;EnCana Oil & Gas (USA), Inc. proposes to construct, operate and maintain approximately 15 miles of natural gas, water distribution, and
produced water gathering pipelines within the South Parachute Area. The proposed pipeline route will be immediately adjacent to the
existing Canyon Gas Resources pipeline system. Right -of -Way required on BENI lands will be approximately 12 miles of the 15 mile total.
EnCana plans to install these pipelines in order to begin gathering the natural gas and produced fluids form existing and future EnCana weals.
The natural gas is currently gathered by Canyon Gas Resources. The current Canyon Gas system is limited due to capacity and high pressure.
The proposed pipeline project will include a main trunk line system consisting of up to 20 inch (natural gas), 8 inch (water distribution), and 6
inch (water gathering) pipeline laterals from existing and planned well pads (see attached Exhibit B). These well pad laterals will connect to
the mail trunk line system through above ground valve sets. Temporary Right -of -Way widths for construction will need to be 65 feet (Trunk
Line System) and 55 feet (Well Pad Laterals) and will revert back to a 30 root permanent easement. No additional work space areas will be
required on BLM lands. Construction is proposed to commence upon approval of land grand and(or following BLM (Winter Stips) and will
have a completion duration of approximately 8 weeks.

EnCana Oil & Gas is a financially secure, international company which owns and operates numerous wells, pipelines, and facilities in the
United States and Canada including those In the Rifle, Colorado area. EnCana will utilize the services of contract companies, who specialize
in the construction of oil and gas facilities, to construct and install the pipeline. EnCana will ensure compliance with all federal, state, and
local regulation including all API specifications.

The proposed pipeline will be utilized to gather increased volumes of natural gas from producing welts then transport the gas to existing
facilities where it will be compressed and sold to existing transmission companies.
16. Describe probable effects on thepopulation in the area, including the social and economic aspects, and the rural lifestyles.
No adverse affects on the population in the area, including the social and economic aspect and the rural lifestyles are anticipated as a result of
this project. The potential positive impact from this project may include temporary employment due to construction activities.
17. Describe likely environmental effects that the proposed project will have on: (a) air quality; (b) visual impact; (c) surface and ground water quality and quantity; (d)
the control or structural change on any stream of other body of water; (e) existing noise levels; and (1) the surface of the land, meludirig vegetation, permafrost, soil,
and soil stability.
Bust control measures will be in plate during a mstrnetion to mitigate air quality issues. No streams or water bodies will be affected. Existing
noise levels will not be changed as a result of this project. Topsoils will be preserved, re -spread, and re -seeded following construction. No
ground water discharges are anticipated.
I8. Describe the probable effects that the proposed project will have on (a) populations of fish, pIanllifc, wildlife, and marine life, including threatened and endangered
species; and (h) marine mammals, including hunting, capturing, collecting, or killing these animals.
The proposed project will parallel existing pipelines thereby utilizing previously disturbed areas as much as possible.
19. State whether any hazardous material, as defined in this paragraph, will be used, produced, transported or stored on or within theright-of-way or any of the right-of-way
facilities, or used in the eonstruclion, operation, maintenance or termination of the right-of-way er any of its facilities. "Hazardous material" moans any substano ,
pollutant Of contaminant that is listed as hazardous under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, as amcndcd, 42 U.S.C.
9601 et seq., and its regulations. The definition of hazardous substances under CERCLA includes any "hazardous waste" as defined in the Resource Conservation and
Recovery Act of 1976 (RCRA), as amended, 42 If.S.C. 9601 et seeq,, and its regulations. The term hazardous materials also includes any nuclear or byproduct material
as defined by the Atomic Energy Act of 1454, as amended, 42 U.S.C. 2011 et seq. The terra does not include petroleum, including crude oil or any fraction thereof that
is not otherwise specifically listed or designated as a hazardous substance cinder CERCLA Section 101(14), 42 U.S.C. 9601(14), nor does the tem include natural gas.

