I. Description of the Proposal
Review of the Re-2 School District Building Plans
Garfield School District Re-2
The School District acquired a piece of property in the early 80's to build a new high
school. The property i, to.ut.a uppro*i-utely one (1) mile east of Silt' off of U' S'
Highway 6, just east of the CR 235 (Davis Point Rd') intersection' The District wants to
place a "teacherage" on the property, for a member of the vocational teaching staff' The
teacherage woulJbe an interim use of the property, until the new high school is built'
when the new high school is built, the Disirici wiil use the house for custodial or security
staff. (See attached information)
II. Issues and Concerns
A.Legal Process: c.R.S. $22-32-124 requires the District to submit a site
ilnp*",,tplanforrLviewandcommenttothePlanningCommissionpriorto
the construction of any structure or building. (See statute attached) The
Planning Commission to d"t"r-ine that the proposed construction conforms "to
the adoited plan of the community insofar as is feasible'" The Planning
commission may request a public hearing before the board of education'
Additionally, the District is required to consult the colorado geological survey
regarding potential swelling ,oil, -ir" subsidence, and other geologic hazards and
to determine the geologic suitaUitity of the site for the proposed use' Any
construction is subject-to the building standards of the Colorado Division of Labor
and their inspection of the building. The local building department may preform
the necessary inspections, at the request of the Division of Labor'
Garfield county comprehensive Plan: The Planning commission recently

amendments incorporated the Town of Silt's Land Use Plan land use designations
as the basis for making recommendations. The proposed school site is located in
an area designated as "AG/AG Conservation PIID", which encourages the
preservation of the existing agricultural operations, through the development of
conservation easements along with the clustering of any housing development'
The Town plan also notes the desire to coordinate with the school district to
consider locating a junior and senior high school in the Town limits.
The proposed teacherage appears to be in general conformity with the
Comprehensive Plan designations, given that the stated intent is to utilize the
property for agricultural vocational education programs'
CONCLUSION
The proposed "teacherage" is an agriculturally oriented use and as such is in general
conformity with the Garfield County Comprehensive Plan of 2000, Study Areas 1-3'
There is no need to request a public hearing on this issue'

Installation of Teacherage at Peach Valley School Site
We represent the Board of Education of Garfield School District Re-2. This communication is made
to you on behalf of the Board of Education pursuant to C.R.S. 522'32-124.
Submitted herewith you will find a site development plan for your review and comment to the extent
you deem C.R.S. 522-32-124 applicable.
The site plan depicts the location of a modular residence to be constructed on premises owned by the
School District in Peach Valley, east of Silt and northerly of Highway 24. A copy of the deed by
which the District acquired this property is also submitted herewith. This residential unit is being
constructed by the District for the purpose of housing a member of the vocational agricultural
teaching staff, who will manage the agricultural operations on the parcel owned by the District. It
is anticipated that this arrangement will continue until such time as the District constructs school
buildings on the site, and thereafter as premises for custodial or security staff. Obviously, the
immediate use of the structure is for what is traditionally known as a 'teacherage." The Board has
the power to establish teacherages under its general delegation of powers from the State Legislature.
The residential structure to be installed on the site will meet the requirernents of all applicable Garfield
County building codes, and will be the only residential structure on the premises.
You are welcome to review this submittal and direct any comments thereon to Lennard Eckhardt,
Superintendent of Schools of the Garfield School District Re-Z. Should you wish to have a public
hearing on this subject before the Garfield School District Re-2 Board of Education, please advise
Superintordent Eckhardt at your earliest convenience so that this can be scheduled. The District does
wish to move forward with the project without any undue delay.
