1.0 TNTRODUCTTON
This Storm Water Management Plan (SWMP) is written to comply with the Colorado
Department of Public Health and Environment's (CDPHE) General Permit No. COR-
03000 issued on June 3O,2OO2and will expire on June 30,2007,and related U'S'
Environmental Protection Agency (USEPA) National Pollutant Discharge Elimination
System (NPDES) storm water regulations. This SWMP addresses construction and
drilling activities associated with development of the natural gas resource on the North
parachute Ranch property. This SWMP is intended to address storm water management
at all disturbed areas within the North Parachute Ranch (NPR) property and will be
periodically updated as needed to address planned developments, new disturbances, and
Lther changes needed to manage storm water and protect surface water quality-
Storm water permit certification was issued by the Colorado Department of Public Health
and Environment as COR-037689 onJanuary 27,2005. The permit is included as
Appendix A.
The intent of this SWMP is to be a dynamic document that is updated throughout the
project life. As development progresses and new disturbed areas are planned this SWMP
wili Ue updated; this islikely to occur every 2 to 3 months dwing 2005 and 2006- A list
of revision dates is included as the last page of this SWMP. Updates will include:
l. Inclusion of newly proposed activities that will result in ground disturbance,
Z. Revision of existing BMPs as needed to address sediment control, and
3. Deletion of BMPs and reduction in monitoring frequency for individual facility
locations where interim and long-term vegetation have been successfully
established.
I .l Storm Water Runoff Permitting Requirements
The Federal Clean Water Act [Section a02(p)] requires that discharges of pollutants to
waters of the United Station from any point source be regulated by NPDES permits. ln
November 1990 the USEPA published final regulations that established application
requirements for storm wateiassociated with construction activity for soil disturbances of
5 acres or more be regulated as an industrial activity and covered by an NPDES permit.
In December 1999 the USEPA published final Phase II NPDES regulations that
established application requirements for storm water associated with construction activity
for soil disturbances to be regulated as an industrial activity and covered by an NPDES
permit. These regulations became effective July I ,2002.
Construction permits are required for oil and gas activities that disturb 5 or more acres
during the life of the project or are part of a larger common plan of development-
CDPHE considers u Crrr*on plan of oil and gas development to mean development of
several well pads and/or related infiastructure in a contiguous area either during the same
time period or under a consistent plan for long-term development.

1.2 Project Description and Background
The North Parachute Ranch (NPR) property includes approximately 27,000 acres that
was originally patented by Unocal for oil shale recovery. EnCanaOll & Gas (USA), tnc.
(EnCana) is the current owner and is actively engaged in developing the natural gas
i"ro*"". Currently there are 26 wellpads planned to be constructed with associated
drilling operations occurring on these pads from the current date through the spring of
2005. app.o*i- ately 6 additional well pads will likely be constructed later in 2005 and
in 2006. The locations of the first26 currently planned well pads are shown on Figure l-
The current drilling and development plan includes pad construction, access road
improvement/consiruction, pit construction, installation of associated facilities, well
driiling, well completion, well testing, and pipeline construction. As drilling proceeds
and additional weil pads, gas gathering and processing facilities are installed this SWMP
will be modified to include these locations.
A complete set of site maps of currently planned facilities that will be constructed in the
near-term (2004 and 2005) is provided in Appendix B-

2.O CONSTRUCTION SITE DESCRIPTION
2.1 Site Location and Construction Area Description
EnCana acquired the NPR property through acquisition of Tom Brown Inc' (TBI) in
2004. There are currentty)O weti pads that have been constructed or will be constructed
within the next 6 months within the-NPR, located north of Parachute, Colorado (see
Figure l). The 26 well pads along with their major activities and estimated dates of
major work phases are listed in Table 1.
Well pads will be constructed using conventional cut and fill earthmoving techniques and
.r"* u"""r, roads will connect the wel paas to existing roads. Typically, the working
pad surface will have dimension of approximately 200 feet by 400 feet. Each pad will
irur" u reserve pit that is approximately 60 feet by 250 feet. A typical well pad is shown
on Figure 2. Siecific pad'dimensions vary depending on the planned drill rig, number of
wells to be drilled from each pad, and local conditions. The drilling reserve pit will be
used during drilling hold drilling fluids and cuttings. The reserve pits will be designed,
constructed, and reilaimed accoiding to Colorado Oil and Gas Conservation Commission
(COGCC) requirements.
