RE: Preliminary Plan, for the Cowgill Subdivision

Thank you for the supplemental information to the preliminary plan application you submitted to our
department regarding the Cowgill Subdivision on December 19, 2003. At this time the preliminary
plan application has been deemed technically complete. Please understand that a determination of
technical completeness by this office shall not be deemed a recommendation of approval, finding of
adequacy of the application, or a finding of general compliance with any goal or objective of the
Garfield County Subdivision Regulations.
The application will be reviewed by Staff and a staff report will be generated and sent to you. The
Planning Commission will discuss and review the application at a public hearing which has been
scheduled for the February 11, 2004 Planning Commission agenda which begins at 6:30 PM.
Review of this application has also been scheduled before the Board of County Commissioners for
March 1, 2004 at 1:15 PM. Both meetings will be held in the Commissioners' Meeting Room in the
Garfield County Plaza Building, 108 8th St., Glenwood Springs, CO 81601.
As a matter of process, the Planning Commission and the Board of County Commissioners shall hold
an advertised public hearing on the proposed Preliminary Plan at a regularly scheduled meeting of the
Commission and the Board as shown above. The Applicant shall be solely responsible for the
publication, posting and mailing of all notices and shall present proof of publication and mailing at or
before the meeting. If correct noticing requirements have not been met, the meetings cannot be
held. Notice for the meeting shall be given as follows.
1. Notice by publication, including the name of the applicant, description of the subject lot, a
description of the proposed subdivision and nature of the meeting, and the date, time and
place for the hearing shall be given once in a newspaper of general circulation in that portion
of the County in which the subject property is located at least thirty (30) but not more than
sixty (60) days prior to the date such hearing, and proof of publication shall be presented at

hearing by the applicant.
2. Notice by mail, containing information as described under paragraph (I) above, shall be
mailed to all owners of record as shown in the County Assessor's Office of lots within two
hundred feet (200') of the subject lot, all owners of mineral interest in the subject property,
and all tenants of any structure proposed for conversion to condominiums, at least thirty (30)
but not more than sixty (60) days prior to such hearing time by certified return receipt mail,
and receipts shall be presented at the hearing by the applicant.
3. The site shall be posted such that the notice is clearly and conspicuously visible from a public
right -of -way, with notice signs provided by the Planning Department. The posting must take
place at least thirty (30) but not more than sixty (60) days prior to the hearing date and is the
sole responsibility of the applicant to post the notice, and ensure that it remains posted until
and during the date of the hearing. (Oct. 2001)
I have enclosed the appropriate notice with this letter for both the Planning Commission and the
Board of County Commissioner's meetings as mentioned above for your convenience. This office also
has the public notice "posting sheets" for your convenience for posting the notice on the property.
Please provide 34 copies of your complete application (with reduced plan sets) to this office no later
than January 8, 2004. In the event you should have questions, do not hesitate to contact this office.

TAKE NOTICE
THAT Ursula Cowgill has applied to the Planning Commission, Garfield County, State of
Colorado, for the Preliminary Plan review of the Cowgill Subdivision in connection with the
following described property situated in the County of Garfield, State of Colorado; to -wit:
Legal Description: (See Exhibit A)
Practical Description: 4020 County Road 103, Carbondale, Colorado (Missouri Heights Area)
Approval of this request would allow the subdivision of a 52.10 -acre tract into a
total of 6 lots for single-family residential development. This represents a density
of 8.68 acres per dwelling unit.
The preliminary plan application may be reviewed at the office of the Planning Department
located at 108 8th Street, Suite 201, Garfield County Courthouse, Glenwood Springs, Colorado,
between the hours of 8:30 a.m. and 5:00 p.m., Monday through Friday.
All persons affected by the proposed subdivision are invited to appear and state their views,
endorsements or objections. If you cannot appear personally at such hearing, then you are urged
to state your views by letter, as the Planning Commission will give consideration to the
comments of surrounding property owners and others affected in deciding whether to grant or
deny the request for the preliminary plan.
The Public Hearing on the preliminary plan application for the Cowgill Subdivision has been set
for the 11t day of February, 2004 at 6:30 p.m., in the County Commissioners Meeting Room (1'
floor), Garfield County Plaza Building (new annex), 108 8th Street, Glenwood Springs,
Colorado.
