GENERAL PROJECT DESCRIPTION Enterprise Gas Processing, LLC (Applicant) wishes to install a 16" pipeline to carry natural gas liquid from Uintah County, Utah through Rio Blanco, Garfield, and Mesa Counties in Colorado to Thompson Springs in Grand County, Utah (see attached map). The segment of pipeline that is within Garfield County will be approximately 25 miles in length and will be situated in an existing pipeline right-of-way occupied by three other pipelines. Access to the proposed pipeline will be obtained by existing roads and all staging areas will be situated in Rio Blanco and Mesa Counties. It is anticipated that construction will commence in May 2012. Critical issues to consider on this pipeline projects include: reclamation, traffic generation, and ownership/leases, and water rights. As discussed, for cases in which the evidence of authority (i.e., Deed, Easement, Surface Use Agreement) contains conditions, the Applicant should provide a statement that it will comply with the terms and conditions of the applicable instrument. II. REGULATORY PROVISIONS APPLICANT IS REQUIRED TO ADDRESS Garfield County Unified Land Use Resolution of 2008, as amended • Article IV, Sections 4-101 through 4-103 General Review Procedures, Consultants, and Common Review Procedures; • Article IV, Section 4-502 (B) General Application Materials; • Article VII, Section 7-815 Additional Standards Applicable to Pipelines; and, • Article IX, Pipelines. III. REVIEW PROCESS 1. Pre -Application conference; 2. Submittal; 3. Completeness review by County; 4. Once complete, staff will set a date of Director Determination and require additional submittal copies, public notice will occur by Applicant; 5. Applicant submittal of proof of mailing — Director Determination; 6. 14 day call-up period; and, 7. Issuance of permit (upon satisfaction of any conditions and no call-up) Public Hearing(s): None, unless call-up to BOCC occurs Referral Agencies: Potential agencies — To be determined upon submittal of application — Engineer, County Vegetation, County Road & Bridge, Fire Protection District IV. APPLICATION REVIEW FEES Planning Review Fees: $400.00 Referral Agency Fees: $ TBD (if engineering review is required) Total Deposit: $ 400.00 (additional hours are billed at hourly rate) General Application Processing Planner reviews case for completeness and sends to referral agencies for comments. Case planner contacts applicant and sets up a site visit. Staff reviews application to determine if it meets standards of review. Case planner makes a recommendation of approval, approval with conditions, or denial to the appropriate hearing body.
