Storm King Lands ENARTECH INC. An area of l-and located in the NE L/4 Nw L/4 of Section 6, T6S, R89w and the Sw L/ 4 SvI L/4, T5S, R89W; located in the vicinity of Mitche.ll Creek, north and south of C.R. 130. APPLTCANT: ENGINEER: LOCATION: I. RELATIONSHIP TO THE COMPREHENSIVE PLAN The site is located in the Glenwood Springs Urban Area of Influence as indicated on the Garfield County Comprehensiveplan Management Districts Map. Glenwood Springs wiII also be amending their floodplain deriignation for the portions of the creek in the City limits. II. DESCRIPTION OF THE PROPOSAL It is proposed to reduce the size of the designatet:l 100 year floodplain on portions of Mitchell Creek (see encl.osed map on page_) . The reduction of the area of the designated 10q leir tfooitplain is due to a re-evaluation and reanalysis c:f Lhe data used to establish the floodplain originally. Due t.o incorrect elevation data used in the original analysis, ttte l-00 year floodplain accepted by the County was larger tharr necessary. III. MAJOR TSSUES AND CONCERNS A. Zoning: Garfield county is obligated by federal Iaw t-o administer a floodplain management program. The mal)si used for this administration were provided to the Counl-y by the Federal Emergency Management Agency (FEMA) aftor: they had reviewed and approved the data used to establj-l;lt the 100 year floodplain for certain areas of the County. To modify these maps after their approval reguires th<: amendment of the map in the same manner the County wou.l.tl amend a zone district mall. Once the County approves tlttl proposed amendment, all. data, along with the proof of 1lpuUfic hearing IocaIIy, is sent to FEMA for their fin;rl approval. B. Assunring this is approved, the amended designation wilI reduce the amount of area required to pay premiums for flood insurance and/or: mitigate flood impacts in n()w development. rv.SUGGESTED FINDINGS L. That aII applicable regu.Lations regarding a Zone Districl: Amendment have been cornplied with including, but not. Iimited to, Section 10.00 of the Garfield County Zoninq; Resolution of L978r ds ttmended. 2. That the meeting before the Planning Commission was extensive and complete, that all pertinent facts, matters and issues were submitted and that all interested parties were treard at the meeting. 3. That the proposed zoning is in general compliance with the recommendations set forth in the Comprehensive Plan for the unincorporated areas of the County. 4. That the proposed zoning is in general compliance with surrounding land uses and zoning in Garfield County.
