5S in Range 96W of the 6th P.M. in Garfield County SITE DATA ± 7.2 Acres, Parcel 1917-274-00-012 EXISTING ZONING Resource Lands I. Proposal Information. The Applicant Hunter Ridge Energy
Services, LLC is requesting approval of an amendment to an existing Special use Permit (issued to Encana USA) that approved by Resolution 2009-42 for the “Installation/Operation of the
Encana oil and Gas USA, Inc, Story Gulch Natural Gas Compressor Station.” The Applicant would like to add an amine gas treatment facility to the existing site and within the disturbed
area of the existing pad. The area on the approved site plan was previously reserved for the placement of future storage tanks (10x10) and future pump house. The proposed amine gas treatment
facility is an unmanned facility with the only type of traffic impact being 10-12 crew trucks per day during a 45 to 60 day construction period. The REGEN building associated with the
treatment facility is proposed to be 2,720 square feet (40x68) and 23 feet in height. There will be several appurtenant structures to the amine facility including pipe racks (dumbbell
shaped units on site plan), reboiler, storage tanks, gas coolers and other devices. The overall dimensions of the new equipment is approximately 200x200 which is all contained within
the original surface disturbance of the site. The purpose of the treatment facility is to treat a slip stream of the discharge gas from the compressor station for the removal of CO2
content. II. Analysis. This application is reviewed pursuant to the Land use Development Code of 2013 Section 4-106. This section requires a determination regarding the type of amendment;
a Minor Modification or a Substantial Modification. The criteria for determination is contain in Section 4-106 (C.):
2 1. Comply with all requirements of this Code; Comment: This amendment complies with all requirements of the LUDC 2013. 2. Do not conflict with the Comprehensive Plan; Comment: This
amendment is proposed in the Resource Lands Zone district and the Agricultural/Production Natural Future land use designation. This amendment does not conflict with the Comprehensive
Plan. 3. Do not change the character of the development; Comment: Though significant is size, this amendment does not change or impact the character of this development. The existing
site is has been approved for and developed as a 12 unit compressor site with associated activities. 4. Do not alter the basic relationship of the development to adjacent property; Comment:
This amendment does not alter the relationship to adjacent property. This amine plant is located on an existing disturbed site and is within 45,000 acre tract of land owned by Encana
Oil and Gas USA. According to the submitted vicinity map, surrounding uses include several permitted well pads, the closest being approximately 2,500 feet away. 5. Do not change the
uses permitted; Comment: The addition of the amine gas treatment facility is considered accessory to the permitted compressor station function of the site. 6. Do not require amendment
or abandonment of any easements or rights-of-way; Comment: This amendment does not require changes to easements or rights-of-way. 7. Do not increase the density; Comment: This amendment
does not create an increase in density. 8. Do not increase the zone district dimensions to an amount exceeding the maximum dimension in the applicable zone district in Table 3-201; and
Comment: The amendment will not increase the zone district dimensions. 9. Do not decrease the amount of the following to an amount below the minimum required in the applicable zone district:
3 a. Amount of dedicated Open Space; b. The size of or change in the locations, lighting, or orientation of originally approved signs; and c. Any zone district dimensions in Table 3-201.
Comment: The amendment will not decrease the any of the above standards below the minimum required in the Resource Lands zone district.. III. PROPOSED FINDINGS 1. That the application
will meet the requirements of the Garfield County Comprehensive Plan 2030, as amended. 2. That the amendment meets the Review Criteria for a Minor Modification of an approved Land Use
Change permit pursuant to section 4-106.C. of the Garfield County Land Use and Development Code of 2013. IV. STAFF RECOMMENDATION Staff recommends that the Director of Community Development
approve the requested amendment to the Story Gulch Compressor Station as approved in Resolution 2009-42 with the condition that all conditions of the overall facility, including secondary
containment, remain in force in the amended Special Use Permit.