The drilling surface of the well pad will be graded at approximately 1 percent to drain
toward theieserve pit. This drainage pattern will help ensure that storm water runoff and
spilled liquids remain on the Pad-
ln areas that are disturbed by well pad construction, topsoil will be stripped and
stockpiled near the site. Topsoil stockpiles will be seeded as soon as practicable to
pr"r"ir" the topsoil r"ro*"". Soil materials will be managed so that erosion and
iediment transport are minimized. Nearby drainages will be protected by appropriate
measures. The well pad will be graded to drain the pad surface to the reserve pit and to
direct runoff from surrounding areas away from the well pad and reserve pit'
Drilling a natural gas well typically requires 5 to 10 days with subsequent completion
taking In additionat S to lO days. Testing of completed wells may take from2 weeks to
4 months. tf acceptable production is achieved, the wells wilt be shut-in until gathering
lines and productitn facilities are constructed. The drilling pad will be graded to reduce
the pad surface area to approximately I acre and to reduce cut and fill slopes to
appioximately 2h:lv (horizontal: vertical). Access roads will remain in place for well
operation and maintenance activities.
If all wells on a pad are not productive, the wells will be plugged according to COGCC
rules and the pad area reclaimed to approximate pre-construction contours. Reclamation
and final stabilization will be conducted as described in Section 4. Note that the
proposed well pads contain from 4 to 8 wells and it is considered unlikely that all wells
on a given pad will be non-productive.
n\- -/
NPR SWMP EnCana
The Central Yard (Middle Fork Compressor Station) will ultimately be the site of gas
processing, compression, and other support facilities. The final configuration of the
bentral yLa wiit include drainage features to divert mn-on away from the site and to
collect and direct run-offto a storm water storage pond. A preliminary grading plan with
conskuction phase storm water BMPs indicated is included in Appendix C'
2.2 Schedule of Construction Activities
Natural gas exploration and development activities are currently underway at the NPR'
Existingand currently planned weli pads are included in this SWMP- Currently, soil at
the proj-ect area is frozen therefore, storm water BMPs witl be installed as ground
"orriiti,o* allow. For well pads that will be constructed next year, BMPs will be
installed prior to, during, and immediately following construction as practicable.
Development of the natural gas resource and construction of necessary improvement on
this property will likely continue for the next 3 to 5 years. Recovery of natural gas from
thesi constructed facilities will most likely continue for the next 50 years, or more-
2.3 RunoffCharacteristics
Runoff characteristics are based on site topography, soil type, and soil/vegetative cover-
Surface elevation ruutges from approximately 6,000 to 8,500 feet. Surface soils range
from alluvial sandy silts and clays to exposed bedrock. Slopes range from I to over 100
percent. Currently proposed well pads are typically on alluvial valley floors to alluvial
ians. Soils at proposed well pads range from sandy silts to silty sands with gravel-
proposed welfpads are located on areas that have slopes ranging from 5 to 45 percent.
Soil rypes ateachproposed well pad are listed in Table 2'
2-4 Threatened and Endangered Species and Historic Places
EnCana has retained a wildlife biologist to conduct surveys and make recommendations
regarding wildlife mimagement on the property. EnCana has retained plant biologists to
co-nduct a wetlands ,*iy, the wetlands identification mapping has been completed.
Currently no activities or work areas zue planned to be located within potential wetlands.
EnCana has retained an archeologist to conduct a culhral resource inventory of the
property.

3.0 POTENTIAL POLLUTION SOURCES
Potential pollution sources associated with construction sites and natural gas development
include:
o Sediment resulting from erosion of soil stockpiles and other areas cleared of
o Leakage of fuels and lubricants from equipment and spills from fueling;
. Trash and debris from clearing activities, construction materials, and workers;
o Drill cuttings and drilling fluids;
o Well completion fluids; and
. Produced water.
The most common source of pollution from drilling sites is sedirnent which can be
carried away from the work site with storm water runoff and impact the water quality of a
receiving stream. Clearing, grading, and otherwise altering previously undisturbed land
can increase the rate ofsoil erosion over pre-disturbance rates-
Petroleum products can also be potential storm water pollutants. These products are used
in construction and drilling activities to power or lubricate equipment and include: fuel,
gear oil, hydraulic oil, brake fluid, and grease-
Debris from laydown areas, residue from equipment cleaning and maintenance, and solid
waste generated from land clearing operations and human activity (trees, brush, paper,
trash, etc.) present other potential pollution sources within the construction site. Other
materials on-site will include compressed gasses used in welding and chemicals used and
stored on-site for use in drilling and well completion.
