Gentlemen:
Corn Construction Company and Exxon Company, U.S.A., as operator of the
Colony Shale Oil Project, a joint operation of Exxon Corporation and The
Oil Shale Corporation, a wholly owned subsidiary of Tosco Corporation
submit this application for a Special Use Permit for a concrete batch plant
to be located on Colony Shale Oil Project property approximately 15 miles
north of the Town of Parachute. In accordance with Zoning Regulations 3.10
and 9.03 a Special Use Permit is required for this proposed development.
The following information is contained in this application:

The concrete batch plant will be located on Colony Project property;
however, the batch plant will be owned and operated by Corn Construction
Company, Grand Junction, Colorado. Therefore, this application is made by
Corn Construction as owner/operator of the batch plant and Exxon Company,
U.S.A., as operator of the Colony Shale Oil Project.
PROJECT DESCRIPTION
Corn Construction Company proposes to construct and operate a central mix
concrete batch plant capable of producing 200 cubic yards of concrete per
hour. The batch plant will be located on a 7 -acre site in the SE 1/4 SE 1/4
Section 11, Township 5 South, Range 96 West of the Sixth Principal
Meridian, Garfield County, Colorado. Maps showing the location of this
site and the layout of the batch plant are included as Attachments 1 and 2
of this application.

The Rex brand concrete batch plant will be a single, 10 cubic yard drum unit
with dry batch capabilities. The portable plant will be installed on a
foundation and anchored in place. Aggregate feed for the plant will be
obtained initially from a source near Fruita until development of a source
near Rifle is complete.
Concrete will be delivered to various locations on the Colony Project site.
Delivery will be made utilizing ten transit mix trucks, five of which will
be all -wheel drive.
Additional structures required for this operation will include a 60' x 100'
prefabricated metal building, a plant control van, and an office/quality
control van. Concrete aggregates will be stockpiled on the site.
CONSTRUCTION SCHEDULE
Production at the concrete batch plant will commence upon issuance of the
Garfield County Special Use permit. It is anticipated that initial
concrete production will be needed in April 1982. Concrete production is
projected to continue through 1986 at which time all equipment will be
dismantled and removed from the site. At that time the site will be cleared
and levelled to its present grade for siting of permanent project
facilities.
ENVIRONMENTAL CONSIDERATIONS
The concrete batch plant will be equipped with approved air pollution
control equipment to control cement dust emissions. Application has been
made for the required Colorado air emission permits.
A waste area will be designated and developed on the site for the purpose
of disposing waste concrete and waste waters from truck washing; any water
containing cement will be deposited in this area. Material deposited in
the waste area will be hauled to an approved landfill.
Fuel tanks and refueling equipment will be installed and maintained to
prevent fuel spillage on the site.
Portable sanitary facilities will be installed on the site and serviced on
a regular basis.
All trucks, generators, and motors will be equipped with muffling devices
in order to minimize operating noise levels.
