Please review this document to determine if you have adequate information to design your project and to facilitate a plan review. COMMERCIAL OR MULTI-FAMILY BUILDING PERMIT APPLICATION CHECKLIST This checklist is to be used with all commercial or multi-family construction. APPLICATION FORM: Please make sure the following information is provided on the application. o Parcel number obtained from the County Assessor's Office. o Job address (assigned physical address). o Legal Description: lot, block, filing, subdivision or tract, section, township and range. o Owners name, mailing address, phone, fax, or cell. o Contactors name, mailing address, phone, fax, or cell. o ArchitecUEngineer's name, mailing address, phone, fax or cell. o Building size, height, number of stories, lot size. o Use of building (commercial) o Class of Work (new, addition, alteration, repair, demo, move, other) o Description of work. o Type of heating (natural gas, propane, electric, other) o Sewer system (Community or ISOS), also see other items below. o Garage (attached or detached) o Driveway permit (please see other items below) o Valuation (labor and materials) OTHER ITEMS: o If you anticipate obtaining a water-tap from the City of Rifle, please provide a letter indicating that the City will provide water service. (Required to submit building permit application). o ISDS requires a septic permit application to be submitted with the building permit application. o A separate electrical permit must be obtained from the State of Colorado Electrical Board. o Prior to submittal of a building permit, you are required to show proof of legal and adequate access to the site. This may include proof of right to use a private easement, County Road & Bridge permit, or Colorado Department of Highway permit, including a Notice to Proceed. The County Road & Bridge Department can be reached at 970-625-8601. o If you anticipate excavating or grading prior to issuance of a building permit, you will be required to obtain a separate grading permit. o If you belong to a Homeowners Association (HOA), it is your responsibility to obtain written approval, if required. o Provide copies of any Resolutions and/or Land Use Permits associated with this property. o Projects with more than ten (10) occupants require plans sealed by a Colorado Licensed Design Professional. Occupant load shall be calculated by IBC Table 1004.1.1. o A Colorado State Licensed Electrician and Plumber must perform installation and hook-ups. BUILDING PLANS: Two (2) sets of plans must be submitted. Plans must be 18"x24" minimum size, complete, identical, legible, and to scale. Certain projects may also require a third copy of the plans be submitted to the local Fire District for review prior to permit issuance. All plans will be checked at the counter for completeness. If any of the required information is missing, the building permit application cannot be accepted. SITE PLAN: Please make sure the following information is provided on the site plan. • Property address/legal description. • North Arrow and Scale on each page. • Show all property lines, building envelopes, flood plain, and easements. • Provide setback distances from boundaries, buildings, septic, well, and waterways. • Location and direction of the county or private road and driveway accessing the property. • Proposed and existing structures include sheds, barns, decks, patios, and any other buildings. • Existing and proposed grade, positive drainage around structure (to be contained on site). • Streams, rivers, creeks, springs, ponds and ditches. • Existing and proposed wells, septic tanks, leach fields, and other systems. (if applicable) • Retaining walls (engineer stamped detail required for walls over four (4) ft, measured from bottom of footing to top of wall). NOTE: Any site plan depicting the placement of any portion of the structure within fifty (50) feet of a properly lineornohNi!hin an established building envelope shall De prepared, stamped, and signei:fby a licensed surveyor. For structures to be built within a building envelope, provide a copy of the recorded subdivision final plat with the proposed structure located in the building envelope. ARCHITECTURAL PLANS: Please provide the following information on the architectural plans. • Per C.R.S. 12-4-112; Structures designed with an occupant load exceeding ten (10) require Colorado State Licensed Design Professional stamped plans. • Minimum four (4) elevations (N,S,E,W) • Floor plans for each level including dimensions and scale noted. • Clearly label each room or space (office, storage, mechanical, elevator, etc). • Wall types; clearly labeled and referenced. Identify all fire resistive wall construction. • Construction details for all fire resistive elements referenced on floor plans and cross sections. Include wall, floor/ceiling, roof/ceiling, shaft wall assemblies, and structural frame. Provide the fire resistive listing number referenced on each assembly detail. (ex. UL P123) • Window & door sizes, types, and operation and direction of swing noted on the floor plan. • Specify roof slope/pitch, roof covering, and siding materials. • Energy design specifications/details for R-values, U-factors, and SHGC's per IECC. • Stair and guard details