Dear Mark:
Please find attached hereto for review by the Planning and Zoning Commission, an
Application for Site Approval for the Riverbend Subdivision.

Please note that this Site Application is intended to allow the applicant, R B Water &
Sewer Inc., to complete the construction on the existing Wastewater Treatment
Facility. The existing facility has been serving River bend since about 1980. It was
partially constructed in conformance with documents previously approved by the
Colorado Department of Health referred to as Phase I of the Riverbend Subdivision
Wastewater Treatment Facility. This phase was intended to serve the initial filings
of River bend Subdivision. Those portions of the facilities which were not constructed
need to be completed in order for this facility to meet current regulations of the
Colorado Department of Health. Through conversations with the CDOH office in Grand
Junction, it has been requested that a Site Application be submitted for this purpose.
If there are any questions concerning this information prior to the Planning and
Zoning Commission meeting, I would be happy to supply supplemental information.
The applicant and myself are planning to be attendance at the Commission meeting to
further answer any questions.

ENGINEERING REPORT
RIVERBEND SUBDIVISION WASTEWATER TREATMENT FACILITY
Introduction
The existing wastewater treatment facilities for the Riverbend Subdivision consist of a
sewage collection system and a two cell wastewater stabilization pond.
The wastewater collection system consists of 8" diameter sewerline with manholes. The
sewage collection system serves all of the units by gravity. The collection system discharge
is directly into the wastewater treatment facility.
The wastewater treatment facility has never been completely constructed as originally
designed. The purpose of this Site Application is to allow for the final construction of Phase
I of this facility in accordance with current Colorado Dept. of Health design guidelines. The
existing facility consists of a two cell lagoon system. The system is run in series. There
currently is no aeration equipment installed in either cell. Treated wastewater percolates
from the second cell; there is not direct discharge to the Colorado River, the receiving
course.
Intended construction will be to do the following:
a. Complete the piping between the first two cells.
b. In the alternative, these two cells may be constructed in there entirety
immediately adjacent to the two existing cells and the two existing cells
abandoned.
c. Provide aeration in the two cells.
d. Construct a settling pond.
e. Construct disinfection facilities.
f. Construct outfall sewer
1. Service Area
The service area for the wastewater treatment facility is the Riverbend Subdivision.
There will be a total of 46 single family lots served by the wastewater treatment
facilities of which, 36 currently have residential units constructed on them. There
are currently no development plans, nor have there been for over ten years, to
expand Riverbend Subdivison to include more units onto the wastewater collection
and treatment system. Therefore, complete build -out of the service area will be the
46 single family residences.
Based on a estimated population of 3.5 persons per unit and an estimated wastewater
flow production of 100 gpd per capita, the total estimated population of the service
area is 161 with a total wastewater flow projection of 16,100 gpd.

Attachment 3 is a map of the area showing the relationship of this wastewater
treatment facility with surrounding facilities.
2. Proposed Effluent Limitations
Attachment 2 is a previously issued discharge permit (CO -0033162) for this facility.
The effluent limitations in that permit, and as proposed herein are as follows:
BOD, 30 day average 30 mg/I
Total suspended solids, 30 day average 30 mg/I
Fecal Coliforms 6000 m/I
Total residual chlorine, daily max. 0.5 mg/I
Ammonia N/A
pH 6.0-9.0
Oil and grease 10 mg/I with
no visible sheen
3. Analysis of Existing Facilities
The nearest downstream private wastewater treatment facility is the Burning
Mountain RV Park. The facility is on ISDS systems and is about 2.3 miles from the
Riverbend facility on the south side of the Colorado River. This facility can not be
expanded beyond its current capacity.
The nearest downstream municipal wastewater treatment facility is the Town of New
Castle. That facility is located approximately 3.5 miles from the Riverbend facility,
and is further located on the other side of the Colorado River from the Riverbend
facility. The Town of New Castle has no plans to provide either wastewater or water
service to the south side of the Colorado River in the foreseeable future.
The Apple Tree Trailer Park wastewater treatment facility is located between 5 & 6
miles downstream from the Riverbend Subdivision, and is located on the same side of
the Colorado River. This is a private facility which has been designed and
constructed to serve the Apple Tree Mobile Home Park and Mountain Shadows
Subdivision only. The owner does not have excess capacity available and is not
interested in expansion of this facility into a larger area wide facility.

