Special Use Permit Dear Mr. Jarman: This letter is a response to your letter dated May 12, 2006. The following is the additional information requested in your letter for the application. 1. Dalbo, Inc. is operating in the Silt, Rifle, Parachute, Debeque, and Piceance Creek areas. We work for a number of oil & gas companies and we have been servicing their needs from our Rifle, Colorado facility. In June of 2003 we were granted a Special Use Permit to allow the storage of 30 vacuum trucks, 200 frac tanks, an office, maintenance shop, truck washing bay, and storage of Potassium Chloride in 4 tanks within the AIR/RD zone district. See Resolution No. 2003 -48. In August of 2003 we were granted a Special Use Permit to allow the storage of 30 vacuum trucks, 200 frac tanks, a 50' x 100' office and maintenance shop, a 36' x 100' truck wash enclosed structure, 24' x 24' fuel tank pad, 12,000 gallon LP tank, and the storage of Potassium Chloride within the A/R/RD zone district. See Resolution No. 2003 -65. All the structures were built and requirements were met per our Special Use Permits. We completed our facility and were issued a Certificate of Occupancy dated April 2, 2004; Building Permit No. 8804 and Certificate of Occupancy No. 4872. Our business has grown to the point where we need to expand and upgrade our current facility. This is a new application to remodel and make additions to our facility in Rifle, Colorado. Most of the changes are necessary because our business has grown. The general grading and drainage will not change. The changes are as follows: . Increase the size of our office from 1040 sq. f. to 2080 sq. ft. 2. Build a covered outdoor parts storage on the east side of the maintenance shop, and expand our current parts storage to 25' x 15'. 3. Change the use of our wash bay to a maintenance shop. 4. Build a new truck wash facility100'east of the 12,000 gallon LPG tank. 5. Do necessary electrical work to upgrade the facility. 6. Approve an additional 1000 barrel tank at tank farm for future needs when necessary. 7. Increase the number of trucks stored at our facility to 80. Special Use Permit Application Submittal Requirements 1. Our current hours of operation are generally from 7:00 am to 5:00 pm at the facility. Most of the maintenance on trucks is performed during those hours. The majority of our trucks are leaving and entering the facility during the above hours. A few trucks are leaving and entering the facility after these hours because we do have some oil & gas companies requiring services on a 24 hour basis, but is the rarity rather than the rule. 2. We have been using a water well which has been adequate for our office and maintenance shop. We have an individual sewage disposal system which was sized to handle our growth. We have 10 full time employees working at our shop and office, the system was sized for 20 employees. See Cronk Construction Incorporated, Individual Sewage Disposal System Design. 3. Included please find a copy of our site plan with boundaries and existing and proposed structures. We will not be changing our driveway permit, but I have included a copy of our current driveway permit. 4. Included please find a copy of the vicinity map showing topography of the property. 5. Included please find a copy of the portion of Garfield County Assessor's map. Also find a list of all public and private property owners. 6. A copy of the deed and a legal description is included. 7. Please find a copy of the letter authorizing Nick Richins to act on behalf of Dalbo, Inc. 8. (1) — Our employees have been using the water well and septic system we installed three years ago. They have been adequate for our needs. (2) — We built our driveway access per Jake Malls' subjections; they are working great, seem to be safe, and should be adequate for our needs. (3) All of the improvements we propose to make will have little or no impact on adjacent properties. 2. We will submit any other documentation you may need, we have included a number of copies of other items you may also need.
