The following items are required by Garfield County for a final inspection:
1. A final Ele.ctrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where re adily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for st ove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold
running water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard ra ils on balconies or
decks over 30" high constructed to all IBC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final in s pection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or Sta te
Agencies where applicable.
A CERTIFICATE OFOCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

In order to understand the scope of the work intended under a permit application and expedite the
!ss~cc of a permit it is important that complete information be provided. When reviewing a plan
· and it's discovered that required information has not been provided by the applicant, this will result
in the delay of the permit issuance and in proceeding with building construction. The owner or
contrsctor shall be required to provide this information before the plan review can proceed. Other
plans th,at are in lihe for review may be given attention before the new information may be reviewed
after it has been provided to the Building Department.
Please review this document to determine If you have enough information to design your
project and provide adequate Information to facilitate a plan review. Also, please consider
using a design p~ofesslonal for assistance In your design and a construction professional for
construction ofyf.ur project, Any project with more than ten (10) occupants requires the plans
to be sealed by a ~olorado Registered Design Professional.
To provide for a ~ore understandable plan in order to deteimine compliance with the building,
plumbing and mec,hanical codes, applicants are requested to review the following checklist prior to
and during desi~. Applicants are required to Indicate appropriately and to submit the
completed checkljst at time of application for a permit.
Plans to be Included for a BuDding Permit, must be on drafting paper at least 18"x24" and
drawn to scale. :
Plans must inclbde a floor:plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, ''steps, hand rails and guard rails, windows and doors, inpluding the finish grade line
and original grade. A section showing in detail, from the bottom of the footing to the top of the roof,
. includingre·bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house;rap, (which is required), siding or any approved building material. Engineered
foundations rna~ be required.
A window schedule. A door schedule .. A floor framing plan, a roof framing plan, roof must be
designed to wit!lstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind
speed, wind expbsure B or C, and a 36 inch frost depth.
All sheets to be Identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 2003 IRC.

distances to the property lines from each comer of the proposed structure(s) prepared by a
licensed surveyor and has the surveyors signature and professional stamp on the drawing?
Properties with slopes of30% or greater must be shown on the site plan. (NOTE
Section: 106.2) Any site plan for the placement ofariy portion of a structure within 50 ft.
of a property line and not within a previously surveyed building envelope on a
subdivisi<1n final plat shall be prepared by a licensed surveyor and have the surveyor's

building epvelope of a lot shown on a recorded subdivision plat shall include a copy of

From our observations, we have concluded that this foundation has been constructed in accordance with the
approved construction documents and guidelines set forth by the Post Tensioning Institute. All required
observations and their subsequent letters by this office for the Post Tensioned Slab-on-Grade Foundation System
which includes the Trench Beam and Steel Observation including Ufer Rod, Tendon Placement (pre-pour)
Observation, and Tendon Stressing Observation have been approved by this office. We also note that the

Per your request, we visited the subject site on June 8, 2007 to observe the tendon stressing operations for post-
tensioned slab-on-grade design.
The stressing of the tendons were conducted within acceptable tolerances and appeared to be in general
conformance with the construction. At this time, tendon tails may be cut off and the anchor cavities grouted with
a high strength, non-shrink grout. This concludes the construction of the post-tensioned foundation system.

Per your request, we visited the subject site on April 12, 2007 to. observe the tendon placement and interior
trench beams of the post-tensioned slab-on-grade. The dimensions, geometry, and required options have not
been verified at this time. The contractor assumes responsibility for the accuracy of all building dimensions,
locations on lot, foundation elevations, and the slab step layout.
The installation of the tendons and interior stiffened beams appeared to be in general conformance with the
construction plans. We observed the top of grade appeared to be at the correct elevation to maintain the slab
thickness per plan. It is the responsibility of the contractor to verity slab thickness and tendon layout remain as
observed during concrete placement. No other items were observed at this time.

Per your request, we visited the subject site on April 12, 2007 to observe the construction of the trench beams of
the post-tensioned slab-on-grade. The dimensions, geometry, and required options have not been verified at this
time. The contractor assumes responsibility for the accuracy of all building dimensions, locations on lot,
foundation elevations, and the slab step layout.
The trench beam depth, width, and required steel placement appeared to be in general conformance with
approved construction documents. Also, we observed the required l-inch polystyrene foam (extruded) insulation
was placed in the trenches at the exterior of the building footprint per plan and is temporarily to the trench wall.
We also observed that an Ufer rod was placed at the time of the wall steel installation. No other items were
observed at this time.

Per our telephone conv~rsation, we understand that the city inspector is requesting an observation of the horizontal
insulation (wing insulation) for the above subject sites. It is our understanding that horizontal insulation has been placed
extending from the bottom of the trench beams. The Post Tensioned Slab-on-Grade foundations designed by this office do
not require the horizontal insulation to be placed. Requirements for the horizontal installation per the International
Residential Code, 2003 Edition (2003 IRC) are based on the Air Freezing Index at the proposed slab location. The 100-year
Air Freezing Index for Glenwood Springs is 1180 per the Air Freezing Index-USA Method prepared by NOAA-
National Climatic Data Center. Based on Table R403.3 of the 2003 IRC, horizontal insulation is not required for the above
subject sites. The existing horizontal insulation is acceptable, but not required, based on this information.