specifying rise, run, height and spacing. • Accessibility; show compliance with accessibility requirements for all elements of the building per IBC, Chapter 11 and ICC/ANSI A 117.1, ADA, FHA, and UFAS. STRUCTURAL PLANS: Please provide the following information on the structural plans. • Per C.R.S. 12-4-112; Structures designed with an occupant load exceeding ten (10) require Colorado State Licensed Engineer stamped plans. • Engineered foundation design per soils report. Geotechnical report referenced. • Design specifications to include roof and deck snow load, wind and seismic design, frost depth. • Foundation plan showing complete footing and foundation dimensions. • Footing and foundation details specifying reinforcement referenced on plans. • Framing plans for each floor level and roof. All beams, columns, joists, rafters, trusses and all live/dead loads specified. • Framing /connection details referenced on plans. • Pre-manufactured structures require an engineers stamp, signature, and date. MECHANICAL PLANS: Please provide the following information on the mechanical plans. • Per C.R.S. 12-4-112; Structures designed with an occupant load exceeding ten (10) require Colorado State Licensed Engineer stamped plans. • Energy design calculations and details verifying compliance with the 2009 IECC. • Floor plans for each level showing size, location and materials of all ductwork, plenums, return and outside air intake registers. • Size and location of all combustion air ductwork and openings. • Size, type and termination of all gas appliance flues and vents. • Locatiollof <311 fire and combination smoke/fire dampers. • Equipment schedule for all mechanical equipment (boiler, furnace, exhaust fans, etc). • Commercial kitchen hood location, hood and duct sizes, CFM calculations. PLUMBING PLANS: Please provide the following information on the plumbing plans. • Per C.R.S. 12-4-112; Structures designed with an occupant load exceeding ten (10) require Colorado State Licensed Engineer stamped plans. • Floor plans for each level showing DWV layout and sizing, materials, slope and sewer location. • Water piping materials, length and size of pipe, water meter location, fixture unit demands, location and type of backflow prevention devices. • Gas piping materials, length and size of pipe, gas meter location, and BTU/hour demands. • Additional piping plans for roof/deck drains, condensate, medical gas, etc. • Plumbing fixture schedule for all plumbing equipment. • Commercial kitchen plumbing fixtures, food preparation equipment, grease interceptors, etc. ELECTRICAL PLANS: Please provide the following information on the electrical plans. • Per C.R.S. 12-4-112; Structures designed with an occupant load exceeding ten (10) require Colorado State Licensed Engineer stamped plans. • Floor plans for each level showing location of lighting fixtures, switches, receptacles, emergency exit signs and lighting, and panel location. • Diagram showing service entrance, conduit/wire size, main disconnect size, grounding electrode/conductor size, feeder conduit/wire size, transformers and generators. • Panel schedule showing bus/breaker sizes, circuit description, voltage, phase, amperage, etc. NOTE: If any required information is missing, delays in issuing the permit are to be expected. If determined by the Building Official that additional information is necessary to review the application and/or plans for compliance, the application may be placed on hold until the required information is provided. Work may not proceed without the issuance of a permit. The building department will collect a Plan Review fee at time of application submittal. The Permit Fee, as well as any Septic or Road Impact fees will be collected when the permit is issued. WHEREAS, Grantor owns certain property (the "Lands") located in the SW 14 Section 30-T6S-R92W Garfield Connty, Colorado that Grantee is interested occUpying for the purpose of installing, constructing, operating and ma.intaining certain gas handling facilities for collecting, sepamting, compressing, dehydrating, treating and/or processing gas produced from wells into Grantee's pipeline system; and WHEREAS, Grantor desires to grant an exclusive easement to Grantee for such purposes; NOW, TlJEREFORE, in consideration of the mutual promises contained herein, the receipt and sufficiency of which is hereby acknowledged, the parties enter into this Easement Agreement ("Easement") as follows: I. Grant of Easement. Grantor hereby grants to Grantee, its successors and assigus, a free and unobstructed ensement described on Exhibit A, to lay, construct, inspect, maintain, repair, operate, alter, replace, relocate, change the size of, abandon in place and remove at will, in whole or in part, pipelines for the transportation of oil, gas, petroleum and other gases, fluids or substances which can be transported through a pipeline and all appurtenant facilities thereto, including without limitation, all drips, valves, fittings, meters, aerial markers, graphite and steel anodes and other devices for the control of pipeline corrosion, and similar appurtenanees as may be necessary or convenient in the operation of said pipeline(s) over, across, nnder and upon the lands described in Exhibit A, for the purposes of installing, constructing, operating and maintaining certain gas handling facilities for collecting, separating, compressing, dehydrating, treating and/or processing gas produced from wells into Grantee's pipeline system. Grantee shall have the right to expand or contract the size of the Easement during the tenn of the Easement, at its sole discretion, as long as such expansion or contraction is confined to the five (5) acre site described on the attached Exhibit A. 2. Term of Emment. The term of the Easement shall be perpetoal, from and after the Effective Date, nntil cancelled in writing by Grantee. 