2717 Counly Road 215, Suite 100, Parachute, CO 81635; (970) 285-2689, filed an application to conduct Surface
exlraction of construction materials and reclamation, at or near Section 3, Township.55, Range 96W, 6th Prime Meridian,
in Garfield County. Please be advised that the permit area may be located in more than one Section, Township, and
Range. The application decision is scheduled for March 22,2006.
A copy of the application is available for review at the Garfield County Clerk & Recorder's office and at the office of the
Division of Minerals and Geology, Room 215,1313 Sherman Street, Denver, Colorado 80203.
If you desire to make comments or objections, they must be submitted within twenty (20) days of the date of the last
newspaper public notice to be considered in the application review process by the Division. You should contact the

On Monday, August 3, 2005, the Board of County Commissioners (BOCC) approved the request for a
Special Use Permit for Processing and Material Handling of Natural Resources for the North Parachute
Ranch Shale Pit (also known as the West Fork Pit) based on compliance with certain conditions. EnCana
Oil & Gas (USA) lnc. (EnCana) is providing this letter and attached documentation as proof of
compliance. For your reference, the BOCC conditions appear in italicized font and the EnCana response
occurs in normal font.

That this facility is for the so/e use of the Applicant. lf any other entities are to be added as users,
then they wouid be subject to an additional SIJP as wellas rules and regulations as administrated by
the Depaftment of Minerals and Geology.
The shale pit is for the sole use of the EnCana. lf any other entities are to be added as users,
EnCana will submit a new SUP.
Shoutd the Department of Witdlife find Sage Grouse in the area affected, the Applicant shall comply
with all stipulations and conditions.
The Colorado Division of Wildlife (CDOW) visited the site in May 2005. The CDOW noted that the
site fell within greater sage grouse brood habitat but did not note the presence of any sage grouse.
The CDOW retommended that EnCana limit noise and operations around June and July; conduct
erosion monitoring; and complete sufficient reclamation when the site is complete. EnCana will
commit to the mitigation measures recommended by the CDOW.
The Appticant shall submit an approved Storm Water Management Plan permit from the State.
The North Parachute Ranch Shale Pit is authorized under EnCana's stormwater permit COR-
037689. Refer to Attachment 2 for a copy of the site-specific stormwater management plan and a
copy of the Colorado Department of Public Health and Environment Stormwater permit COR-37689.
The Appticant shall submit a Noxious Weed inventory and maintenance plan.
Refer to Attachment 3 for a copy of the lntegrated Vegetation and Noxious Weed Management Plan
prepared for the shale pit in August 2005.
The Appticant shatl submit an approved Division of Minerats and Geology permit from the State for
the proposed mining operation.
Refer to Attachment 4 for a copy of the Division of Minerals and Geology permit from the State for
the proposed mining operation.
The Appticant shatt submit an approved Air Pollutanf Emlssions permit from the State.
Refer to Attachment 5 for a copy of the Construction Permit issued by the State of Colorado.

The SUP for the Middle Fork Water Storage Facility was approved by the BOCC on May 16, 2005
and was issued by the BOCC on February 5,2007. Refer to Attachment 6 for a copy of the SUP.
The applicant shatt compty with all standards as set forth in 5.03.08 "lndustrial Performance
Standards" of Garfietd County Zoning Resolution of 1978 as amended and included here as follows:
Volume of sound generated shall compty with the standards set forth in the Colorado Revlsed
Sfafufes.
EnCana will conduct operations at the shale pit in such a manner as to comply with the standards
set forth in the Colorado Revised Statutes.

