GENERAL PROJECT DESCRIPTION The Applicant wishes to obtain a Land Use Change Permit for a Compressor Station located south of County Road 115 on 355.22 acres. Presently, there is an existing 12 -inch natural gas pipeline and overhead electrical lines that bisects the subject parcel and site. To better distribute natural gas in the area, a compressor station is proposed adjacent to the existing pipeline. The compressor station will be situated within a 4.273 acre site and consist of a compressor building (50' x 120'), utility shed (20' x 30'), and a control and office building (40' x 60'). Electricity will be supplied to the site and access will be by an existing agriculture road off of CR 115. This access road crosses two parcels owned by the Nieslanik family and the point of access onto CR 115 is proposed to be improved with the development of this land use. The compressor station will be unmanned. However, a worker will be at the facility once a week for a four hour period but no water or waste water services are being proposed. Under the Garfield County Unified Land Use Resolution of 2008, as amended, compressor stations located within the Rural zone district are processed by the County through Limited Impact Review. This facility is also a public utility that will distribute gas to individual buyers and therefore will need to be reviewed through the Location and Extent process. Both these applications can be reviewed concurrently by the County. The pre - application meeting discussed waivers of submittal materials and ULUR standards. Submittal material for Section 4 -203 (F) Landscape Plan and Section 4 -203 (M) Water Supply Plan were discussed. Visual impacts were a concern during the last compressor station submittal therefore County staff needs to visit the site before approving a waiver of the Landscape Plan for this project. Staff also recommended the Applicant analyze the visual impacts this land use will have surrounding properties and roads since this could be a topic of public concern. The Water Supply Plan can be waived since the facility is unmanned. County staff also indicated that the noise study for this proposed land use will need to use the Colorado Revised Statute's noise regulations rather than the COGCC's regulations. Below the Limited Impact and Location and Extent review processes, submittal materials, and application fees are discussed. II. SUBMITTAL REQUIREMENTS Limited Impact Review Table 4 -201 lists General Application Materials, Vicinity Map (4- 203.C), Site Plan (4- 203.D), Erosion Control Plan (4- 203.E), Landscape Plan (4- 203.F), Impact Analysis (4- 203.G), and Traffic Study (4- 203.L). The Planning Director has waived the submittal of a Water Supply Plan (4- 203.M). Location and Extent Review Table 4 -201 lists General Application Materials and Site Plan (4- 203.D). Also provide narrative of how the project complies with the Comprehensive Plan of 2030 and any applicable Intergovernmental Agreements (Article 7, Section 7 -102) Submit three paper copies and one CD for both applications. Case planner contacts applicant and sets up a site visit. Staff reviews application to determine if it meets standards of review. Case planner makes a recommendation of approval, approval with conditions, or denial to the appropriate hearing body.
