Project Overview Mid-America Pipeline Company, LLC has prepared the attached materials with the intent to receive permits necessary to construct the Western Expansion Project II. The purpose of this project is to construct a 16 -inch natural gas liquids pipeline from the Dragon Compressor Station in Uintah County, Utah to the Thompson Springs Compressor Station in Grand County, Utah. This pipeline is proposed to be constructed through Rio Blanco County, Garfield County and Mesa County, Colorado. The entire pipeline length is approximately 95 miles. This natural gas liquids pipeline will connect existing facilities in Utah to Mid-America Pipeline Company, LLC facilities in Grand County, Utah. Page 1 of 3 The pipeline is being proposed to provide safe, reliable and cost effective transportation of natural gas liquids produced in the area. Project Description The project is a proposed pipeline consisting of approximately 25 miles of new 16 -inch diameter pipeline within Garfield County, Colorado. The pipeline is 1,650 psig MAOP (Maximum Allowable Operating Pressure). The pipeline is located within Garfield County, Colorado. The project is largely located within and adjacent to multiple existing pipeline right-of-ways. Pipeline right-of-way Length and Widths — The total project right-of-way length is approximately 25 miles in length located on fee land and Bureau of Land Management properties. The temporary use right-of-way on the project is generally 75 feet in width. The permanent easement on the project is generally 50 feet in width for a total disturbed area of 125 feet in width. Please see alignment sheets in Tab 2, specifically the "Right -of - Way" section for details at each parcel. As per the Garfield County Unified Land Use Resolution of 2008, as amended, Section 9- 102, "Development Plan Review for Pipeline Right -of -Way", Mid-America Pipeline Company, LLC is required to apply for a Development Plan Review for Right -of -Way because the proposed pipeline is "greater than 12" in diameter and over 2 miles in length". We have located the new pipeline largely, in existing, disturbed right-of-way to limit surface disturbance. The design and construction of the pipeline system will be in accordance with applicable regulations, recognized industry codes and the normal and customary practice for these type of facilities. The gas line design is compliant with the applicable sections of the Code of Federal Regulations Title 49, Part195 Transportation of Hazardous Liquids by Pipeline and ASME B31.4-2009- Pipeline Transportation Systems for Liquid Hydrocarbons and Other Liquids. Pre -Application Conference A pre -application conference was held on November 1, 2011 with Molly Orkild-Larson- Garfield County Senior Planner to discuss the project. Please find attached a copy of the pre -application form prepared by Ms. Orkild-Larson. Page 2 of 3 Maximum operating pressure, pipe material specifications, basic construction requirements and other such design factors for the project are listed below. 16" Pipeline Design maximum operating pressure: Normal operating pressure: 1,650 psig 500 psig-1,500 psig Design Factor = 0.72 16" OD x 0.312" WT x API -5L PSL 2, X-60 Above Ground Pipe, Road Crossings, and HDD's 16" OD x 0.500" WT x API -5L PSL 2, X-60 Valve and flange rating: ANSI Class 900 Pipe coating, typical installation: Nominal 15-22 mil thick film -fusion bonded epoxy Factory applied (FBE) Pipe coating, road bore rough handling installation: Abrasion resistant overlay (ARO) nominal 30-40 mil (FBE) Pipe coating, fabricated assembly installation: Bare metal pipe provided for fabrication. Below grade installation primer coated and tape wrapped or hand applied two-part epoxy. Above grade installation spray painted with epoxy based paint protective coating. Minimum pipe cover in trench: 3'-0" for general areas 5'-0" min. for road and creek crossings Trench dimensions: Width: Pipe OD + 1'-6" minimum Depth: As per alignment sheets and applicable construction drawings Note: OSHA 29 CFR Part 1926, Subpart P - Excavations will be complied with as per the Contractor Safety Manual. Pipeline product: Natural Gas Liquids (Y -Grade NGL) Operating temperature: Nominal 60° F, Typical range 40° F to 90° F Maximum design temperature 120°F Thank you for your assistance on this project.