b. Every use sha// be so operated that the ground vibration inherently and recurrently generated is not
perceptible, without instruments, at any point of any boundary line of the property on which the use
is located.
EnCana will conduct operations at the shale pit in such a manner as to not create vibrations that
would be perceptible at the property line. The nearest property line is 0.5-miles northwest of the
shale pit and vibration at the property line is not expected to occur.
c. Emissions of smoke and particulate matter: every use shall be operated so as fo comply with all
Federal, State and County air quality laws, regulations and standards.
No smoke emissions will occur at the staging area. Particulate matter may occur in the form of
fugitive dust emissions and EnCana will comply with all Federal, State and County air quality laws,
regulations, and standards. EnCana will adhere to stipulations in the Construction Permit, which
include watering topsoil and overburden piles within one year, controlling vehicles speeds; and
watering haul roads, as necessary.
d. Every use shalt be so operated that it does not emit heat, glare, radiation or fumes which
substantially interfere with the existing use of adjoining propefty or which constitutes a public
nuisance or hazard. Ftaring of gases, aircraft warning srEtna/s, reflective painting of storage tanks, or
other such operations which may be required by law as safety or air pollution control measures shall
be exempted from this provision.
Heat, glare, radiation or fumes are not expected to occur during operation of the shale pit.
e. Storage of flammabte or explosive solds or gases shall be in accordance with accepted standards
and laws and shatt comply with the national, sfafe and local fire codes and wriften
recommendations/comments from the appropriate local protection district regarding compliance with
the appropriafe codes.
No flammable or explosive solids or gases will be stored at the shale pit.
f. No materials or wasfes shall be sfored at the shale pit in such a form or manner that they may be
transferred off the property by any reasonably foreseeable naturalcauses or forces.
No materials or wastes will be stored at the shale pit in such a form or manner that would allow off-
site transport by any reasonable foreseeable natural causes or forces. EnCana will adhere to the
SWMP to prevent stormwater run-off.
lf you are satisfied that EnCana has met the conditions of approval, please issue the Special Use Permit

The following letter fram the Division of Wildltfe dated May 23, 200$ presents a
description of tfre game and non-game resources on and in the vicinity of the application
area, including;
A desoription of the significant wildlife resgilrces on the affected land;
seassnal use cf the area,
the presence and estimated population of threatened or endangered species
from either federal or state lists; and
a description of the general effect during and after the proposed operatio.n on
the exisiing wildlife of ttre area, including but not lirnited to ternporary and
permaneniloss of food and habitat, interference with migratory routes, and the
general effect on the wild{ife from increased human activity, including noise.
The Colorado Dlvision of Witdlife concludes:
The site does fallwithin the greater sage grouse brosd rearing habitat denoted by the
Division of Wildlife's {DOW} WRI$ mapping. This critical area for rearing of young sage
grouse is af concern to th* UOW for furthering the population of this species. Concems
iray arise that the *teep slopes from the gravel pit may move sediment into this habitat.
The naise and activity levels may hinder further use of portions of the habitat as well.
The DOW would recommend to limtt noise and operations around June and July while
birds ar* utilizing these areas.
To address the DOW's csncerns, the Applicant will:
1. lnrplement a stonrwatsr management plan to contain sediment within the
gravel pit and;
Z. to limit noise. the Applicant will stockpile rnaterial before June and July of each
year. The noise generated by the shale pit during June and July will only be
ioading and hauling stockpiled material. There is no processing (crushing,
screening, etc.i of material.

The pit excavation will leave few sloper if the pit is mined to daylight on the south, east
and wesl edges on the rig top. These slopes will be no steeper than 3h:1v on advance.
h4ining of construction materials has occurred at this pit in the past. Approximately 3
acres has been disturbed. The Applicant will reclaim the existing disturbanee
concurrently with the new disturbance. Acreage numbers outlined below include the
existing disturbance.
The rnining operations willexpase a max[mum advancing face approxirnately 350 feet
wide and a pit floor area of 10 acres. Topsoilwill be stripped from the advancing face
and placed atrong the west side of the pit. Final reclamation will involve the re-handling
of the topsoil which was stockpiled along the west side of the pit and placing that topsoil
on approximately 12.0 acres.
The pennit boundary includes 18.4 acree , more or less. Of the total acres included
within the perrnit boundary, only 12.0 acres will be disturbed.
The proposed postmining land use for the reclaimed area is rangeland and wildlife
habitat, This land use conforms to the sunounding rugged terrain.
Prior to mining, avaifable topsoil, 3 to 12 inches, will be stripped from the area to be
disturbed and stockpiled along the west edge of the pit. $oi[ horizons, if any, will not be
segregated. As a etabilization measure, any topsoil which is to be stockpiled longer than
about one grawing sea$on will be broadcast seeded with a perennial sod-forming grass
cover such as Westem Wheatgrass at a typical rate of 20 pounds of pure live seed per
acre. Topsoilsalvaged during operatirns will be used for replacement on disturbed
areas.
Final slopes along the north, east and west pit boundaries will range from 10h:1v to
3h:1v. The pit floorwillgently slope to the south.
Prior to re*seeding, eny compacted areas will first be scarified. The disturbed areas will
then be seeded with the mixture recommended by the SCS appearing below:

a) Definitions:
l) Stonnwater: Slormwater is precipitation-induced surface nrnoff.
2) Constn-rction activity: Clonstruction activity includes cleann-q, grading and excavation activities.
Construction does not include routine maintenance performed by pubhc agencies, or their agents to maintain
original line and grade. hydraulic capacity, or original purpose ofthe facility.
3) Small construction activitv: Stormwatet discharge associated wrth small construction activrry means the
discharge of stormwater from construction activities that result in iand drsturtrance of equal to or greater than
onc acre and less than five acres. Small construction activity also includes.the disrurbance ofless than one
acre of total land area fhat is part of_a larger cornmcrn plan of development or sale, if the lar.uer common plan
will ultimately disturb equal to or greater than one and less than five acres.
4) Oualifyrrg Local Prorram: This permit includes conditions that incorporate qualifving local erosion and
sediment conlrol program (Qualifying Local Program) requirements by reference. A Qualifying Local
Program is a municipal stormlvater program for stormwater discharges associated with small construction
activity that has been formally approved by the Division.
5) Other Definitions: Definitions of additional terrns can be found in Part I.D. of this permrt.
b) Types of Activities Covered by this Permit: This perm:t may autirorize all new and eristing discharges of
slormwater associated u.ith constn-rction activity. This includes stomrwatu discharges from areas that are
dedicated to producing earthen materials, such as soiis, sand and gravel, for use at a single construction site. This
permit also rncludes stofin'n'ater discharges from dedicated asphalt batch plants and dedicated concrete batch
plants. This perm:t does not autlrorize the discliarge of mine water or process water fiom such areas.

Anolication. Due Dates
a) Application ue Dates: At least ten days prior to the commencement of construction activities, the operator of
the construction actrvity shall submit an application form as provided by the Division, with a certification that the
Stormwater Management Plan (SWMP) is complete.

Certification of these activities under a general permit does not in any rvay infringe on the Division's right to
revoke that coverage and issue an irrdividual permit or amend an existing individual permit'
e) General vs. Lndividual Permit Coverage: Ary owner or operator authorized by this permit may request to tre
excluded from the coverage of this permit by applying for an jndividuai CDPS permit. The owner or operator
shall submtt a1 individual application, with reasons supporting the request, to the Divisjon at least 180 days prior
to any discitarge.
f; Local Agency Authoritv: This permit does not pre -erpt or supersede the authority of local agencies to prohibit,
re.strict, or control discharges of stormwater to storm drain systems or other water courses within their junsdiction.
6. Inactivation Notice
When a site has been finally stabilized jn accordance with the SWMP, the operator of the facility must submit an
Inactivation Notice that is signed in accordance with Part LE.1. of this permit. The Inactivation Notice form is available
from the Divrsion and inciudes:
a) Permit certifrcation number;
b) The permittee's name, address, telepirone number;
c) Name, location, ancl county lirr the construction .site for rvhich the application is being submitted.

An inactivation form may not be required for small construction activities if application was made for coverage with a

Authorization to clischarge under this general permrt shall expire on June 30, 2007' The Division must evaluate and
reissue this general p..rrit ut least once "r"ry iir. years and must recertify the applicant's authority to discharge under
the general permit ai such tirne. Any permitiee desinng continued coverage under the general perrnit must reapply by
March 31, 2007. TheDivision will determine if the applicant may continue to operate rurder the terms of the general
permrt. An indivirlual permit will be required for anyfacility not reauthorized to discharge under the reissued general
permit.
9. Individual Permit Criteria
Aside from the activity type, the Divisio-n may-use other criteria in. evalrrating whether an individual per:nit i's required
instead of this general'p"rrr.it. 'lhi.s inforrnatror rnoy come from the application, SWMP, or additional inlbrmation as
requested by thi Division, and include s, but is not lirnite d to, the followrng:
a) the qualtty of the receiving waters (i.e., the presence of clownstream drinkrng water intakes or a high qtrality
fishery, or for preservation ofhigh quality water);
b) the size of the construction site;
.j evidence ofnoncompliance under a previous perrrit for the operation;
d) the use of chemicals within the stormwater system'
In addition, an individual permit may be required when the Division lras shown or has reason to suspect that the
storrnwater discharge may contribute to a violation of a water quality standard.
CONTENTS OF THE STORMWATER MANAGEMENT PLAN
The SWMp shail be prepared in accordance wrlh good enginecnng, hydrologic and pollution control practices' (The SWMP
need 'ot be preparedbya registered engineer.) The rnain oblective of the plan shall be to identify Best Management Practices
(BMps) which when implemlented will meet the terms and conditions of this permit (see I'art I.C., below).
The plan shall identify potential sources of pollution (rncluding sediment) which may reasonably be expected to alrect the
qrrurity of stormwateidischarges associatedwrth conitmction activity from the lacility- In addition, the plan shall describe and

