The property will be primarily used as a salvage yard and retail 03a1 sales yard. In connection with salvage business, light construction steel abd pipe will ce handled. It will also be used for mixing and selling garden soils, decorative rocak sales, and a -cast concrete business. The salvage yard will be a collection and dispersal point for scrap items. I have reviewed the above referenced request and see two possible points of concern by the Water Quality Control Division. First, if the existing water source is used for the new development and has the potential of serving more than 25 people, 60 days out of the year, then the system will be a public system as defined by the Colorado Primary Drinking Water Regulation. The owners will be required to obtain designation of the system as a public water source and meet any applicable requirements contained in the regulations. Second, if the existing septic system is to be used to treat more waste than it was originally permitted to treat by the County, then a new permit must be applied for and the system must be adequately evaluated todetermine its suitability to treat additional waste. Furthermore, if the septic system is to treat more than 2,000 gallons per day of wastewater, then a site application must be approved by the Colorado Department of Health. Jr PT Itl'14 Dear Terry: This property, the B&ackmore rezoning request, is contiguous to Glenwood Supply, which is currently under review for annexation based on an outside City water and sewer agreement. It would be appropriate for this request to be processed as a City annexation. However, if the County finds that the request is appropriate for development in the County, the following comments should be considered. The City staff has. reviewed Mr. Blackmore's rezoning request and cannot support the total request. Items 1,2, and 5 appear to be unacceptable uses when develop- ment of residences occurs north of this property. The City's Comprehensive Plan has supported commercial/industrial uses south of West Second Street, but not north. Any use north of West Second Street should maintain a residential .. character or be such that conversion to residential use could occur at some time in the future. A salvage yard for metals and abandoned construction materials is very difficult to keep in an orderly fashion and still be moved to an alternate location. The u -cart concrete sales will also require the construction of a concrete plant of sorts. If the plant, is not portable it could be very difficult to move also. On the other hand storage and sales of inert materials such as coal, soils, and rocks should not create any conflicts in their future removal. If the County finds they can approve this request, the City would request that it be recognized as an irterim use until annexation to the City occurs. Eventual residential use within this area .and north of :the`subgect parcel will be recommended by the present staff. The current quarry operations in the area north of West Second Street have a limited life and can also be converted to eventual urban use if properly reclaimed. 1k Sincerely, Brent H.