Drill cuttings and drilling fluids are generated during well construction. These will be
placed in the reserve pit during drilling operations. Although a spill of these materials is
unlikely to occur, these fluids can be potential storm water pollutants.
NPR SWMP EnCana
4.0 DESCzuPTION OF CONTROL MEASURES
4.1 Soil Erosion and Sediment Controls
The objective of erosion and sediment controls is to minimize the release of sediments to
storm water runoff. This can be accomplished through the use of structural and/or
nonstructural controls. This section describes erosion and sediment controls to be used at
active construction sites to minimize possible sediment impacts to storm water runoff'
The proposed erosion control features include:
o Placement of the topsoil stockpile at the upstream edge of well pads to divert run-
on;
o Installation of silt fence at or below the toe of fill slopes where located- within I 00
feet of surface water drainages or where steep slopes will likely result in rapid
drainage from the location to nearby drainages;
oGradingwellpadsurfacestodraintowardthereservepit;
o lnstallation of check dams in areas of concentrated flow;
o Temporary seeding of well pads that will remain in the drilling configuration
through winter; and
. Permanent seeding of well pads where all wells have been drilled' completed'
production faciliti-es installed, and the pad slopes have been regraded to the long-
term, Production confi guration.
The types and locations of structural BMPs for well pads listed in Table 2.1 ate shown on
the well pad plats in APPendix C.
4.1.1 Uphill topsoil stockpile/diversion berm

from thl well pad. A typicat well pad layout is shown on Figure 2.
4.1.2 Downhill silt fence
Silt fence will be installed at the toe of well pad and other fill slopes located within 100
feet of a surface drainage. Silt fence may alio be required in areas where steep slopes
below the site will likeiy result in fast flow of water from the location to nearby
drainages. A typical wen paa layout is shown on Figure 2. Typical silt fence installation
details are given in APPendix B-

typical installation location is shown on the typical well pad layout (Figure 2)' Hay bale
check dams should also be installed at suitabie locations along new access roads. Typical
hay bale check dam installation details are given in Appendix B'
There are several culverts with drop inlets near the East Fork access road' Due to
fotential erosion from the road and nearby pipeline disturbance, these inlets should be
irotected by hay bale structures. The hay bale inlet protection detail in given in
Appendix B.
4.1.5 Rock check dams
Rock check dams will be installed in areas of concentrated flow' Rock check dams may
be used instead of hay bale check dams in areas where steep slopes, highflows' or long-
term exposure are exiected to result in failure or frequent maintenance of a hay bale
structure. Typical t ay Uute check dam installation details are given in Appendix B'
4.1.6 Road drainage relief
Culverts, rolling dips or water bars may be used to provide drainage of water from road
surfaces as needed to drain low areas or to reduce the amount of water flowing on the
road surface. Road drainage relief should be provided as needed and in accordance with
generally accepted practicJs. Guidance for road drainage relief is available in the
document "Low-Volume Roads Engineering, Best Management Practices Field Guide"'
developed by the u.S. F.orest Service and available on-line at
http://www.blm.gov/bmp/field%o20guide.htm- Depending on the location and type of
drainage relief irr.tat"a,?aitio.r.t sediment control features may be needed such as
sedimJnt removal at the inlet and erosion protection at the outlet.
4.1-7 Culvert inlet and outlet protection
Installation of culverts may be needed in certain areas where access roads intersect :
intermittent drainages. The culvert inlet area will include a sediment sump that is at least
4 feetby 4 feet Uy i.S feet deep. The culvert outlet area will include an energy
dissipation feature. Acceptabli energy dissipation will include rock lining or turf
reinforcement matting (TilM). Roct iining will be 2- to 4-inchdiameter rock at least 6
inches deep and haviig plan dimensions of at least 4 feet wide by l0 feet long'
NPR SWMP
The area of rock lining should be prepared by removing 6- to 8-inches of soil' The
shallow excavation sh"ould be filred with rock and the rock secured in-place by bucket
tamping or wheel-rolling. The rock outlet should be installed to promote lateral
sp.eading of water as it flows across the rock'
4.1.8 Soil Berms
Soil berms may be used to divert drainage away fromareas of concern or to direct flow
toward sediment control structures. w}r"e.e used, soil berms shall be constructed of soil
with sufficient fines to minimize flow through the berm' Berms shall be at least 18-
inches tall and will be compacted in place b! wheel rolling with suitable rubber tired'
heavy equiPment-
4.l.gTemporaryseedingofpadsinthedrillingconfiguration
well pads at the NPR generally contain from 4 to 8 wells. Given the estimated I year or
-or"t"t*een pad conltruction and stabilization grading and vegetation; temporary
seeding of cut una irtt slopes and all disturbed areas that will not be used for work
activities should be seeded. This temporary seeding will not only help reduce erosion but
will help avert the colonization and spread of invasive and noxious weeds' Establishment
of vegetation on topsoil stockpiles is critical as this will help maintain viability of the
topsoil resource. Slgt"g"tion of topsoil material and replacement of topsoil in its
respective original position (last out, first in) would assist in the reestablishment of soil
health and ProductivitY.
