HomeMy WebLinkAbout1.08 COGCC site closure planATTACHMENT G COLORADO OIL AND GAS CONSERVATION COMMISSION SITE CLOSURE PLAN Closure Plan for the EnCana Oil & Gas (USA) Inc. Garfield County Centralized Exploration and Production (E &P) Waste Management Facility EnCana Oil & Gas (USA) expects that the Centralized E &P Waste Management Facility is expected to be in operation for approximately 20 to 25 years. Reclamation of the site after this time will include the following: • Removal of all surface equipment, fencing, berms, liner materials, and any impacted soils that did not meet the COGCC Standards. These materials will be tested and properly disposed at a local County Landfill. If the materials do not exceed the COGCC Standards, the materials may be reused at other EnCana facilities. • Following removal of residual E &P Wastes, soil samples will be collected from the site base and submitted for laboratory analysis for COGCC parameters including total petroleum hydrocarbons, benzene, toluene, ethylbenzene, and xylenes (BTEX), chlorides, sulfates, sodium adsorption ratio (SAR), and total metals. The laboratory results will be compared with the baseline laboratory results to identify potential impacts. Any identified impacts will be remediated. • All site monitoring wells, test wells, and/or industrial or commercial water supply wells will be properly plugged and abandoned by a licensed water well contractor following the State Engineer's Office — Division of Water Resources regulations. Well abandonment forms will be completed and submitted to the agency following these activities. • The storm water detention pond will be filled with soil and re- contoured to conform to the original site grade (approximately 3 %). Any residual impacted water contained in the storm water detention pond will be tested and properly disposed offsite at an EnCana evaporation pond facility or by a third party contractor prior to this reclamation. • The site grade will be restored to its condition prior to EnCana's development of the site as a waste management facility. • The site will be reclaimed with topsoil and seeded with indigenous grass seed mixture to prevent erosion. EnCana will monitor the site to ensure that the area has recovered to at least 70% of its pre - development plant growth. A closure application will be submitted to the COGCC and a copy sent to Garfield County once this has been achieved. Once these criteria are met, EnCana will expect to receive a closure letter from the COGCC and a concurrence acknowledgement from Garfield County.