c) Estirnates ofthe total area ofthe site, and the area ofthe site that ls expeoted to undergo clearing, excavalion or
grading.
d) An estimale of the runoff coefficient of the site before and after construction activities are completed and any
existurg data describing the soil. soil erosion potential or the quality ofany discharge from the site.
c) A description ofthe existing vegetation at the site and an estimate 01'the perccnt vegetative ground cover.

S) The location and description ofany anticipated non-stormwater componcnts olthe discharge, such as spriags and
landscape irrigation return flow.
h) Tle name of the recciving water(s ) and the size, type and Iocation of any outfall or, if the discharge is to a
mlnicipal separate storm se*er, the name of that system, the location of the storm sewer discharge, and the
ultimate receiving water(s).
Site Map
Each plan shall provide a generalized site map or maps which indicate:
- conshuction site boundaries
- all areas ofsoil dishubance
- areas ofcut and fill
- areas used for storage of buildrng materials, soils or wastes
- location ofany dedicated asphait or concr€te batch plants
- location ofmajor erosion control facilities or structures
- springs, streams. u'etlands and other sutface waters
- boundaries of 10O-year floodplains, ifdeterrnined.
IllVIPs for Stormwater Pollution Prevention
The plan shall include a narrative description of appropriate contols and measures that will be implemented before and
during consEuction activities at the facility-
The plan shali cleariy describe the relarioruhip between the phases of construction and the implementation and
maintenance of controls and nreasures For example, which controls will be implemcnted during each of the following
stages of construction: clearurg and grubbing necessary for perimeter conh'ols, i.nitiation of perimeter conhols, remaining
cleanng and grubbing, road grading, storm drain installation, final gradLrg, stabilization, and removal ofcontrol
rlleaSUieS.
Thc de.scription of conftols shall address the following mrnimum componerts:
a) Er.osio!.and SedirnentContlols.
1) Stmcturai Practices. A descnption of structural sitc management practices lvhich u'ill minirnize erosion and
sediment transport. Practices may include. but are not limited to: straw bales, silt fences, earth dikes,
drai;1age swales, sediment traps, subsurface drains, pipe slope drair:s, inlet protection, outiet protection,
gabions, and temporarv or pemanent sediment basins'
2) Non-srnrctural Practices. A clescription ofinterirn and permanent stabilization practices, including site-
speciiic scheduling ofthe implementation ofthe practices. Site plans should ensure that exisring vegetation
is pre,served where possible and that disturbed areas are stabilized. Non-structural practices may include- but
are not limited to: temporary seeding, permanenl seedr.ng, rnulching, eeotextiles, sod stabilization, vegetative
buffer strips, pnrlection of trees, and presewation of matur'e vegetation.

materials, fertilizers or chemicais; waste piles; and equipment maintenance or fueling procedures' Areas or
procedures where potential spills can ociur shall have spill prevention and response procedures identified'

