Section 36, T5S, R98W, generally described as a tract of land 12.5 miles north of the Town of DeBeque off CR 211. 4.7 acres (54,289.29 acre total) County Road 211 RL (Resource Lands) — GSLVF (Gentle Slopes & Lower Valley Floor) - RL (Resource Lands) - OS (Open Space) I. BACKGROUND The Building and Planning Department received a Special Use Permit (SUP) application for an "Industrial Support Facility which would include: material handling, pumping facilities, staging areas, storage areas and processing" for a Central Production Facility and Temporary Storage Area on an approximately 54,000 -acre property owned by Chevron USA, Inc. The site is located approximate y 2.5 miles past the end of County12.5 m Road 211 and approximately ilea north of the Town of Debue. More specifically, the Applicant requests approval from the Board for a Central Production Facility (3.3 acres) and Temporary Storage Area (1.4 acres). The Applicant has represented the facility in the following manner: The purpose of the Central Production Facility is to process raw natural gas corning from the well field for delivery to regional pipeline; Gas coming from the wells contains water, which must be removed to prevent corrosion and hydrate formation m the pipelines, A variety of separation techniques are used to remove the excess water including physical separation and glycol dehydration, Raw ;as entering the facility is compressed and then sent through the drying processes prior to introduction into a proposed 30 -rich pipeline. The 30 -inch pipeline connects the facility to regional sales pipelines. The facility also will separate natural gas condensate (a mixture of low-density hydrocarbons) from the produced water. The separated condensate will be stored in tanks for off-site shipment. The remaining produced water stored temporarily in a CPP tank prior to being transferral to a proposed on-site treatment system. Chevron USA Inc., Special Use Permit — Central Production Facility BOCC —1/14/08 Page 2 The project has identified the need for a general storage area to support multiple construction projects associated with proposed facilities. A 1.4 acre area on the east side of the CPF is proposed for this purpose (see Drawing 2033 -240 -20 -AP -0002.01 Rev. J). The area falls within the safety radius of the facility flare stack, which means it will only be used until the CPF becomes operational. Required Production [equipment / Storage.ltems The current CPF equipment list includes the following: • Gas Separator (two phase;) • Liquid Separator (three phase) • 3 Compressor Skids complete with: o Compressor o Natural Gas Engine o Bottles o Scrubbers a Coolers o Interconnect Piping (1CP) o Programmable Logic Controller (PLC) o Lubrication system • Glycol Dehydration Tower • 2 Glycol Regeneration Skids • Volatile Organic Compound Recovery Skid for Glycol Dehydration System • Water Surge Tank & Transfer Pumps • Condensate Settling Tank • Produced Water Tank • 6 Condensate Tanks • Flare Scrubber / Pump Skid • Hare Stack • 2 Gas Pipeline Scrapper (Pig) Receivers — Gathering Line Cleaner • 2 Liquid Pipeline Scrapper (Pig) Receiver — Gathering. Line Cleaner • Chemical Injection Points • Emergency Shutdown / Fire & Gas System (ESD ! F&G) • Vapor Recovery Unit Skid for Of -Gas Recovery • Instrument Air Compressor Skid • Power Generation / Distribution • Compressor Building (53 11 x 154.3 ft) • Instrument Air Building (20 ft x 20 ft) • Power House Building (Electrical, Instrumentation & Controls, Warehouse) (16 ft x 65 ft) • Programmable Logic Controllers & Infield Ethernet Ring • Associate Piping and Control Cables Following an investigation of area topography, Staff understands that the site of the proposed facility is located at a low point, surrounded by steep canyon walls. As a result, the proposed facility is not anticipated to be viewable from any public right-of-way or, following a review of nearby address points, from any existing residences in the area. In addition, the Applicant has stated the following within the application: Chevron USA Inc., Special Use Permit — Central Production Facility BOCC —1/14/08 Page 3 The CPE is located in a remote region of Ciarf ielcl County and will have no visual effects on adjacent landowners. Visual effects include the physical presence of the facility, building lighting, and operational traffic. Outdoor lighting will be positioned downward to minimize lighting the canyon walls. Additional mitigation measures identified by the CNAEP ESHIA process will be implemented as determined by project management. The access road to the development is 2.5 miles past the end of County Road 211. II. REQUEST The application is for a Central Production Facility and Temporary Storage Area ("Industrial Support Facility which would include: material handling, pumping facilities, staging areas, storage areas and processing"), which is a special use in the RL zoning district. III. AUTHORITY Section 9.03.04 of the Zoning Resolution of 1978, as amended requires that Special Use Permit applications be initially brought to the Board so that the Board may determine if a recommendation from the Planning Commission is necessary. IV. STAFF RECOMMENDATION Staff finds that due to 1) the limited nature of potential impacts to surrounding properties, 2) the remote location of the property such that it is situated at the end of a dead-end county road which is used primarily for industrial traffic serving the existing industrial uses in the area with very limited general population traffic, Staff recommends the Board direct Staff to schedule a public hearing for the Board and not refer the matter to the Planning Commission.