3. Grantee shall bave the full, free, and exclusive use of the surface of the Lands during the term of this Easement, together with the right of ingress and egress to and from the Lands, and from, over, and across other lands owned by Grantor. The route of the access road to the Lands shall be agteed upon between Grantor and Grantee, and Grantee shall consl1:Uct an!! maintain such access road from County Road 333 to the Lands at its sole cost and risk. 4. Equipment Ownen<hip and Termination. All equipment, fixtures, and facilities placed on the Lands by Grantee, shall be and remain the property of Grantee. Grantee shall notify Grantor in 'writing if it wishes to terminate the Easement Upon notification of tennination of this Easement, Grantee shall have a reasonable time, not to exceed 180 days, in which to remove all of Grantee's equipment, fixtures, and facilities. However, Grantee shall be allowed to abandon in-place all below ground piping by purging such piping with inert gas, water or mud and assigning such piping to Grantor. Following the termination of this Easement, Grantee shall restore the Lands, within reasonably acceptable industry standards, to its original condition as required by all applicable rules, orders, laws and regulations. 5. Thlt!m. Grantor shall pay the real estate taxes on the Lands. Grantee shall pay all business property, personal property, ad valorem or other similar taxes assessed against any structure, material, equipment, fixtures, and facilities placed on the Lands by Grantee. 6. Site Maintenance. Grantee shall construct and maintain a security fence around the perimeter of the Easement area where any of the above ground equipment is located. The fencing material shall be approved by the Grantor. The access gate shall be kept locked and secure when Grantee's personnel are not present The color used for painting the facilities and used on the side of any buildings housing the equipment shall also be approved by Grantor. The access road(s) to the site shall be properly graded, drained, graveled and maintained by Grantee for the term of the Easement. Grantee shall keep the Easement free and clear of all debris, litter and noxious weeds. Grantee shall operate and maintain the Easement and all equipment located on the Easement in accordance with all applicable rules, laws, orders and regulations. 7. Access to Records. Grantor shall have access to Grantee's construction, operation and maintenance drawings and records, including anY required reports, notices, plans, tests or other documents during Grantee's normal business hours in the office where Grantee majntajns such records. This rights granted herein may be assigned in whole or in part. 9. Covenant Running with the Land. This Easement, and all of its terms and provisions shall extend to and be binding on the heirs, devisees, executors, administrators, representatives, successors and assigns of Grantor and Grantee and shall be a covenant running with the Land. 10. Ljahilitv and Indrmnification. Grantee covenants and agrees to fully defend, protect, indemnify and bold harmless Grantor, its officers, directors, partners, principals, employees and agents, from and against any and all claims, demand or cause of action and any associated liability, Cost or expense (including but not limited to reasonable attorney fees and costs incurred in defense of Grantor and its agents), for any damages or losses incurred in connection with Grantee's construction, operation or maintenance activities located on the Easement or upon any of the equipment located thereon. 11. Amilication of Law. This Easement sbaII be applied and construed in accordance with Colorado law, without regard to the couilicts of laws principles thereof. Additionally, Grantee shall comply with all applicable rules, orders and regulations of the Colorado Oil & Gas Conservation Commission ("COGCC''), or its successor organization, in comlecUon with Grantee's operations upon the Lands for the term of the Easement 12. A vic inity map of the site is shown on Figure 1. Site Geoloqy and Geologic Hazards Site geology and geologic hazards were evaluated by David A. Glater, P.E., C.P.G., using fi eld reconnaissance on August 20, 2010 and a review of pertinent ava ilable litera ture. Literature reference s are cited at the end of this section. Most of the vacant 1.2 ac re site slopes gently north and east toward an ephemera l drainage swale that flows throug ll the northeast corn er. Bedrock materials I)eneath the alluvium are from the Wasatch Formation. deposited in Eocene and Pa leocene (early Tert ia ry) time. The Wasatch is a co ntinental sedimentary