APPLICANT: Casey Concrete co. ENGINEER: LOCATION: WATER: SEWAGE: ACCESS: ZONING: Quaternary Environmental consulting A parcel of land located in portions or section 11 and 14, T6S, R93W of the 6th P.M.; more practically described as a parcel of land located approximately l.B miles east of Rifle, off State Highway 6 & 24. Bottled water Self contained portable toilets Highway 6 & 24 A/I I. DESCRIPTION OF THE PROPOSAL A. Site Description: The site is a relatively flat river terrace with various scrubs and a few cottonwood and willow trees. There is an existing gravel extraction operation on a portion of the site. B. Project Description: It is proposed to expand an existing 19.3 acre gravel extraction operation by another 39.6 acres. The existing operation is running out of minable area. The additional acreage would be broken into two phases of 19.4 acres and 20.2 acres. Each phase represents an estimated 10 years of mining activity, giving the gravel pit another 20 years of life, In general, the applicants are not proposing to change the existing operation, which includes the _following: -Monday thru Saturday operation with hours of 8 A.M. to 5 P.M. weekdays and 8 A.M. to 12:00 P.M. on Saturday, -Average of 10 to 15 full-time and part-time employees. - 6 to 7 round-trip truck trips per day, on average. Activities include gravel mining, concrete batch plant and a temporary asphalt batch plant. It is noted in the application that occasionally there may be a need for expanded hours of operation and truck trips due to product demand. Access is off of Highway 6 & 24. II. MAJOR ISSUES AND CONCERNS A. zoning: proposed prior to The existing operation is a non-conforming use. The expansion requires that a Special use permit be approved expanding the operation. B. The normal hours of operation between 8 A.M. and 5 P.M. do not pose any serious problems. Given that there are residential uses reasonably nearby, it is possible that late night or 24 hour/day, seven day a week operation could be unacceptable to the neighbors. With the county's past experience with this type of operation, the hours of operation for certain equipment should be restricted to 7 A.M. to 7 P.M., Monday thru Saturday. This includes everything except the truck hauling operation. c. Any asphalt batch plant brought into the pit does need to have proper Colorado Department of Health Air Emission permits. A copy of the air emission permit should be submitted to the County Planning Department prior to operation of the batch plant. III.SUGGESTED FINDINGS 1. 2. That proper publication and public notice was provided as required by law for the hearing before the Board of county Commissioners. That the hearing before the Board of county Commissioners was extensive and complete, that all pertinent facts, matters and issues were submitted and that all interested parties were heard at that hearing. 3. That the application is in compliance with the Garfield county zoning Resolution of 1978, as amended. 4. For the above stated and other reasons, the proposed use is in the best interest of the health, safety, morals, convenience, order, prosperity and welfare of the citizens of Garfield county. IV. RECOMMENDATION APPROVAL, with the following conditions of approval: 1. All proposals of approval unless commissioners. the applicant shall be considered conditions of stated otherwise by the Board of County 2. That the days and hours of operation be limited to 7 A.M. to 7 P.M., Monday thru Saturday, except for truck hauling. 3. That the applicant comply with all State and Federal Regulations applicable to the operation and that a copy of the Colorado Department of Health Air Emission permit required for any equipment on the site, be submitted to the county Planning Department at least five (5) days prior to start-up.