The temporary seed mix should include annual, cereal crop seeds such as oats or barley
and suitable grass ,p".i"r. Grass seed will be included in the seed mix to provide
sustainable vegetative cover in the event that awell pad remains in the drilling
"o#grrrution
io. longer than one year. The temporary seed mix, rate, application
method, and supplem-ental materials will be determined by the revegetation contractor'
4.1.10 Permanent seeding of pads in the long-term production configuration
After drilling of all wells and installation of associated production facilities (storage
tanks, meters, pipelines, etc.) the well pads will be partially reclaimed to reduce the cut
and fill slopes. The well pad will..-ui., in this confrguration for the useful and
economic life of the gas wells, approximately 40 years' To best provide for long-term
vegetation ofthese viell pads tney st outd be vegetated through application ofa
permanent seed mix. e iist of suitable plant types is derived from information in the
ifnCS soil surveys and is given in Table 3'
The permanent seed mix, rate, application method, and supplemental materials will be
selected by the revegetation contractor'
EnCana
NPR SWMP EnCana
4.l.ll Seeding of other disturbed areas
Other project areas disturbed by construction of roads and facility areas will be
revegetated as soon as practicabte following corstruction. Areas that will be revegetated
will primarily be cut and flll slopes associated grading activities. The permanent mix,
rate, application method, and supplemental materials will be selected by the revegetation
contractor. It is anticipated that this will include suitable grass species supplemented by
cereal crops.
4.2 Storm Water Management Controls
Site-specific structural BMPs for existing and planned well pads listed in Table 2.1 are
indicated on plat maps included in Appendix C. As development of the property
progresses additional well pads, access roads, and facilities areas will be planned and
constructed. This SWMP will be revised as needed to address new disturbances.
Depending on the type and location of new facilities there may be a need for inclusion of
new and different BMPs. In general, new development should be planned with
consideration for storm water quality (e.g. minimize disturbed area and maximize
distance from surface water drainages, as practicable).
Other developments on the property, primarily existing and./or improved roads, not
currently or specifically addressed in the SWMP will be periodically checked for erosion
and drainage problems. This is especially important for access roads located within 100
feet of surface drainages or creeks. If problems are noted, they should be reported to the
Site Manager and/or SWMP administrator. Problem areas may be addressed through
road maintenance activities, but will likely need to be addressed through BMPs which
will be added to the plan as needed.
4.3 Other Controls
4.3.I Waste management and disposal
Well pad construction and drilling will generate various other wastes during the course of
construction. Other wastes may include the following:
o Trees and shrubs from clearing operations,
. Trash and debris from construction materials and workers,
. Drill cuttings,
o Drilling fluids, and
o Sanitary sewage.
Each of these wastes will be managed so as to not contribute to storm water pollution.
Trees and shrubs will be piled along the toe of well pad fill slopes to provide additional
sediment control- Construction trash and debris will be collected in containers and
hauled off-site for disposal in suitable landfills. Sanitary waste will be containerized in
portable toilets or other storage tanks with waste materials regularly pumped and
transported off-site for disposal at approved facilities. All drilling fluids will be
9
NPR SWMP EnCana
circulated within tanks or placed within the reserve pit. A minimum of two feet of
freeboard will be maintained at the reserve pit at all times to minimize the potential for
overflowing. Prior to pit closure all non-exempt materials and liquids which have been
placed in 15g pit may be hauled to the next well site to be drilled or will be allowed to dry
tefore backfriling the pit. Alternatively, pit fluids may also be removed and disposed of
at a certified disposal facility.
4.3.2 Fuels and materials management
Petroleum Products
petroleum products which may be present at the construction/drilling sites include:
gasoline, diesel fuel, lubricanioils, hydraulic oils, used oils, and solvents- Gasoline and
diesel fuel will be stored in portable storage tanks with secondary containment.
Lubricant, hydraulic, and miscellaneous oils and solvents will be stored in 55-gallon or
smaller containers.
pollutants from petroleum products used during construction and drilling activities adhere
easily to soil particles and other surfaces. In case of a spill or leak, soils contaminated
with petroleum products will be contained and removed to a proper disposal site.
