The Distriet currently operates a sewage Treatment works on a portion of the l4-Acre site which it or^ms. The design capacity of this 3-ce1l- aerated lagoon system is .123 MGD. It was completed In 1979 and is presently non-discharging. The District holds NPDES Permit CO-0030970' This site has adequate area to provide treatment works for the ultimate development of the District. It is anticipated that aerated lagoons wil-l be utilized until . capacity reaches 1.0 MGD. Beyond that point, the ponds will be'converted to exfiltration spreading basins, and treatment will be by activated sludge process or perhaps a better method as technology advances.. Development and growth. schedule wilI be presented in the following paragraphs. It is not altogether impossible to treat sewage generated within the District at a regional plant site farther downstream. However, the problan of constructing an adequate outfalL sewer is substantial' Th: ""' o"'thu South side of the river comes right to the river on a steep (2:1) slope inurediately West of the District Property and it is an area of unstable soil' showing many instances of old earth slides. The Interstate l{ighway encroaches on the North bank of the stream for several tnrndred feet and is heavily rip- rapped. Therefore, a very difficult construction probl-em would be encountered; and if such an outfall were to avoid pumping lt would require substantial cuts and rip-rap. l_ oo The location of such a regional plant is entirely unitecided at this time' and speculation has its location as much as five mlIes donmstream' A11 sesTage from the South side of the Colorado River would have to be pumped to any Locatlon on the North side of the river. Tlnrs, if all'these developments were to proceed during LgBz, the proposed facility would be beyond capacity' The conestoga development is aE l-east dormant for the present Property owner and' therefore, there is an immediate demand for,1,500 additional taps to serve 5,25O people. Voters in the District auEhorized a $3,000,000 General 0bligation Bond issue on April 10, 1975' centified and approved by the court on June 25, Lg75. The NPDES Permit was first issued on April 24, Lg75, and r:enewed in 1980. The site for the existing plant was approved by the cslorado water Pollution control commission in september, L975' Construction of the Treatment plant began in L977 with a Srant of funds from the Dlvision of Local Government approved by the water Quality control Com- misston on septenber 26, Lgl6. The Site Applicatlon for the l8-inch Inter- oo ceptor Sewer was approved by the Conmission on April 5, L977, and grant from the State was apProved at the same tirne. This application is following in sequence to continue the previously approved plan which contempLated the regular and orderly growth of the District. This is, in fact, just what is happening. With the lnitial grant' facilities for the first phase of development were constnrcted. The,sale of faps and service charges from the capacity of the constructed facilities has now provided the District with adequate funds to proceed with the next staBe of construction on a cash basis without financial grants from any governmental agency. pressure for water and sewer service for growth in the Rifle area ': exceeds most of the optimistic predictions for oil shal-e development, and seems to contradict the doom and gloom statements from most of the housing industry. It is all happening in spite of high interest rates, for the demand is very real. In previously approved projects such as the Rifle Village-South Subdivision which has been dormant for several years, the number of. houses built this year has doubled and will soon be "built out". The Front End Impact Funds were wisely spent in Rifle Village South Metropolitan Dist.rict and has given the District the sound financial footing to satj,sfy its obligations.
