Special Use: To allow the location of an Asphalt Batch Plant, as a processing
of natural resources, in an A/R/RD District.
Legal Description: See description attached hereto and by reference made a
part hereof. (Note: Does not include the area previously exempted for gravel
pit operation and concrete batch plant)
Requirements:
1. Plans and specifications for proposed use. --attached as Exhibit C.
2. Letters of approval from utility companies, sewage and water. Road access
and other information deemed necessary. --See Exhibit B attached.
3. A vicinity map drawn to scale depicting the subject property, location and
use of buildings and structures on adjacent lots. --see Exhibit D attached.
4. Names of owners of record of such lots. Notice containing information
described under paragraph 5 shall be mailed to all owners of record of
lots adjacent at least five (5) days prior to hearing by certified return
receipt mail. --List of Owners - Exhibit E; Notice - Exhibit F.
5. Notice including the name of the applicant, description of the subject lot,
a description of the proposed special use and the time and place for the
hearing shall be given in the newspaper of general circulation in that
portion of the County at least fifteen (15) days prior to such hearing time.
Applicant shall borne the cost of advertising. Notice attached - Exhibit F.
6. A.-feevof_twenty--five dollars($25.00) shall be charged for each application
and shall be submitted with the application. Fee included.
This Special Use Permit is in compliance with Sections 4.03 and 7.03 of the
Garfield County Zoning Resolution and as per application.
List all property owners within 200 feet of subject property lines.
See Exhibit E attached.
Attach map showing all improvements (present and proposed) and all pertinent
distances and area. Show all improvements on your property and adjoining
property within 200 feet of your boundary.

The Cedarapids8 Model 8828 asphalt drum mixing (ADM) plant
dries and mixes aggregate with asphalt inside the drum on a
continuous -mix basis. Capacity is 162-356 TPH U47-323
tonneslhr) of quality asphalt mix. Capacity may vary depending on
type and size of aggregate, moisture content, mix and mix
temperature.
This ADM plant costs less to buy because there is no hot
elevator, screen, hot storage bins, weigh hopper or pugmill. And,
with fewer components, it costs less to maintain.
Operation is simple and uncomplicated. Stockpiled, graded
aggregate is fed in the correct proportion from the cold feed unit
via conveyor to the mixing drum.
Weigh sensors on the conveyor accurately register the weight
of the aggregate on the belt. Asphalt is supplied in direct
proportion to the aggregate feed weight (automatically adjusted to
a dry -weight equivalent computed from cold -feed moisture data).
An additive, if used, is also supplied in proportion to aggregate
feed.
Asphalt injection pipe has swiveling end section to allow
adjusting discharge point for maximum coating performance.
Asphalt is added away from direct burner flame to prevent any
detrimental effects of excess heat.
Features of the Cedarapids ADM plants include:
DRUM: Bolt -in flights specially designed for drum mixing; baffle
ring to concentrate hot gases for maximum drying efficiency;
anti -slide angles to reduce drum wear; adjustable slope to change
mix retention time; adjustable rubber and metal seals where drum
enters discharge hood to prevent entrance of outside air; intake
hood with Tined inlet chute, flop gate and calibration chute;
discharge hood with lined side material discharge chute and
electrical heat.
Welded steel plate drum; roll -forged machined drum tires;
roller -bearing -mounted trunnions; saddle roller chain and sprocket
drive; motor with V -belt drive to speed reducer; and interchange-
able drum drive sprocket segments.
ASPHALT SYSTEM: Ground -mounted pump package with
jacketed constant volume, positive displacement pump and
flexible jacketed delivery piping; injection pipe enters drum at
discharge end to allow supply from right, left or rear of unit: pipe is
sloped downward to allow drainage; jacketed inlet piping from
storage tank (by others) to pump and return line is a recommended
option (by others).
BURNER: Includes ignition cone, flame shaper. turbo -blower
with motor and drives; fuel modulating and shut-off valves; light
oil fuel pump with piping, motor and drives: fully automatic
control system with advance temperature detection and
safeguards.
PYROMETER: Thermocouple type, self -energizing; enclosed in
abrasion resistant socket mounted in discharge chute: lead wire
and indicating dial.

DUST EMISSION CONTROL SECTION: Adjustable -throat
venturi in duct between drum and extractor: ground -mounted
water pump with motor and drives; centrifugal water extractor:
sludge gathering screw with motor and drives; exhaust fan with
electrically actuated screw controlled damper at outlet to reduce
"cold air" starting load and minimize carryout of fines; motor and
drives.
EXHAUST STACK: Stack interior and damper are epoxy -coated
for added rust protection.
RAMSEY "VEY-R-WEIGH" PROCESS CONTROL:
System automatically monitors weight of aggregate on cold feed
conveyor belt and adjusts asphalt supply, and additive if used, to
maintain correct proportion; temperature compensated asphalt
flow rate meter; full instrumentation in control center for
aggregate and asphalt weights, percent asphalt, cold feed moisture
content and asphalt specific gravity.
CONVEYOR: Model LF230-50 stationary lattice frame conveyor
with belt, supports, motor and drives.
FRAME AND JACKS: Wide -flange main frame members with
rigid bracing: two manually operated jacks and two tubular
adjustable supports, two hydraulic jacks and two stabilizing
supports for burner end provided and travel on frame.
ELECTRIC POWER AND CONTROLS: Includes weathertight
power distribution center: circuit breakers and motor starters;
remote push button station: electric motors are approved open
dripproof type, standard torque: 1800 RPM, 230/460 through 50
HP, 460-3-60 for 60 HP and up.

combination; pump and heat exchanger fpr heavy fuel oil, with

AGGREGATE FEED SCALPING SCREEN: 36" x 8'-0" (914 x
2,438 mm) End -O -Con single deck screen mounted over tail
section of aggregate feed conveyor; scalps out oversize and other
debris; includes screen cloth, drive and 71/1 HP motor.
OTHER OPTIONS

EXHIBIT B
In regard to requirement 2 of the Special Use Permit Application

1. Electricity exists at the site.
2. No water is utilized in the asphalt process, although
spring water is available to the site.
3. No waste results from the asphalt making process. Human
sanitary facilities will be provided by a portable self-
contained outhouse that will be removed and replaced as
needed at the site.

at such meeting, then you are urged to state your views by letter, particularly
if you have objections to such Special Use Permit, as the Board of County
Commissioners will give.consideration to the comments of surrounding property
owners and others affected in deciding whether to grant or deny the request for
special use. This Special Use Permit application may be reviewed at the office
of the Planning Department located at 2014 Blake, Glenwood Springs, Colorado
between the hours of 8:00 A.M. and 5:00 P.M., Monday through Friday.