4, Final Stabilization andLongterm.llormwaterManagement
The plan shall include a descrrption of the measures used to achieve final stabilization and measures to control pollutants
in stormwater discharges that will occtu after constnrctiott operations have been compieted'
Final stabilization is reached when ali soii disturbing activities at the site have becn completed, and umform vegetative
cover has becn established with a density of at least 70 percent of pre-disturbance levels, or equivalent perrnaneflt,
physical erosion reduction methods have been ernployed'
For purpo.ses of this permit, establishment of a vegetative cover capable of providing erosion control equivalent to pre-
existing conditions at the srte can be considered tural stabilization. The permittee will be responsible for prorndirrg to the
Division the documentation to rnake this comparison. The Division may, after consultaticin wlth the permittee and upon
good cause, amend the final stabilization criteria for specific operations.
5, Other Controls
The plan shall include a description of other measures to conhol pollutants in stormwater discharges, inclrrding plans fbr
waste disposal and limiting off-site soil tracking'
6. Insrrection and Mainteuance
The plan shail include a description of procedures to inspect ancl maintain in good and effective operating condition the
vegetation, erosion and sediment control measures and otler protective measures identified in the SWMP'
TERMS AND CONDTTIONS
L Generai Lirnitations
The lbllowing limitations shall apply to all discharges covered by this permit:
a) Stormra,ater discharges from construction activities shall not cause or threaten to cause pollution, contamination or
degradation of State waters
b) Concrete wash water shall not be discharged to state waters or to stom sewer systems.
c) Bulk storage structure.s for petroleum products and other chemicals shall have adequate protection so as to contain
all spiils and prevent any spilled material from entering state rvaters.
d) No chemicals are to be added to the discharge uuless permis.sion-for the use of a specific chemical is granted by
the Division. In granting the use of such chemicals, spccial conditions and monitoring may be addressed by
seParate letter.
e) The Division reserves the right to require sampling ancl testing, on a case-by-case ba.sis, in the event that there is
reason to suspect that compianc. *iih the SWMP is a problem, or to rneasure the effectiveness of tlte BNIPs in
removing poilutanis in the effluent. Such monitoring may include Whole Effluent Toxicity testurg'

stormwater. Discharges of material other thau stormwater must be addressecl in a scparate CDPS permit rssued

Iart ILA.3 of the pemrt).
Stormwater ilIanasement PIans
Prior to commeuce ment of construction, the stormwatcr management plan (SWMP) shali be implemented for the
construction site covered by this permt.
a) Signatory Requirements: The plan shall be signed in accordance with Part I.E.1 ., with one retained on site.
b) S\4MP Review/Changes: The pernrittee shall amend the plan udrenever there is a significant change in design,
construction, operation, or maintenance. u,hioh has a significant effecl on the pot€nti.al fi:r tlie discharge of
pollutants to thc waters of the Srate, or if the SWMP proves to be incffective in achieving the general objectives of

Inspections
a) Active Sites - For srtes where construction has not been completed, tle permittee shall make a thorough inspection
of their stormwatcr managcment system at least every l4 days and after any precipitation or snowmelt event that
causes surface etosiou.
f ) The construction sitc perimeter, disfurbed areas and areas used for material storage that are exposed to
precipitation shall be in.spected for evidence oi, or the potential for, pollutants entering the drainage .system.

2. Duty to Provide Information
The perminee shall funrish to the Division, within a reasonable time, any rnformarion which the Divisiorr may request to
determine whether cause exists for modifying, revoking and reissuing, or inactivating coverage under this permit, or to
determine compliance with this permit. The permittee shall also furnish to the Division, upon request, copies of records
rcquired to be kept by this permit.
3. Tralrsfer of f)rvnership or Cgntrol
certifl.rcation under this permit may be transferred to a new permittee if:
a) The currcrrt permittee notifies the Division in writrng when the transi'er is desired; and
b) The notice include.s a written agreement between the existing ancl new permittees containing a specific date for
transfer of permit responsibility, coverage and liability between them; and
c) 'Ihe current permittee has met all fec requircments of the State Drscharge Permit System Regulations, Seclion
61 - 15.
4. Mo4ification. Suspension. or Revocation of Permit Bv Dirrision
A1l permit modification, inactivation or revocation and reissuance actions shall be subject to the requirements of the State
Disiharge Permit SystemRegulations, Section.s 61.-5(2), 61.5(3), 6l-7 and 61.15, 5 C.C.R. 1002-61, except for minor
modifications.

3) Materially false or inaccurate statements or information in the application for the permit;
4) promulgation ofloxic effluent standards orprohibitions (including any schedule ofcompiiauce specified in
sgch effluent standard or prohibition) which are established under Scction 307 of the Clea:r Water Act, where
such a toxic poilutant is present in the discharge and such standard or prohibition is more stringent than any
limitation for such pollutant in this permil.

d) At thc request of the pcnnittee, the Division may modify or inactivate certification under this permit if the