4. Analysis of Treatment Alternatives
The following alternatives were considered:
a. Construction of a mechanical treatment facility in lieu of the existing lagoon
facility.
The potential of using a mechanical facility was considered. This
alternative was rejected because of the need for more significant
operator control and expertise, increased operation and maintenance
costs, difficulty of treating a flow from a strictly residential bedroom
community and the availability of land for the necessary modifications
to the existing system.
b. Use of existing facility with evaporative ponds.
Alternate effluent disposal from the existing system using evaporative
ponds was considered. The total surface area required for such a
system would be approximately 13.5 acres. Because of the significant
slope to the terrain in the vicinity of the treatment facilities, the
expense and land area required for such a facility is simply not feasible.
The amount of earthwork would be extensive and the visual impact of
such a system both to the adjacent residential community and to the I-
70 corridor is unacceptable.
c. Use of existing facility with effluent disposal by percolation pond.
This alternative utilizes the existing facilities with the effluent disposal
alternative of percolation ponds. This is actually the current operating mode
of facilities. Based on existing site conditions and available soils reports,
percolation of effluent should theoretically not work. However the second cell
as constructed in fact does percolate for the existing loading. It has been
determined that reliance only on percolation is not a reliable long term effluent
disposal method and it is necessary to have an effluent outfall directly to the
receiving stream for the facility.
d. Connection to the Town of New Castle
This alternative would involve abandoning the existing facilities and
constructing an interceptor sewerline to the Town of New Castle. This
would involve the construction of approximately 18,500 lineal feet of
sewerline, a crossing of the Colorado River, a crossing of 1-70 and a
crossing of the railroad.
The Town of New Castle has not indicated an interest in any plan for
extension of wastewater collection facilities to the south side of the river
or in the direction of the Riverbend Subdivision. The estimated cost of
connection to the Town of New Castle would be as follows:
1. Interceptor Sewerline $914,000
2. Tap fees $ 55,200
3. Abandon existing facilities $ 20,000

Total $989,000
The conclusion is that connection to the Town of New Castle is not
possible either from a practical or financial standpoint.
4. Floodplain Analysis
Attachment 5 is a map indicating the location of the treatment facility in relation to
the map of the 100 year floodplain of the Colorado River. The existing facility is not
within the floodplain.
There are no known natural hazards at the site.
5. Detail Description of Selected Alternative
A legal description of the proposed site is attached as Attachment 6.
The purpose of this Site Application is to allow for the completion of the treatment
facilities as originally approved and permitted by the Colorado Dept. of Health. The
facilities when completed will consist of the following:
a. A two cell aerated lagoon system with a total volume of 2.70,000 gallons
for cell A and 546,000 gallons for cell D. The piping will allow either
series operation or bypass of either cell.
b. A holding or stabilization pond will be constructed after the aerated
cells.
c. Disinfection facilities consisting of chlorination will be constructed on
the effluent outfall line from the stabilization pond.
d. A parshall flume will be installed on the effluent line to provide flow
measurement.
e. An effluent line will be constructed from the wastewater treatment
facility to the receiving stream.
It is hoped that the two existing cells can be salvaged and used. In order to do so,
it will be necessary to drain and seal the second cell. If that proves to be
uneconomical, the owner is prepared to replace the two existing cells immediately

completing the required construction.
The required design capacity for the treatment facility is 16,100 gpd. The actual
design capacity of the system (referred to as Phase I in previous approvals) is 19,950
gpd.
Operational needs will include a part-time licensed operator. It is anticipated that
total operational needs for both the wastewater treatment facility and the collection
system will average 12 hours per week.

Attachment 6 is a legal description of the site. The deed indicates that ownership of
the site is with R B Water & Sewer Company, the applicant.

Institutional/Management/Financial Considerations
R B Water & Sewer Company is the owner and operator of the wastewater treatment
facility and provides service to the residents of the Riverbend Subdivison. Each
individual homeowner is billed $35 per month on a monthly basis, for wastewater
treatment and collection services. Additionally, tap fees have been established at
$5,000 per single family residential unit. Tap fees have been collected over the last
several years as new units have gone on line and will continue to be collected for any
future development within the project. As stated previously, there are currently 10
un -built single family lots in the service area.
8. Implementation Plan
There is a concern on the part of R B Water & Sewer Company, that the percolation
capability of the existing system is starting to diminish to the point that a potential
over topping of the existing berms in an extreme situation exists. Therefore it is
their request and attempt to in construction of the system modifications as quickly
as possible.
At the present time it is the intent to have the modifications in place by the end of
the 1993 construction season. The desire is to start construction as early as
September 1 and no later than October 1. It is estimated that a minimum of 4 weeks
construction time will be required in order to complete the work.