GENERAL INFORMATION
ALASKA NATIONAL INTEREST LANDS
This application will be used when applying for a right-of-way, permit,
license, lease, or certificate for the use of Federal lands which lie within
conservation system units and National Recreation or Conservation Areas
as defined in the Alaska National Interest Lands Conservation Act.
Conservation system units include the National Park System, National
Wildlife Refuge System, National Wild and Scenic Rivers System,
National 'Trails System, National Wilderness Preservation System, and
National Forest Monuments.
Transportation and utility systems and facility uses for which the
application may he used are:
1. Canals, ditches, flumes, laterals, pipes, pipelines, tunnels, and other
systems for the transportation of water.
2. Pipelines and other systems for the transportation of liquids other than
water, including oil, natural gas, synthetic liquid and gaseous fuels,
and any refined product produced therefrom.
3. Pipelines, slurry and emulsion systems, and conveyor belts for
transportation of solid materials.
4, Systems for the transmission and distribution of electric energy,
5. Systems for transmission or reception of radio, television, telephone,
telegraph, and other electronic signals, and other means of
communications.
6. Improved rights-of-way for snow machines, air cushion vehicles, and
all -terrain vehicles.
7. Roads, highways, railroads, tunnels, tramways, airports, landing
strips, docks, and other systems of general transportation.
This application must he filed simultaneously with each Federal
department or agency requiring authorization to establish and operate
your proposal.

7 Attach preliminary site and facility construction plans. The
responsible agency will provide instructions whenever specific
plans are required.
8 Generally, the map must show the section(s), township(s), and
ranges within which the project is to be located. Show the
proposed location of the project on the map as accurately as
possible. Some agencies require detailed survey maps. The
responsible agency will provide additional instructions.

EnCana Oil & Gas (USA) Inc. proposes to construct a 20 inch, 8 inch, and 6 inch
pipeline that will cross county road 302. Information presented to Mr. Mall during
the meeting was a map of proposed pipeline, engineering drawings, and a profile
map of the proposed crossing site. The proposed crossin of county road 302 is
Located in the SW Ya NE % of Section 15, T7S, R95W, 6t P.M.
After a discussion of the proposed project Mr. Mall gave his verbal approval to
cross county road 302. He stated that it would be OK to close county road 302 and
open cut the road to install the pipeline. He also stated that boring this road would
not be practical
Because road crossing permit expires after 30 days, Mr. Mall agreed to issue a
permit when construction begins.

Project is located approximately two miles south of Battlement Mesa, CO in the High Mesa area. (See Project Map).

18. Nature of Activity (Description of project, include all features)
EnCana Oil and Gas (USA) Inc. is proposing to install three new pipelines, a new twenty (20") inch steel
natural gas gathering pipeline, a new eight (8") steel water distribution pipeline, and a six (6") inch steel
water gathering pipeline. The proposed pipelines will utilize land from private land owners as well as the
Bureau of Land Management. The 20" pipeline will be constructed using .375" W.T., fusion bond epoxy
coated pipe, the 8" and the 6" pipelines will be constructed with .188" W.T., fusion bond epoxy coated pipe.
Pipelines will be installed to allow for a minimum of sixty (60") of cover above pipe. No import fill
material will be used for backfill material. Once pipeline construction has been completed all contours will
be reinstalled and stabilized to near original state. Re -vegetative seed mixes will be stipulated by the
B.L.M. and private land owners. Rip Rap will be installed if required.

The proposed pipelines will be utilized to gather natural gas and produced water from EnCana's well pad
locations located in the High Mesa area. The pipelines will gather the material and deliver it to an existing
compressor station where compression will be added and to the gas and put into an additional pipeline where
it will then be delivered to a treating facility and eventually onto market. The 6" water line will be utilized
to gather produce water and to deliver the liquids to and existing evaporation and storage facility, where the
water will be evaporate and recycled for use in the completion of drilling wells. The 8" pipeline will be
utilized to deliver the recycled water to locations where water is needed for completion work. This
techniques eliminates the need for fresh water.
