(EnCana). Your concerns are in bold font and EnCana's response is in italicized font. 1. I'm not finding a tally of affected acreage in the application for the water treatment system on EnCana NPR. ■ I need a tally of the acreage of the well pad sites (and I count 28 of them, is that right ?) Current well pad site count is 21. No increase in acreage beyond what is stated in the COCGG approvedAPDs. Total pit surface area disturbance for all pits combined is 189,000 square feet and current total well pad site surface disturbance is 91.479 acres. ac) • The linear footage and affected acreage of the pipelines (which I estimate to be about 18 miles and probably a construction easement of 50 feet, is that right ?) The system will utilize buried pipelines that were initially constructed for other uses. Any new pipelines will be 4" (four inch) surface lines along existing roads or previously disturbed ROW'S. 2. I need info on the pipeline: • The size and type of the pipe...steel or flex- pipe...8" ...4" what? Current pipelines are 8" (8 inch) carbon steel HDP (high- density polyethylene) lined to minimize corrosion. Pipelines located south of the Middle Fork Compressor Station site are 12" (12 inch). Pipelines that shoot off the main 8" and 12" lines into their designated pits are 4" unlined pipes. • Length and bury depth of the pipelines • Was there a floodplain assessment done to ensure that these pits- existing and proposed- are beyond a danger of being compromised by a 100 -year weather event? It mentions the installation techniques but does not say that an engineer assured their location is beyond a flood event. According to the floodplain map attached ( "FloodPlain.pdf "), the NPR Drill Fluid Recycling System is not in the vicinity of the 100 -year floodplain area. 4. I need specifics on the noise levels for the Middle Fork Compressor Station, pumps and light generation units to assure that your operations are within the regulations of the CRS noise statutes as well as COGCC. • Stating that they are within the Ievels is not enough: I need numbers (and they will ask.) • Regardless of the location of the residence 3 MILES away, they will ask. It is necessary to demonstrate the level at the property boundary closest to the residence is within standards. (Yes, I know it's 3 miles away; but trust me, they will ASK.) According to the Sound Level Survey Report completed on 2/27/2007 by HFP Acoustical, measurements were taken at five different points along the property line. Measurements ranged from 26.1 db(A) up to 49.1 db(A). The study along with a map depicting the locations of measurements is attached ( "Middle Fork CS — HFP EnCana Noise Report ver 1. pdf "). The pump system is housed inside buildings and was running in 2007 when this study was completed. • You've been good at stating the reduction and benefits, but I don't have a comparative BASELINE for anything...like drilling operation noise you note will be reduced and the pumping system being more quiet in comparison...yes? How much? There will be a decrease in noise production as a result of a decrease in traffic. Due to the location of the pumps being in close proximity to the Middle Fork Compressor Station, it may be difficult to discriminate in a noise study how much noise is generated from the compressor station operation versus the water pumps. • I'd imagine some of this might he available as part of the permit applications for the 2005 permit- I'd recommend providing that data to support your application for this large system. 5. Reclamation may not be satisfied as there is disturbance beyond the COGCC well pad sites, such as the pipeline corridor. • Vegetation reclamation security is being required. I need to have specifics (disturbed acreage and security information) for each well pad site in order to satisfy the question that the requirements for reclamation are in place; otherwise we calculate the acreage ourselves and require an additional security. Where buried pipelines were installed, they were not bonded because they were below the size requirement for a Pipeline Development Plan, and those areas have been reclaimed as specified in EnCana's NPR Reclamation Plan. Surface lines will only follow current disturbed ROWs and roads. No new impact and ground disturbance will result from this project, thus it will not require reclamation. • I know that probably most of the acreage is already secured under COGCC for the well pad site, but I need to see the stats. • What do they travel in? They travel in pick -up trucks • What are the total trips per week? Is any of this remotely managed? Where? Total trips per day are typically 1 -2, which totals 5 -10 per week The pump jobs are managed centrally at the Middle Fork Compressor Station Area. 7. It mentions that you might consider an amendment to this permit in 2009. Please realize that there is no amendment process to the Special Use Permit (that was one of the shortfalls of it that has been rectified in the new code.). This does