The purpose of this letter is to verify my request for an agenda position on the August
Planning & Zoning Commission meeting for consideration of a Site Application for the
Riverbend Subdivision. The Site Application itself will be delivered to your office this
Friday, July 30, 1993.
For the benefit of the Planning & Zoning Commission members, the Colorado Department of
Health (CDOH) requires that any modification or upgrading of a wastewater treatment facility
would require a Site Application. The Site Application in turn requires a review and sign -
off from the Planning & Zoning Commission as well as the Environmental Health Officer for
the County of jurisdiction.
Briefly, the Riverbend Subdivision is currently served by a two cell wastewater pond
system that was constructed prior to any formal standards instituted for this type of
wastewater treatment facility. The facility currently is non -conforming with the current
design standards and is not providing adequate service to the residents of the Riverbend
Subdivision. It is the intent to bring the wastewater treatment facility into compliance by
upgrading the existing facility and adding irrigation equipment to the existing cells,
construction of a settling cell, providing the disinfection of the effluent and finally
providing for effluent disposal either through direct discharge to the Colorado River or
through subsurface disposal.
Subsequent to receiving a Site Application approval through CDOH, the facility then will be
subject to a Discharge Permit Application, Garfield County being a review agency for that
permit as well.
Both myself and Mr. Steve Boat, representative for Riverbend Subdivision, will be in
attendance at the August Planning & Zoning Commission hearing to present the Site
Application to the Commission and also to answer any questions that the Commission
members may have.
Thank you for allowing us to be on the August agenda. I trust that the above is sufficient
to summarize our submittal to you prior to its receipt on Friday.

The Water Quality Control Division has reviewed and evaluated your site application and supporting documentation for
the expansion of the Riverbend Wastewater Treatment Facility in the NE'% SW'/., NW'/. SE% of Section 34, Township
5 South, Range 90 West, Garfield County; to serve filings in the Riverbend Subdivision and to discharge to the Colorado
River.
An amendment to the Company's existing discharge permit will be required. The amended permit will specify the final
conditions and limitations of the operation of the facility. Please contact the Division's Permits Unit regarding
procedures for such an amendment.
We find your application to be in conformance with the Water Quality Control Commission's "Regulations for Site
Applications for Domestic Wastewater Treatment Works". Therefore, the site application is approved with the following
conditions listed below.
1. Based upon application information, the system design will be for:
Hydraulic Design Capacity - 0.0247 MGD (30 -day average)
Organic Design Capacity - 41.1 lbs. BODS (30 -day average)
Treatment Processes to be used - Two cell aerated lagoon, polishing pond, and chlorine disinfection.
2. Preliminary Effluent Parameter Values:
BOD - 30/45 mg/I (30-day/7-day averages)
Suspended Solids - 75/I 10 mg/1 (30-day/7-day averages)
Chlorine Residual - 0.5 mg/I (daily maximum)
Fecal Coliform - 6,000/12,000 #/100m1 (30-day/7-day geometric means)
Design for values in excess of those contained above or failure to comply with any other conditions
contained herein will render this approval void and another site application will have to be processed.
3. This site approval will expire one year from the date of this letter if the construction
of the project has not commenced by that date. If expiration occurs, you must apply for a new site
approval. Construction is defined as entering into a contract for the erection or physical placement
of materials, equipment, piping, earthwork, or building which are to be a part of a domestic wastewater
treatment works

4. The design (construction plans and specifications) for the treatment works must be approved by the
Division prior to commencement of construction and all construction change orders initiating
variances from the approved plans and specifications must be approved by the Division.
5. The applicant's registered engineer must furnish a statement prior to the commencement of operation
stating that the facilities were constructed in conformance with approved plans, specifications, and
change orders.
In accordance with Colorado Water Quality Control Commission regulations, this approval is subject to appeal as stated
under Section 2.2.5 (7) of "Regulations for Site Applications for Domestic Wastewater Treatment Works".
This approval does not relieve the owner from compliance with all county regulations prior to construction nor from
responsibility for proper engineering, construction, and operation of the facility.