This is a new shale mining operation located in Garfield county.The area to be mined is approximately 10 miles norih northwestof Parachute. The affected area will be mined in one phase.
Mining will begin at the northernmost end of the atea,'as shownon the attached map, and willcontinue to the southein edge ofthe proposed disturbance.
The total area that will be disturbed is approximately 12 acres.
The proposed affected area lies at an elevatiqn of g,300 feet andhas.slopes ranging from nearry rever to over 40%. The soil typesare lrigul channery [oam, parachute loam and parachute-Rhone
loarns-
vegetation on the ridge tops is cornprised of sage brush, service
berry and rabbit brush" There is a sparse undeistorypredominately comprised of wheatgiass. The sarfie vegetationoccupies the steeper slopes with the addition of sparsJoak
brush. The cover is fair, 30 tu 70% including overstory.
There are no potential discharges other than stormwater such assprings or ditches located at the site.
The receiving steam of the stornwater discharge from theproposed shate pit is the west Fork of parachu-ie creek locatedabout one mile to the south.

3. BMP's for Stor:mwater Follution prevention
a. A berm will be constructed around the disturbed shale pit to
contain rurroff of stormwater from precipitation events. Mining
willbe done in one phase, therefore, the bem will be constructed
immediately following the beginning of the mining process and
will be expanded as the pit is expanded and will be left in place
for the duration of mining. A sediment trap such as a silt fence,
straw bale or other device will be placed at low points in the
berm' Sediments traps slow and filter sediment from stormwater
run-off.
Stormwater from the portion of the road draining to the north will
be channeled in roadway dltches and then pasJed through a
sedin'rent trap. Stormwater from the portion of the road.draining
to the south will be collected in the pit and handled as explained
above.
The disturbance created by this mining operation will not require
the diversion or impoundrnent of watei. water used fCIr the
occasional watering of the road and pit will be irnported frorn off
site and will be spread by a water truck.
b. Reclamation-will bo impremented after completion of mining to
restore the affectad land to the proposed future land use oi
rangeland and wildlife habitat. Duriog the initial developrnent ofthis pit, topsoil.will be sarvaged and ttored in a topsoil stockpite
located along the western edg* of the pit disturbance.
At the end of the life of the operation, the material stored in the
topsoil stockpile will be evenly spread over the affected area.
Frior to seeding, any compacted areas will first be scarified"
c. Any hazardous material/petroleum products will be stored in an
appropriate containment for the purpose of providing primary
containment of spills.
Final stabilization and Longterm stormwater Management
At the end of the operation the affected lanc witt be covered with
topsoil and seeded as explained above.

INTRODUCTION: This plan, although limited to the Shale Pit at this time, is an interim step in
developing an Integrated Vegetation and Noxious Weed Management Plan for EnCana Oil &
Gas USA, Inc.'s entire North Parachute Ranch (NPR). As parl of their over all land management
program, EnCana is controlling noxious weeds on the NPR.

AMOUNT OF INFESTED LAND TO BE TREATED: Site contains approximately 18.4
acres. A portion has been disturbed. No noxious weeds or other weeds were found.
TARGETED WEEDS: Although not currently found in the Shale Material Pit site, Table I lists
weeds nearby that are most likely to be the subject of future control efforts within the site. This
information is presented herein for field staff to emphasize the importance of knowing for cerlain
the species of weeds present.

Follow up seeding needs may become evident during monitoring and if so identified, those will
be communicated to appropriate staff for re-seeding.
Monitoring.
Monitoring for targeted weeds should be performed on a weekly basis beginning at spring green
up and confinuing through the growing season.
Disturbed areas have been inspected and no weeds were detected in the Special Use Permit area
on August 25,2005.
Monitoring by qualified personnel will be conducted using Table 5 as a general guide to best
control periods.
Mechanical.
Observed weeds will be controlled first by mechanical means, primarily hand grubbing or
pulling.
Control of listed species in nearby disturbed areas is recommended to reduce the risk and rate of
infestation.
Chemical.
Spot treating is recommended in areas immediately adjacent to the Shale Material Pit site for the
purpose of reducing risk of infestation.
If necessary, spot treatment will be conducted in the Shale Material Pit site as well as the
surrounding areas.
Chemicals typically used include synthetic auxin growth regulators (e.g., 2,4D; tordon, banvel,
and garlon), EPSP synthase inhibitors (e.g., glyphosate) or a mix of these. For whitetop, an ALS
inhibitor such as metsulfuron methyl has been found to be most effective.
In all cases, the certified applicator shall deem which chemical(s) and at what concentration(s)
shall be used at the time of application. However, it is anticipated the aforementioned classes of
chemicals will be first choice of most certified operators or qualified Supervisors.