deposit comprised of bedded c laystone shale. si ltsto ne and sa ndstone. No bedrock outcrops were present on the site. However, we notod an exposure of Wasatch shale and sandsto ne on a hills ide about 400 feet to the northwest. We did not prepa re a surficial geologic map of the si te due to the simplic ity and sing le unit prese nt. Brief reconnaissance fou nd no evide nce of avalanches. lands lides, rockfa lls, unstable s lopes or grolllld subside nce on th e s ite. Ground water was not encountered in our borings during drilling. Site s lopes did not exh ibit signs of Instability or severe erosion. The northeast corner is lower and adjacent to a seasonal drai nage. The Civil Engineer sho uld eva luate the hazard due to flooding. Site so ils should be considered to be somewhat susceptible to eros ion. Steep slopes will have higher erosion ra tes. Re-vegetation, drainage capture or erosion contro l methods can reduce potential for soil loss . Ex pansive soils are present at this s ite . The presence of ex pans ive soils sometimes referred to as swelling soils, constitutes a geolog ic haza rd . There is risk 111at ground heave co uld move and damage foundation s. The risks associated with swelling so ils can be mitigated but not eliminated by careful design, constru ction and maintenance procedures. Our test re sults indica te low swell potential. The type of building co nstruction associated with the planned compressor fa cility is genera lly not adversely affected by the amount of movement expected related to low swelling soi ls. Expansive soi ls as a geologic hazard are judged as a low ri sk considering the site and tlie planned site usage. The soil and hedrock units are not expected to respond unus ually to seismic activ ity. Liquefaction potential is cons idered ni l. Sites with thi ck deposits of clay soil will likely c lassify as Site Class D for seismic design purposes. Horizontal Peak Ground Acceleration (PGA) for thi s site is 0.08g, with about a 1000 year return period. Horizontal response spectral acceleration for 0.2 sec. period (Ss) can be taken as 0.17g and for 1 sec. period (SI). 0.04g . Only minor damage to relatively new. properly designed and built stru ctures would be expected . Our project engineer, Mr. Edward R. " Ted " White, vis ited th e s ite and performed a radiation s urvey. Our survey cons isted of walking along lines the length of th e site in a east-west directio n. Lines were spaced approximately 30 to 50 feet apart. We observed radiation measurements that were taken with a Ludlum Instruments. In c. Model No. 19 Micro-R-Meter ca rri ed at arms length (approximately 2 feet above the ground s urface). Radiation readings were observed hy contj,1Uously glancing back and forth from the Mic ro -R-Meter to the line of travel. We observed ra diation measurements averaging approximate ly 4 micro roentgens per hour. Some areas had readings as low as 0 microroentgens per hour and as high as 10 mlcroroentgens per hour. In our opinion , these read ings on th e site are incjica tive of normal background radiation for th e area and do not indica te contamination. The compressors will be enclosed by either five se parate buildings or one large building will cover all five of the compressors . For purposes of this report we have assumed that each compressor will be between 10 and 15 feet wide and 25 to 30 feet long. Based on our expe ri ence we have assumed the compressors weigh between 75,000 and 100,000 pounds. A gravel roadway will access the compressors. We anticipate maximum excavation depths of about 10 feet will be required for s ite dovelopme nt. Compressors are normally delivered to sites attac hed to structural steel skids and are placed on a prepared pad by a c ran e. In some cases the compressor skid is placed on a concrete mat foundation and then bolted to the mat. In some cases the steel skid acts as the foundation and the unit is placed directly on the ground. The enclosure building is normally supported on a foundation that is separated from the compressor concrete mat. We should be provided plans when developed that show the planned method of founding the planned compressor and building. If construction will differ s ignifica ntly from the description above we should be informed so that we can check that our recommendatio ns are appropriate. Investigation We drilled three exploratory borings anel two suhgrade horings at the approximate locations shown on Figure 1. The ex ploratory borings were advanced to depths of 30 foet and the suhgrade borings were advanced to depths of 5 feet using 4-inch diameter, continuou s-flight solid -stom auger and a track -mou nted drill rig. Graphic logs of the borings . including res ults of field penetration res ista nce tes ts arc presented on the Summary Logs of Explorato ry Borings on Figure 2. The borings were ba ck filled after drilling operations were completed. Soils at the si te consisted of about 1 foot of sandy c lay " topsoil" underlain by sandy clay with lenses of s ilty and c layey sa nd and c laystone pieces to the maximum ex plored depth of the 30 feet. The soils were very sti ff based on the resu lts of fi eld penetration resista nce tes ts. Selected samples of the soils were at moisture contents of 4.0 to 