information regarding treatment choices upon purchase of
property. Treatment information should also include information on protection of ISDS from
additional hydraulic loading associated with some home water treatment devices.
4. Since Lexie Meadows B well has yet to be drilled and is planned to be in close proximity to
Lexie Meadows A well, we request that thorough analysis of the water quality be conducted
and reviewed by this department before the water from Lexie Meadows B is allowed to be put
into use.
5. We did not receive the entire water system operations and maintenance manual; only the table
of contents. No mention is made in the table of contents as to distribution system
maintenance.

Subdivision Water System, Community Water System, PWSID# COO 123471, Garfield

Dear Mr. Zancanella:
The water system capacity development application and design and construction specifications for
the Lexie Meadow Estates Subdivision Water System, received January 18, 2008, have been
reviewed in accordance with Article 2.1.5 of the Colorado Primary Drinking Water Regulations, the
_Colorado Design Criteria for Potable Water Systems. The following PWSID Number COO 123471
has been assigned to this system. Please include the number on further documents being submitted
for this system. The following information is needed to complete the review. The review will be put
on hold pending submission of information for the following:
1. Signatures from local governmental agencies.
2. A statement and details of separation distances between contamination sources such as the
septic tanks and leach fields and the wells, and potable water mains, and the potable water
service lines. Future leach -field locations must also be included.
The intent of capacity development review and approval is to assure that the future Public water
system will continuously remain technically, managerially, and financially viable and in
compliance with the Colorado Primary Drinking Water Regulations. The following were
identified as items that may cause future problems for the water system and need to be adequately
addressed in your engineering report:

3. It appears that the majority of the thirty -seven building lots with leach -fields are up- gradient
or in the vicinity of the wells. It also appears that the wells are located toward the bottom of a
drainage swale. The well completion report indicates that water is located between 33 -47
feet. It is reasonable to be concerned that that the groundwater supplying the wells may
eventually be influenced by the leach - fields. Therefore, the report must address this potential
influence from leach -fields and develop a plan and cost estimate for additional monitoring and
treatment so future homeowners will be able to prepare for those expenses if it becomes
necessary.
4. The water analysis from Well A indicates Gross Alpha at 15 pCi /L (Maximum Contaminant
Level =15 pCi /L); and Uranium at 26 ug/L (MCL =30 ug /L). Calculations show that the
Gross Alpha level is attributed to the Uranium concentration. Therefore, the Gross Alpha
level is in compliance. However, the Uranium level is close to the maximum contaminant
level and four consecutive quarterly samples during normal use pumping must be done to
determine if Uranium is in compliance. Official sampling will be recognized when the system
builds out enough to become Public and normally that takes several years. Therefore, it is
important to outline in the report what additional treatment, hazardous waste disposal, and
monitoring will be required if the Uranium MCL is exceeded so future homeowners will be
able to prepare for those expenses if it becomes necessary.
5. I recommend that separate Financial Spreadsheets be completed for the different scenarios
that may occur for this system as described in Items 3 and 4.
6. It is expected that the system will continuously conduct quarterly radiological sampling
because the Uranium level is above one half of the MCL. Therefore, the additional
monitoring costs should be included in the separate Financial Spreadsheets.
7. The report must also indicate how the developer will convey information about this system to
the future homeowners.
