RE Referral of a Special Use Permit for "Storage, Processing, and
Material Handling of Natural Resource" for a water storage pond.
I. BACKGROUND
The Building and Planning Department received a Special Use Permit (SUP) application
for "Storage, Processing, and Material Handling of Natural Resource" for a lined water
storage and evaporation ponds on a 30.45 acre property owned by Encana Oil & Gas
USA, Inc located approximately 4 miles south of Parachute, near Pete and Bill Creek.
The Applicant, represented by Wagon Wheel Consulting, proposes to construct 3 ponds,
with a combined capacity to store 310,000 barrels of `produced water' from drilling
operations on the High Mesa area. See the attached "Operating Plan" which describes the
proposed use, general design of the facility.
II. REQUEST
Section 9.03.04 of the Zoning Resolution of 1978, as amended requires that Special Use
Permit applications be initially brought to the Board so that the Board may determine if a
recommendation from the Planning Commission is necessary.
III. STAFF RECOMMENDATION
Due to the limited nature of limited potential impacts to surrounding properties, minimal
visual impact and the minimizing of traffic impacts. Staff recommends the Board direct
Staff to schedule a public hearing for the Board and not refer the matter to the Planning
Commission.
