I. GENERAL PROJECT DESCRIPTION
Applicant proposes to create a 50 AF water impoundment to store fresh water for use by the
District for prevention of a "call" regarding irrigation and for use by the Oil & Gas Industry in
extraction operations. The Colorado River District is a political subdivision of the State of
Colorado and therefore qualifies for application by Location & Extent which is a review by the
Planning Commission to determine project compliance with the Garfield County Comprehensive
Plan.
Section 4-110 of the ULUR describes the process and requirements, including public hearing
notice requirements at least 7 days but not more than 30 days prior to the scheduled hearing.
Notice must be provided to adjacent properties within 200' of the 1,068.25-acre parcel,
publication and posting.
Submittal requirements include proof of ownership (Deed), owner consent if a representative
will process the application, a Statement of Authority for the individual signing on behalf of the
corporate owner, names and mailing addresses of adjacent owners within 200' of the parcel
boundary, vicinity map, project description, site plan, and a narrative of how the project
complies with the Comprehensive Plan. See 4-101 for common review procedures and 4-203 for
description of submittal requirements.

I. GENERAL PROJECT DESCRIPTION
Applicant proposes to create a 50 AF impoundment to store fresh water for release in the
event of a 'call'. The Colorado River District is a political subdivision of the State of
Colorado and therefore qualifies for application by Location & Extent which requires review
of the project by the Planning Commission to determine project compliance with the
Garfield County Comprehensive Plan 2030.
Section 4-111, Location and Extent Review, of the 2013 Land Use and Development Code
(LUDC) states that "the entity charged with authorizing and financing a public project. ..
shall submit an application for Location and Extent Review." Planning Commission will
consider the request upon determination of technical completeness and proper notice for
the public hearing (7 to 30 days prior to hearing). Final decision of approval, approval with
conditions, or denial of the request will be issued by the Planning Commission.
The process requires submittal of an application, narrative of project description and
analysis of that project with the Comprehensive Plan, names and mailing addresses of
adjacent property owners within 400' of the subject site, and maps including a project site
plan and vicinity map.

Project Description
Required legal documents must be provided that demonstrates that the District has the
legal authority to proceed with the applications.
A site plan of the corridor is required pursuant to Section 4-203 D. and should include
corridor location and width including names and mailing addresses of owners, zoning
district, property size, significant on-site features, topography, etc. This may involve
multiple map layers.
Staging areas and access to the sites must be discussed in the submittal information.

4. Schedule Hearing. Planner will provide a notice form for publication and mailing
and poster(s) for posting the site.

denial.
7. A resolution will be signed by the Commission.
