PC-20l2-03 A RESOLUTION CONCERNED WITH A LOCATION AND EXTENT APPLICATION, PUSUANT TO C.R.S. § 30-28-110 FOR THE CITY OF GLENWOOD SPRINGS ARCHERY PRACTICE RANGE AT THE SOUTH CANYON PARK LAND (CASE NO. LAEA 7191) Recitals A. Garfield County is a legal and political subdivision of the State of Colorado for which the Board of County Commissioners is authorized to act. B. Pursuant to law, the Board of County Commissioners of Garfield County has appointed the Garfield County Planning Commission. C. The City of Glenwood Springs (the "Applicant") has applied to the Planning Commission as Case No. LAEA-7191 (the "Petition") for a location and extent review of the proposed South Canyon Practice Archery Range. The proposal is for the construction of a public facility comprised of a parking area, archery shooting stations, and related improvements. The proposal is located on approximately I Y2 acres within the City Owned South Canyon Park Land. The proposal included submission of a Supplemental Site, located approximately V. mile south of the Interstate 70 South Canyon Exit. D. Pursuant to Section 4-1 12 of the Garfield County Unified Land Use Resolution of 2008, as amended ("ULUR"), and C.R.S. § 30-28-110(1)(a) the Planning Commission is required to review the proposed location and extent of a public building, structure, park, or space to determine whether the proposal conforms with the County's Master Plan. E. In accordance with state law, the Planning Commission has adopted a Master Plan. The Master Plan applicable to this Petition is the Garfield County Comprehensive Plan of 2030, as amended ("Comprehensive Plan"). F. The Planning Commission opened a public hearing to consider the Petition on July 11, 2012. G. The Planning Commission closed the public hearing on July II, 2012 to make a fmal decision. H. The Planning Commission, on the basis of substantial competent evidence produced at the aforementioned hearing, has made the following determinations offact: 1. Proper notice of the public hearing on the Petition was provided as required by Sections 4-112(G) and 4-103(F) of the ULUR. 2. The Planning Commission determined that the Supplemental Site for the project identified in the Supplemental Application Submittals conforms to the Comprehensive Plan. 3. Pursuant to Section 7-102 of the ULUR, as amended, the Planning Commission determined that the project is consistent with intergovernmental agreements between the County and the City of Glenwood Springs. 4. The findings of the Planning Commission were communicated to the Applicant. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of Garfield County, as follows: 1. The foregoing Recitals are incorporated by this reference. 2. That portion of the location and extent is described on Exhibits A, B, and C attached hereto reflecting the Supplemental Site. 3.
