July 24, 2014 Mr. Andy Schwaller Garfield County Planning 108 8`1' Street, Suite 401 Glenwood Springs, CO 81601 Civil and Environmental Consulting and Design RE: Major Grading Permit Application: Mesa Pipeline, LINN Operating: GRAD -3306 Dear Andy: This office has performed a review of the documents provided for the Major Grading Permit Review Application of the Mesa Pipeline for LINN Operating, Inc. The submittal was found to be thorough and well organized. The following comments were generated: 1. The Applicant should explain the parameters to be used for the rockfall hazard assessment, explain what the anticipated protection measures are, and how the measures might be implemented and/or installed. 2. The Applicant should explain how the pipe and coating is to be protected for the above- ground construction. 3. The Applicant should identify what will be used to pressure test the pipeline and also the associated filling, emptying, and disposal, Feel free to call if you have any questions or comments. "As a condition to the permit and prior to construction, please provide specific details involving the means and methods of construction, specifications and installation related to the above ground pipeline section. In general the plans and specifications are very specific to the below grade construction. However the above grade construction is vague with the main provision for construction being that the pipe has an increased wall thickness to help protect the pipe from damage due to construction and rockfall. In conversation with Mr. Berger, there are not available specifications for the above ground construction of pipe. The means and methods of construction and pipe protection are likely going to be specific to the contractor selected, however LINN hasn't selected a contractor yet. 1 I think that it's prudent to have some understanding of the means and methods for the above ground construction and/or construction specifications prior to beginning so that there are some assurances for safety and the integrity of the pipe. I have confirmed with Linn Operating, Inc. that they are on schedule to start mobilization and construction within the next 10 days for the project. Lastly, I have confirmed that Linn Operating, Inc. is working diligently to complete the bond issuance process and to have the bond sent to your office. I will advise as soon as I receive updates from Linn Operating, Inc.
