At a meeting of the Board of County Commissioners for Garfield County, Colorado, held
in the Commissioners' Meeting Room, Garfield County Administration Building, in Glenwood
Springs on, Monday, the 16th day of December 2013, A. D. there were present:

when the following proceedings, among others were had and done, to -wit:
RESOLUTION NO. 2013- 79
A RESOLUTION CONCERNED WITH THE APPROVAL OF A REZONING TO THE
INDUSTIRAL ZONE DISTRICT OF TRAVELERS HIGHLAND SUBDIVISION AND
AN ADJACENT 5 ACRES OWNED BY JOHN STRONG WITHIN GARFIELD
COUNTY, COLORADO.
Recitals
A. The Board of County Commissioners of Garfield County, Colorado, ( "Board ")
received a recommendation from the Travelers Highlands Public Improvement District Board of
Directors to rezone the area to Industrial.
B. The Board initiated an application to rezone Travelers Highlands Subdivision and the
adjacent 5 acres to the west owned by John Strong to Industrial at a meeting held on October 14,
2013.
C. The properties affected by this application are identified in Exhibit B.
D. The Board of County Commissioners is authorized by the provisions of C.R.S. §§ 30-
28-111 through 30 -28 -116, as amended, to provide for the approval of amendments to the
County's zoning resolution and zoning maps.
E. A Public Hearing was held by the Garfield County Planning Commission on
December 11, 2013 at which time the Planning Commission voted unanimously to forward a
recommendation to the Board of County Commissioners to approve the rezone of the subject
properties to the Industrial Zone District.

F. On December 16, 2013 the Board of County Commissioners opened a public hearing
upon the question of whether the rezoned to Industrial should be approved, approved with
changes, or denied at which hearing the public and interested persons were given the opportunity
to express their opinions regarding the request.
G. The Board of County Commissioners closed the public hearing on December 16, 2013
to make a final decision.
G. The Board, on the basis of substantial competent evidence produced at the
aforementioned hearing, has made the following determinations of fact:
1. That proper public notice was provided as required for the hearing before the
Planning Commission and Board of County Commissioners.
2. That the hearing before the Planning Commission and the Board of County
Commissioners was extensive and complete, that all pertinent facts, matters and
issues were submitted or could be submitted and that all interested parties were
heard at that meeting.
3. That the request to rezone the properties to Industrial is in the best interest of the
health, safety, and welfare of the citizens of Garfield County.
4. That the application has met the requirements of the Garfield County Land Use
and Development Code of 2013.
5. That the application is in general conformance with Garfield County
Comprehensive Plan 2030.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Garfield County, Colorado, that based upon the determination of facts set forth above, the rezone
for the properties identified in Exhibit B are hereby approved and will be reflected as such on
the Garfield County Official Zone District Map as shown in Exhibit A.

Highlands Subdivision, legally described as:
A parcel of land in the TEI /4 NW1 /4 and the NW1 /5 NE1 /4of section 33, Township 7 South,
Range 96 West of the 6 Principal Meridian, Garfield County, Colorado,moreparticularly
described as follows:
Beginning on the North right of way for Highway 6 & 24, Project No. F 001 -1(3), at the
Southwest corner of the Travelers Highlands Subdivision, from which point the comer for
sections 27, 28, 33 & 34 bears North 55 °29'0011 East 1288.64 feet and North 89 "23'32"
East 866.06 feet; thence along said right of way South 55 °29'0011 West 238.09 feet to the
right of way for Interstate 70, Project No. 1 70 -1(45) SEC. a; thence along said right of
way for Interstate 70, along a non - tangent curve to the left having a radius of 578.37 feet,a central
angle of 40°56'38", an are length of 413.30 feet, the chord of which bears North 64 °55'09" West
404.57 feet; thence continuing along said right of way for Interstate 10, North 64 °31'27"
West 223.20 feet thence continuing along said right of way for Interstate 70, North 48 °57'52 11
East 558.07 feet to the West line of the Travelers Highlands Subdivision; thence
along said West line South 34 °31'00" East 605.57 feet to the POINT OF BEGINNING.