not mean that EnCana cannot revisit this permitted use, it just will have to be an `impact review amendment' under the new code, and much of this same good information you've created can be used in that application. Just a technicality of process. Yes, we would like to utilize the Impact Review Amendment Process under the ULUR of 2008 for future expansion needs. S. I need the location of the Middle Fork Compressor Station depicted on a map someplace. Please see map included with the Noise Report 9. I will need to arrange a site visit in the next few weeks. BEST PRACTICES DOCUMENT NETTING OF COMPLETIONS/PRODUCTION PITS PICEANCE OPERATIONS ■ General Design Considerations o Pit width dimension shall not exceed 35 feet on all future pits. o Maintain 2 -foot freeboard in pits at all times. o US Fish & Wildlife Service says: • Flagging is ineffective • Netting appears to be the most effective deterrent • Netting should be suspended 4 -5 feet above the liquid surface • Support Post Design & Construction o Post Material: ASTM A106 Grade B carbon steel pipe o Post Size: 4 -inch diameter, standard wall thickness (minimum) o Post Spacing: 20 -foot (maximum) o Post Height: 6 -foot (minimum) o Post Burial Depth: 6 -foot (minimum), cemented to full burial depth o All posts shall be capped by affixing a properly sized PVC pipe cap (or other) at the top of the post. o Jagged edges, burrs, etc. (anything that could potentially snag or tear the netting) shall be removed from posts prior to installation of netting material. o * Wherever possible, all posts shall be set back a minimum distance of 8 linear feet from pit bank on all sides to allow adequate perimeter access between the netted structure and pit for skimming and maintenance operations. • Guy Line Design & Construction o All corner posts and interior posts along the long dimension of the pit shall utilize guy lines and earth anchors for added structural support. o All posts located along the pit long dimension (both sides) shall employ the use of a single guy line extending from, top of post at a 45 degree angle down to grade (anchored at grade) to help resist catenary support cable loads. o Corner posts shall employ the use of two guy lines, installed orthogonal to one another, extending from top of post at a 45 degree angle down to grade (anchored at grade) to help resist top support cable loads. o All guy lines shall incorporate the use of turnbuckles (appropriately sized to provide maximum adjustability) for ease of tensioning. o Guy Cable Specs: 3/16" diameter 7x19 galvanized steel wire rope, vinyl coated (minimum) o Anchor Specs: Screw or duckbill type anchors, as determined by soil conditions. ■ Support Cable System Design & Construction o Perimeter posts shall be connected via an upper perimeter tension line (locate as close to top of post as possible) constructed of steel cabling, and shall incorporate the use of turnbuckles for ease of tensioning (appropriately sized to provide maximum adjustability). Location: Garfield County, Colorado Report: Ron Spillman I Date: 2/27/2007 GARFIELD COUNTY, COLORADO: ENVIRONMENTAL SOUND LEVEL SURVEY REPORT General Information Sound levels were measured at four locations as near as possible to the property lines at the EnCana Middle Fork Compressor Station site. In addition, measurements were made near the two residences closest to the compressor equipment. Map 1 shows the measurement locations. GPS coordinates are given below. The sound survey was conducted to determine if the compressor station is currently in compliance with COGCC noise regulations. The area is designated as " Residential /Agricultural /Rural," and as such is subject to allowable noise limits of 55 dB(A) during the lam to 7pm period and 50 dB(A) during the 7pm to lam period. The measured sound levels were under 50 dBA at all locations, and thus showed compliance with the daytime and nighttime limits. The compressor station was completely inaudible at all of the property -line and residential positions. EnCana ran as many compressor units as possible during the sound level testing. Four of seven 1250 hp recip units were running, and two of three 7500 hp electric units were running. Thus 20,000 hp out of a total of 31,250 hp was in operation. Using a conservative adjustment factor of 10 log (31,250/20,000) = 1.9 dB, we would anticipate that the total station noise contribution would have been approximately 2 dB(A) higher if all ten compressors could have been run simultaneously. However, because the compressor station was completely inaudible at all of the property -line and residential measurement locations, it would be unnecessary and inappropriate to add this adjustment to the measured environmental sound level values. Due to contamination from traffic noise in the measurement areas, the durations of the readings ranged from 30 seconds to 5 minutes. All measurements were sufficient to properly characterize the environmental sound conditions while minimizing traffic interference.
