An area of land located in the NE L/4 Nw L/4 of Section 6, T6S, R89w and the Sw L/4 Sw L/4, Tss, R89w; Iocated in the vicinity of l[itchell Creek, north and south of C.R. l-30. A. RELATIONSHTP TO THE COI{PREHENSIVE PI,AN The site is located in the Glenwood Springs Urban Area of Influence as indicated on the Garfield County Comprehensive Plan Ivlanagement Districts Map. Glenwood Springs will also be amending iheir floodplain designation for the portions of the creek in the City limits. DESCRIPTION OF THE PROPOSAI It is proposed to reduce the size of the designated L00 year floodplain on portions of Mitchell Creek (see enclosed maP on page b ). The reduction of the area of the designated 100 year floodplain is due to a re-evaluation and reanalysis of the data used to establish the floodplain originally. Due to incorrect elevation data used in the original analysis, the 100 year floodplain accepted by the County was larger than necessary. MAJOR ISSUES AND CONCERNS Zoning: Garfield County is obligated by federal law to administer a floodplain management progr€rm. The maps used for this administration were provided to the County by the Federal Emergency Irtanagement Agency (FEMA) after they had reviewed and approved the data used to establish the 100 year floodplain for certain areas of the County. To modify these maps after their approval requires the amendment of the map in the same manner the County would amend a zone district map. Once the County approves the proposed amendment, all data, along with the proof of apublic hearing locally, is senL to FEMA for their final approval. Staff comments: The applicant's engineering data to support this application wiII be reviewed numerous times at a State and Federal level prior to final approval. Assuming this is approved, the amended designation wiII reduce the amount of area required to pay premiums for f l-ood insurance and/or mitigate f l-ood impacts in new development. -l '1e IV. SUGGESTED FINDINGS That all applicable regulations regarding a Zone District Amendment have been complied with including, but not limited to, Section 10.00 of the Garfield County Zoning Resolution of 1978r ds amended. That the hearing before the Board of County Commissioners was extensive and complete, that a1l pertinent facts, matters and issues were submitted and that all interested parties were heard at the hearing. That the proposed zone district amendment is in general compliance with the recommendations set forth in the Comprehensive PIan for the unincorporated areas of the County. 4. That the Planning Commission reconmended approval of the proposed zone district amendment. 5. That the proposed zone district amendment is in general compliance with surrounding land uses and zoning in Garfield County. That for the above stated and other reasons the proposed zone district amendment is in the best interest of the health, safety, morals, convenience, order, prosperity and welfare of the citizens of Garfield County.
