I NOTICE
Authority. This application for a Building Permit must be signed by the Owner of the property, described above, or
an authorized agent. If the signature below is not that of the Owner, a separate letter of authority, signed by the
Owner, must be provided with this Application.
Leeal Access. A Building Permit cannot be issued without proof of legal and adequate access to the property for
purposes of inspections by the Building Division.
Other Permits. Multiple separate permits may be required: (1) State Electrical Permit, (2) County ISDS Permit, (3)
another permit required for use on the property identified above, e.g. State or County Highway/ Road Access or a
State Wastewater Discharge Permit.
Void Permit. A Building Permit becomes null and void if the work authorized is not commenced within 180 days of
the date of issuance and if work is suspended or abandoned for a period of 180 days after commencement.
CERTIFICATION
I hereby certify that I have read this Application and that the information contained above is true and correct. I
understand that the Building Division accepts the Application, along with the plans and specifications and other
data submitted by me or on my behalf (submittals), based upon my certification as to accuracy. Assuming
completeness of the submittals and approval of this Application, a Building Permit will be issued granting
permission to me, as Owner, to construct the structure(s) and facilities detailed on the submittals reviewed by the
Building Division. In consideration of the issuance of the Building Permit, I agree that I and my agents will comply
with provisions of any federal, state or local law regulating the work and the Garfield County Building Code, ISDS
regulations and applicable land use regulations (County Regulation(s)). I acknowledge that the Building Permit
may be suspended or revoked, upon notice from the County, if the location, construction or use of the structure(s)
and facility(ies), described above, are not in compliance with County Regulation(s) or any other applicable law.
I hereby grant permission to the Building Division to enter the property, described above, to inspect the work. I
further acknowledge that the issuance of the Building Permit does not prevent the Building Official from: (1)
requiring the correction of errors in the submittals, if any, discovered after issuance; or (2) stopping construction
or use of the structure(s) or facility(ies) if such is in violation of County Regulation(s) or any other applicable law.
Review of this Application, including submittals, and inspections of the work by the Building Division do not
constitute an acceptance of responsibility or liability by the County of errors, omissions or discrepancies. As the
Owner, I acknowledge that responsibility for compliance with federal, state and local laws and County Regulations
rest with me and my authorized agents, including without limitation my architect designer, engineer and/ or
builder.

The Building Division will collect a Plan Review fee at time of application submittal. The Permit Fee, as

Building Permit Application Narrative
OXY USA WTP LP (OXY) is pursuing a Building Permit for chain -linked fencing surrounding the
approved water impoundment pond site (Pond 13E and 13W) in Garfield County. The site was
approved and resolution signed by the BOCC on January 20, 2014. The subject application is for two
layers of perimeter fencing that will deter wildlife and livestock for entering the water
impoundment. The site is located on private property, owned by OXY USA WTP LP, approximately
23 miles north of DeBeque, Colorado.
Description
The site is defined as a Water Impoundment with storage as an accessory use. The facility's main
function will be to store produced water in a location centralized to OXY's production field.
The proposed site will be 21.47 acres. The site is located within the 640 acre parcel. An access road
to the site location is maintained and owned by OXY.
Two layers of fencing will be installed to deter wildlife from entering the water impoundment
perimeter. The proposed fence will be a height of 8 -feet and will be installed around the perimeter
of Pond 13E and 13W. The fence will be chain link with a wildlife mesh extending 1 foot below
grade and 2 feet above grade attached to the 8 -feet chain link fence. The wildlife mesh will prevent
small animals from entering the site. Colorado Parks and Wildlife (CPW) recommendations are
located in the CPW Referral Letter. Fencing around the entire water impoundment site is irregular,
but approximate square dimensions around the site will be 525 feet by 400 feet. Fencing details are
provided in the subject building permit application.
The fence will not exceed the maximum height restriction (8 feet) for the Resource Lands- Gentle
Slopes zone district. The fence is required for the proposed use to deter wildlife and livestock from
entering the site, will not adversely impact the operation of any adjacent public right-of-way or
roads, will not impact the natural lighting or visual corridor of adjacent properties, and will not
obstruct critical traffic areas along roadways. The fencing will be constructed to meet CPW
standards and was approved by CPW. Proposed fencing also meets all applicable zone district
standards.
DR Griffin and Associates designed the fencing perimeter. Taylor Fence Company is the fence and
materials supplier. DIA construction is contracted to install the perimeter fencing. All contacts are
provided on the application form.
Purpose and Need
The proposed water impoundment site will result in improved efficiency in transportation and use
of produced water. The proposed site is located on OXY's property and within the Cascade Creek
field. Pond 13E and 13W will support existing wells in the Cascade Creek field and the completion
of future wells on Cascade Creek acreage for the Mesa, Valley, and Logan Wash areas. The Pond
13E/W site is critical to OXY's ability to produce natural gas in Garfield County.
Location
The Pond 13E and 13W site plan is designed to be approximately 21.47 acres and will be centrally
located on parcel 2169-044-00-003, in the SESE Southwest 1/4 of Section 4, Township 6 South,
Range 97 West of the 6th Principal Meridian, Garfield County. The subject parcel is approximately
640 acres. OXY USA WTP LP, the applicant, is the owner of the property and the sole owner of

mineral rights for the subject parcel. The subject parcel is zoned resource lands -gentle slopes. All
adjacent parcels are zoned resource lands or public lands.
