HomeMy WebLinkAbout1.07 Project descriptionSourcdas Project Description The following narrative provides a description of a public utility proposed as part of the Location & Extent and Limited Impact Review. Rocky Mountain Natural Gas, LLC requires a new compressor station to maintain line pressure between the towns of Rifle and Avon in Colorado during peak demand season (winter). The pipeline carries merchant grade gas, and operates at 700 -1100 psig with an MAOP of 1200 psig. The compression capacity of the proposed Spring Valley Compressor Station is 80,000 million standard cubic feet per day (MMSCFD). The facility will include two (2) natural gas engine powered compressors located in a normally unattended building, with provision for a future third compressor to accommodate potential increased capacity needs. The site will require all infrastructure, buildings, and support systems including: • Fuel gas system • Emergency Shut -down (ESD) system with manual and automatic trip switches • Natural gas powered standby electric generator • Instrument/utility air system, complete with receiver, dryer, and filters • Single walled storage tanks for lube oil, coolant, and hydrocarbon liquids, and a sump tank for floor drains • Potable water and sanitary / septic system Pre - engineered steel buildings are proposed for the compressor station. The dimensions for each are listed below. The largest of these buildings will enclose the compressor and will also serve as an acoustical enclosure to reduce noise generated from the compressor. The proposed control building will consists of two (2) offices for two (2) employees, a restroom with an emergency shower, a control room to house the control equipment, and a garage bay. An emergency generator will be kept onsite next to the Utility building. The proposed Utility building will house the air compressor package for the station and a bay for spare materials. The proposed compressor station construction: • A 50' wide by 120' long and 30' high insulated compressor building that will initially house two (2) compressor units with room for a third unit for possible future installment. The building will have three (3) main doors and a roll up door for access to the equipment. • A 32' wide by 40' long and 14' high Utility building • A block valve assembly • The backup generator will sit outside the Utility building and will be a standalone unit. • A 30' wide by 40' long and 14' high Control Building (with HVAC) SVCS — Location and Extent 1 Sourceas • Holy Cross will upgrade a utility pole outside of the lease easement to accommodate the three -phase underground service line. An easement has been obtained from Holy Cross for this. The location of this project is along the Rocky Mountain Natural Gas, LLC pipeline near Carbondale in Garfield County, Colorado. The proposed location will situate the Spring Valley Compressor Station in the NWNE corner of Section 3, T7S, R88W, 6th Principal Meridian (P.M.). 4.273 ± acres have leased from J &S Nieslanik, LLLP for the facility. The road access easement totals 1.508 acres from Jeff and Britton Nieslanik and J &S Nieslanik, LLP. The project is located in Garfield County, Colorado. The station address has not yet been assigned by Garfield County. Initial operation of the compressor station will be less than full time, but is anticipated to potentially operate 24 hours a day, seven (7) days a week, and 365 days a year (24/7/365 — full time). The compressor station will be monitored full time (24/7/365) in Lakewoo• •y Gas Control for both Rocky Mountain Natural Gas, LLC and Xcel Energy. The air permits issued by the Colorado Department of Public Health and Environment (CDPHE) — Air Pollution Control Division (APCD) for the proposed Spring Valley natural gas compressor station are attached in [Tab Il.m] Anticipated construction schedule: A. September — November 2013: i. Upgrade the existing access road, build the new section of access road, and level the site. ii. Install Block Valve assembly and piping from Existing Rifle -Avon Pipeline iii. Install Conduit and Transformer — Build Power Distribution Panel iv. Install phone to site v. Install fence around site vi. Build berm around site as necessary B. May 2014 — November 2014: i. Build compressor pads ii. Install Compressors iii. Build all site buildings iv. Run electrical to all buildings v. Build piping systems for station vi. Install ESD systems vii. Complete air monitoring viii. Complete noise monitoring ix. Reclaim all temporarily disturbed areas x.
