RE: Technical Completeness Letter regarding the Communications Facility in the Battlement Mesa
Planned Unit Development (BMPUD)
Dear Phil,
I am in receipt of your application submitted to our office on November 10, 2011. The purpose of this
letter is to notify you that your application has been deemed technically complete. Please understand
that a determination of technical compliance by this office shall not be deemed a recommendation of
approval, finding of adequacy of the application, or a finding of general compliance with any goal or
objective of the Garfield County Unified Land Use Resolution of 2008, as amended or the Battlement
Mesa Planned Unit Development (BMPUD).
The application will be reviewed by Staff, a staff report will be generated and sent to you, and the Board
of Adjustment (BOA) will discuss and review the application at a public hearing which has been
scheduled for the January 9, 2012 agenda which begins at 6:30 PM. This meeting will be held at the
Garfield County Plaza Building, 108 Stn St., in the Commissioner's Meeting Room, Glenwood Springs, CO
81601.
As a matter of process, the Applicant shall be solely responsible for the publication of all notices and
shall present proof of publication at or before the meeting. If correct noticing requirements have not
been met, the meeting cannot be held. Notice for the meeting shall be given as follows:
1) Notice by publication, including the name of the applicant, description of the subject lot, a
description of the proposed subdivision and nature of the meeting, and the date, time and place for
the hearing shall be given once in a newspaper of general circulation in that portion of the County
in which the subject property is located at least thirty (30) but not more than sixty (60) days prior to
the date such hearing, and proof of publication shall be presented at hearing by the applicant.

As a matter of process, the BOA shall complete its review and make its recommendation to the Board of
County Commissioners at the public hearing. The Planning Commission may recommend approval,
conditional approval or disapproval of the Plan to the Board. In addition, please submit 10 copies of the
application materials to this office no later than January 2, 2012 for review by the BOA. I look forward to
