Base Fee Attached Check for $250.00 and signed agreement and payment for 11. Two Copies Submitted 12. Narrative: 1. The variance submitted is minimum necessary to alleviate the hardship. 2. Relief will be to the advantage of the public good. 3. Circumstances placing current topography were not caused by applicant. The current topography of lot RMF 5 establishes a benchmark of 1002 which is 2 ft. lower than all homes in the area and in particular adjacent lots RFM 4 and RFM 6. The original planned topography (SCM Exhibit .1 places RFM 5 slightly higher than RFM 4 and lower than RFM 6. The topography has been altered to the detriment of Lot RFM 4 . The first problem is drainage; Lot RFM 5 lies on the low point on Brookie and is at risk from heavy rain. A 1.5 ft. elevation provides for a better slope away from the house as well as improving what would be excess slopes from RFM 4 & RFM 6. The esthetics of the area would be improved with the vertical elevations in similar alignment. This is a "SPEC" home and to be competitive volume high ceilings are a necessity. The walkout basement would only need to be slightly recessed from the river front a definite sales advantage. Both RMF 4 and RFM 5 have walkout basements without any recessed area. I oppose the enclosed proposal to amend the Garfield County zoning regulations and allow a single family residence to exceed the regulated building height by 1.5 feet as the owners of lot 5, aka: 0056 Brook Le have requested. I am presently building a house on lot number 11 and am across the street from lot number 5. At this time I am unable to determine if extending the height by 1.5 feet would affect my view. Therefore, I oppose the request because there is a possibility it would affect the view from a deck off the bedroom on the second floor of my home. In addition, my husband discussed the proposed amendment with the Aspen Glen Desij m Review Committee. It does not feel that lower house height would make the development less appealing. The guidelines of the development do not require uniform heights of homes. Therefore, I do not feel that the request for change to "...place the residence in line with adjacent homes on Lots 4 and 6..." is a valid reasonto make a change in the Garfield building codes and possibly negatively impact the view of neighbors who are building homes in an area that offers beautiful views. Lots 4, 5 & 6 were at nearly the same elevation prior to construction 2. Lot 5 was slightly higher after construction. 3. Lot 5 must be constructed in a manner that directs drainage away from the residence to the Lot 4 side lot line. (This is the center of a 20' drainage easement and an overflow swale must be maintained in case the drywell capacity is exceeded). I oppose the enclosed proposal to amend the Garfield County zoning regulations and allow a single family residence to exceed the regulated building height by 1.5 feet as the owners of lot 5, aka: 0056 Brookie have requested. I am presently building a house on lot number 11 and am across the street from lot number 5. At this time I am unable to determine if extending the height by 1.5 feet would affect my view. Therefore, I oppose the request because there is a possibility it would affect the view from a deck off the bedroom on the second floor of my home. In addition, my husband discussed the proposed amendment with the Aspen Glen Design Review Committee. It does not feel that lower house height would make the development less appealing. The guidelines of the development do not require uniform heights of homes. Therefore, I do not feel that the request for change to "...place the residence in line with adjacent homes on Lots 4 and 6..." is a valid reasonto make a change in the Garfield building codes and possibly negatively impact the view of neighbors who are building homes in an area that offers beautiful views.