21.9 percent and dry densities of 104 to 123 pounds per cubic foot ipcl). Atterberg limits were liquid limits of 26 to 47 percent and plasti ci ty indices of 11 to 25 percent. The samples had 77 to 97 percent si lt and clay s ize parti cles ipass ing the No. 200 sieve). Four samples of the soils were tested for volume change potential us ing a onedimensional consolldometer. The samples exhibited 0.5 percent to 1.7 percent swell when wetted under a verti cal press ure of 1.000 psf. Laboratory test results are presented in Appendix A. Earthwork The compressor may be placed on a conc rete mat or may be placed d irec tly on the ground surface supported by a steel skid attached to the compressor. The building will likely be supported on a separate foundation. The natural soil is very stiff c lay which is expansive. The clay in it's in -s itu state would likely swell if wetted. Signifi ca nt wetting could result in heave that could adversely affect operations. We recommend that the ex isting clay soils be removed to hetween 3 feet below the existing ground surface at the compressor and enclosure building footprint locations . We believe that a 3 foot excavation back filled with moisture treated and densely compacted struc tural fill will result in suffic ient thi ckness to s upport the compressor and building with only small amounts of heave or settlement. Structural fill should be placed below the compressor footp rint and should extend at least 2 feet beyond the planned building. Structural fill can consist of an imported Class 6 aggregate base course or similar soil or the natural clays. Stru ctural fi ll should be placed as described below. We believe the use of a Class 6 aggregate base course mixed with the natural c lay would provide better performance ami would be easier to place to our recommendations than reuse of only the natural c lays. We understand that the compressor manufacturers frequently recommend placi ng the compressor foundati on on a layer of sa nd. The sand layer can be placed, as recommended by the compressor manufacturer on the stru ctural fill. Proper drainage should he provided to prevent excess moisture penetrating the sand layer. Excavations will likely be limited to those required to construct the access road and to subexcavate for the compressor and the huilding. Excavations can be accomplished using conventional, heavy-duty excavation equipment. Sides of excavations will need to be s lo ped or braced to meet local, state and fede ral safety regulations. Temporary slopes deeper that 5 feet th .1t are not retained should be no steeper that 1 to 1 (horizontal to vertical) in Type B soils according to OSHA standards. It is important to properly place and compact stru ctural fill. Class 6 aggregate base course or sim ilar material should be pro r erly moisture treated to within 2 percent of optimum moisture content. If the natural clays are reus ed as stru c tural fill the clay soils should be moisture treated to 1 percent below to 3 percent above optimum moisture co ntent. Fill should be placed in loose lifts of 8 inches thick or less, moisture-trea ted . and compacted to approximately 98 percent of sta ndard Proctor (ASTM 0 698) maximum dry density. We recommend that density of fill be checked during placement. Foundations Compressor We understand that the compressors may be delivered with structural stee l skids that can be set di rec tly onto the ground. A maximum so il bearing capac ity of 4,000 psf is recommended between the skid and the ground. We believe that a steel. concrete filled skid placed on the prepa red su bgrade, as desc ribed above. will perform adequately. A more pos itive approach to limit future movement would be to place the compressor on a mat foundation. Differential movement of up to 1 to 2 inches may occur if overexcavation is not porformed. We would expect differential movement of less than 1 inch afte r overexcavation. Gas compressor foundation s are often designed with enough mass to attenuate most mac hine vibration within the structure. For design of vibrating machine foundation s. the subso ils can be cons idered to be unsaturated very stiff sandy clay. A low-strain s hear modulus of about 15,000 psi is appropriate if the sandy clay soils are not likely to become wetted or softened, or if a thick layer of imported sand and gravel is placed prior to compressor foundation constru ction. Sholiid the clay become softened. a shear modulus of 5,000 psi is more appropriate. Poisson's Ration can be taken as 0.45. Criteria for mat and footing foundations are provided below. Building(s) The compressor building should be founded to mitigate future movements. Differentialmoveillent of up to 1 to 2 inches may occur if excavation is not performed. We would expect less than 1 inch of differential movement after overexcavation. Criteria for footing and mat foundation s are provided below. Footings 1. Footings supported on the natural soils or properly placed stru ctural fil l can be designed for a maximum allowable soil press ure of 3.000 psI. 3. Continuous footings should have a minimum width of at least 16 inches. Foundations for isolated columns should have minimum dimensions of 24 inches by 24 inches. Larger s izes may be required , depending upon fou ndation loads. 