I have enclosed two maps of the project, one of the overall site and one of the building site itself. Please note that the site is just over 8 acres and the building itself will be between 5000 and 6000 square feet. Because the site contains only the single building on the 8 acre site requiring special fire protection, we are proposing a cistern for use on the site. You will note that fuel will be stored in a buried tank exterior to the building. The shop will be used for the servicing and storage of refuse and collection vehicles and will have equipment and material located with- in the building that are typical to any vehicle maintenance facility. We are recommending that the cistern be a minimum of 5000 gallons, located as shown on the plan. The cistern would have a connection com- patible with your equipment. I need to have a response from you by March 3rd or 4th. I have left a space for your concurrance and any additional comments you may have, and would ask you to sign the original and return to me . Gordon, SCHMUESER & ASSOCIAT Kleimer Commercial Special Use Permit February l, 1982 S'-"AMUESER & ASSOCIATES 201 CENTENNIAL STREET SUITE 306 GLENWOOD SPRINGS, CO 81601 (303) 945-5468 The purpose of this memo is to respond to the applicable portions of the Garfield County Zoning Regulations Sections 5.03 .07 to 5.03.09, as required under Item #4 of the Special Use Permit. 5.03.07(1) The proposed use is a support facility for the serv1c1nq maintenance and storage of trucks and appurtenant equip- ment used in the collection of refuse. There will be no extraction, processing, fabrication, storage or material handling. The operation of the facility will be as follows: refuse vehicles will leave the facility in the morninq to begin daily refuse collection activities; prior to returning to the site at the end of the work day, the vehicle will discharge at a landfill area, thereby returning to the facility unloaded. Those vehicles requiring repair will be serviced during the day at the facility. The facility will require a domestic well and standard septic/leach field disposal facility for serving a small office with a single restroom area. There will be no toxic or hazardous waste generated. Adequate land area exists to allow installation of facilities per applicable health codes. Areas adjacent to the south and west are zoned and in use as a light industrial area. The area to the north and east is being used for agricultural purposes with Master Plan designation for compatible uses. Their will be no significant adverse effects on these properties from the service facility proposed. The Division of Wildlife has determined there are no signi- ficant adverse effects on animal or wildlife population. Page Two 5 .03.07(2) 5.03.07(3) 5.03.07(5) 5.03.08 5 .03.09 Ma ximum long-term (5-10 years) projection of use is seven (7) trucks and thirteen (13) employees. Initial projection (0-3 years) is for two or three trucks and six (6) emplo yees . Impacts on County Road 221 would be up to 35 to 40 vehicle trips per day at maximum long term use, including employee vehicles . All trucks would be empty when using the road. Distances from east and west property line are shown on the site plan; distances are much greater than normally allowable setbacks. Site rehabilitation is not applicable to this use . The nature of this use is such that the sound, vibration and emissions are not going to be a problem . The use is that of a normal vehicular service center and will be totally compatible with the existing and planned uses and zoning in the area. Again, this use is totally compatible with the other industrial uses and zoning in the area. The site is very gently sloping requiring nominal overlot grading to construct the facility . Compared to the heavy construction yard, salvage yard and relatively dense multi-use industrial P.U.D. activities on adjacent properties, the siting of this facility on the acreage of the site involved does not create even the same amount of hazards, alternations or impacts. The use is compatible with other uses.
