INITIAL APPROVAL 13 FINAL APPROVAL 0 THE SOURCE TO WHICH THIS PERMIT APPLIES IS DESCRIBED AND LOCATED AS FOLLOWS: Mining and Processing of Gravel located 14 miles North of Loma, on State Highway 139, (Section 6 TBS, R102W) in Garfield County, Colorado. The site is also known as Young Gravel Pit. THE SPECIFIC EQUIPMENT OR ACTIVITY SUBJECT TO THIS PERMIT INCLUDES THE FOLLOWING: Gravel extraction .and related activities to include topsoil removal & stockpiling and raw'material hauling & stockpiling for processing. All processing equipment operating on this site must have valid permits. THIS PERMIT IS GRANTED SUBJECT TO ALL RULES AND REGULATIONS OF THE COLORADO AIR QUALITY CONTROL COMMISSION AND THE COLORADO AIR QUALITY CONTROL ACT C.R.S. (25-7-101 et se , TO THOSE GENERAL TERMS AND CONDITIONS SET FORTH ON THE REVERSE SIDE OF THT DOCUMENT AND THE FOLLOWING SPECIFIC TERMS AND CONDITIONS: 1. The Fugitive Particulate FSnission Control Measures listed on the attached page (as proposed in the Fugitive Particulate Emission Control Plan submitted to the Division) shall be applied to the fugitive particulate emission producing sources as required by Regulation No. 1. ...continued ELAM CONSTRUCTION, INC. Emission Permit No 880A129 Initial Approval page two 2. The Division's approval of the proposed control plan is based on the submitted maximum production level as listed below. Any increase in daily or annual production rate shall require submission of a revised APEN and control plan which is subject to the Division's review to ensure that such increase in production shall not violate the National Ambient Air Quality Standard for particulate matter. Annual records of the actual production rate shall be maintained by the applicant and made available to the Division for inspection upon request. Mining of Aggregates shall not exceed 800 tons/day or 67,500 tons/year. 3. Construction of this source must commence within 18 months of initial approval permit issuance or within 18 months of the start -up -date stated in the application. If commencement does not occur within the stated time frame the permit will expire on January 27, 1990. Emission Permit No 88GA129 Initial Approval FUGITIVE PARTICULATE CONTROL PLAN THE FOLLOWING FUGITIVE PARTICULATE CONTROL MEASURES SHALL BE USED FYJR ENFORCIlIENT PURPOSES ON THE SOURCES COVERED BY THIS PERMIT, AS REQUIRED BY THE AIR QUALITY CONTROL Cl+IMISSION REGULATION NO. 1. 1. Adequate soil moisture must be maintained in topsoil to control emissions during removal. Watering shall be implemented if necessary. 2. Topsoil stockpiles shall be comparted and revegetated within six months. 3. Emissions from material handling (i.e., removal, loading and hauling) shall be controlled by watering at all times unless natural moisture is sufficient to control emissions. 4. Vehicle speed on unpaved roads and disturbed areas shall not exceed a maximum of 10 mph. Speed limit signs shall be posted. 5. Unpaved haul roads and disturbed areas shall be gravelled and watered once a day or more often as necessary to control fugitive particulate emissions. 6. Reclamation works and sequential extraction of material shall be initiated to keep the total distrubed area at anyone time to a minimum. 7. Material stockpiles (raw and finished) surface moisture shall be maintained at a level that will suppress emission of fugitive particulate. Watering shall be implemented as required. The pit is located in a portion of Lots 9, 19, 20, 29 and 30, in Section 6, T8S , R1024. On June 27, 1988, the Board will have a Resolution of Approval submitted to them for signature. Hernandez, Physical Scientist Pursuant to the requirement of the Colorado Mined Land Reclamation Act* to inform counties and certain municipalities of mining and reclamation permit applications filed with this office, please know that Elam Construction, Inc., whose address and telephone number is 12.25 South 7th Street; Grand Junction, CO 81501; (303)242-5370 has filed an application to conduct a surface mining and reclamation operation, at or near Section 6.0, Township 8.0 S, Range 102.0 W, 06th Prime Meridian. The applicant proposes to reclaim the site for rangeland. The applicant has submitted documentation to show that the proposed mining and reclamation plans are in conformance with local zoning ordinances, subdivision regulations, or master plans for extraction. Please notify us as soon as possible if you feel the proposed mining operation is not in conformance. This permit will issue on June 22, 1988, providing all permit requirements have been met.