4. Grade beams and foundation walls sho uld be well reinforced to span undisclosed loose or soft soil pockets. We recommend reinforcement sufficient to span an unsupported distance of at least 12 feet. Reinforcement sho uld be designed by the structural engineer. Mat Foundation 1. The total applied load averaged across the entire mat should be 1,000 psf or less. To deve lop design for reinforcement patterns at loca tions of isolated loads or along foundation wa ll (line loads), we suggest assuming an allowable soil pressure of 3,000 psf at the base of the mat. 2. A finite element analytical program should be used to proportion reinforcement in the mat. Soil is modeled Ll sing a "spring constant" when using this type of ana lysis. We believe a suitable design va lue for the coefficient of subgra de reaction is 75 pci. 3. Utilities which penetrate the mat foundation will need to be detailed such that movement of the mat is not transferred to the utility line. The mat found ation and utility pipe penetration need to be able to move separately. Floor System and Siabs-o n-G rade Our subsurface information indicates that slab-on-grade floor construction can be supported by the natural soils or by an at least 2 feet thickness of stru ctural fill with low potential differential movement. If the subgrade soils get wet the struc tural fi ll alternative will likely res ult in less slab movement and c racking . If a s lab-on-grade is to be placed on the natural soils the subgrade preparation shou ld involve scarification, moisture treatment and compaction of at least the upper 8 inches of subgrade soil s. Stru ctural fill below slabs shou ld be placed in accordance with the recommendations provided in the Earthwork section. If a mat foundation is chosen, the mat wi ll serve as the floor slab and risk of differential movement wi ll be less than a s lab-on-grade. We recommend the fol lowing precautions for s lab-o n-g rade construction at thi s site . 1. Surface Drainaqe Surface dra inage is critical to the performance of foundations. Ground surfaces should be sloped to direct runoff away from the compressor bui ldings. Backfill adjacent to the buildings should be moisture co nditioned and compacted as recommended in the Earthwork section. Proposed Drive Section Based on our explora tory borings, excavations for the access road and other drive areas will be in stiff to very stiff clay. A gravel road surface is preferred. The road wi ll be used by heavy constru ction traffic during site development. Moderately heavy tru cks will likely utilize the road for maintenance after construction. Fill will be the native c lay. The su bgrade soils should be scarified to at least 8 inches, moistu re trea ted and compacted. Road embankment fill should be placed in max imull1 thick ness of 8 inch lifts and compacted to at least 95 porcont of standard Proctor (ASTM D 698) maximum dry density. Our ex perience is tha t pla cement of a geosynthetic material on the prepa red subgrade, below the aggregate !lase course is beneficial. We recommend a geogrid material. We suggest a minimum 8 inch thickness of COOT Class 3 aggregate base course below at least 4 inches of a Class 6 driving course. Less aggregate base course would likely res ult in more than anticipated maintenance. Geotechnica l Risk The concept of risk is an important as pect of any geotechnical evaluation. The primary reason for this is that the analytical methods used to develop geotechnical recommendations do not comprise an exact sc ience. The analytical tools Wllich geotechnical engineers use are genera lly empirical and must be tempered by engineering judgment and experience. Therefore, the solutions or recommendations presented in any geotechnical eva luation should not be considered risk-free and. mo re importantly. are not a guarantee that the interaction between the so ils and the proposed structure will perform as des ired or intended. The review letter is dated December 17, 2010. We have been asked by Soprls Engineering to provide comment relative to review Comment No.3. This letter provides our response to review Comment No. 3. The comment is "The proposed drainage and slope between the proposed compressor buildings Is very flat (0.5%). This slope will be difficult to construct and maintain as a gravel surface and does not likely match the drainage recommendations of the Geotechnical engineer." We reviewed the most current drainage plan and discussed the proposed grading between the proposed compressor buildings with Sopris Engineering, LLC. Grading will Include slopes down and away from the buildings at +1-2 percent to the north or south. The ground surface will then transition to a slope to the east at 0.5 percent. Our recommendations were for positive drainage away from the buildings. The plans do show positive drainage away from the buildings. The gravel surface cross-section will be 4 inches of Class 6 aggregate base course over 8 inches of Class 3 aggregate base course on a geotextile fabric. We understand that the building will have gutters and downspouts. The inclusion of gutters and downspouts to collect and remove rain and snowmelt from the roof will significantly limit wetting of the area between the buildings.