Proposed soil erosion and sediment control practices will aid in retention of spills or
leaks. Use of secondary containment and drip pans will reduce the likelihood of spills or
leaks contacting the ground. Proposed maintenance and safe storage practices will
reduce the chance of petroleum products contaminating the drilling site. Oily wastes
such as crankcase oil, cans, rags, and paper containing oils will be placed in proper
receptacles and disposed of or recycled. An additional source of petroleum
contamination is leaks from equipment and vehicles. Routine daily inspections will be
conducted to identiff leaks and initiate corrective actions, if needed.
The following guidelines for storing petroleum products will be used-
. All product containers will be clearly labeled.
o Drums will be kept off the ground within secondary containment and stored under
cover ifneeded.
. Fuel tanks will be stored within secondary containment'
o Lids of drummed materials will be securely fastened-
o Emergency spill response procedures will be available on-site. Persons trained in
handling spills will be on call at all times.
. Spill clean up and containment materials (absorbent, shovels, etc.) will be easily
aicessible. Spills will be immediately cleaned up and contaminated materials will
be properly stored on site until they can be disposed of in accordance with
applicable regulations.
r Storage areas and containers will be regularly monitored for leaks and repaired or
repla&d as necessary. Workers should be reminded about proper storage and
handling of materials during weekly subcontractor or safety meetings

Other Chemicals Products Management
Additional materials will be used and stored on site for use in well drilling, construction,
and completion. These materials will be stored appropriately and managed to minimize
spills and leaks. Storage areas will be regularly inspected and any minor spills or leaks
will be cleaned up immediately.
Materials Management
The drilling contractor will maintain a laydown or staging area for equipment and
materials storage at each site. These areas will be maintained with good housekeeping
and will be inspected on a regular basis for spills, leaks, and potential contamination-
Excavations at the well pads not needed for completion and production operations will be
filled immediately upon release of the drilling rig from the location.
4.3.3 Construction Site Housekeeping
Well pad housekeeping will consist of neat and orderly storage of materials and
containerized fluids. Wastes will be temporarily stored in sealed containers and regularly
collected and disposed of at off-site, suitable facilities. If spills occur prompt cleanup is
required to minimize any commingling of waste materials with storm water runoff.
Routine maintenance will be limited to fueling and lubrication of equipment. Drip pans
will be used during routine fueling and maintenance to contain spills or leaks. Any waste
product from maintenance will be containerized and transported off site for disposal or
iecycling. There will be no major equipment overhauls conducted on site. Equipment
will be transported off site for major overhauls.
Temporary and permanent roads will be installed and stabilized to minimizethe transport
of sediment from the road surface by mobile equipment.
Cleanup of trash and discarded materials will be conducted at the end of each work day-
Cleanup will consist of patrolling the well pads, access areas, and other work areas to
pickuplrash, scrap steel, other discarded materials, and any contaminated soil. These
materials will be disposed of appropriately.

5.0 INSPECTION AND MAINTENANCE PROCEDURES
To meet requirements of the General Permit inspection and maintenance of erosion and
sediment controls must occur during the project. Continued inspection and maintenance
is required for specific structures after construction is completed. The inspection
program will include the following:
l. A qualified person familiar with the SWMP and control measures will conduct the
inspections-
Inspections will cover these area of the construction site:
o Disturbed areas without stabilization,
o Material storage a.reas,
. Check dams,
o Silt fence,
. Surface water diversions,
o Downgradient areas,
. New access roads, and
o Locations where vehicles enter or exit the site.
Inspections will occur at least once every 14 calendar days and within 24 hours of
a precipitation or snow melt event that causes erosion.
4. Permanently stabilized areas will be inspected at least once per month.
5. A log of inspections will be kept.
6- Water quality will be assessed for all receiving streams and discharge areas during
each inspection-
7. Disturbed areas and material storage areas that are exposed to precipitation will be
inspected for evidence ofpollutants entering nearby drainages.
Check dams, silt fences, and other BMPs will be inspected for evidence of
deterioration, under-cutting, and build up of sediment. Sediment will be removed
when it has built up one-third to one-half the height of the hay bales or silt fence.
Roads used for vehicle access will be inspected for evidence of off-site sediment
transport-
10. Following each inspection, the SWMP will be modified as necessary to include
additional controls designed to correct identified problems. Revisions to the
SWMP will be made within 7 days of the inspection.
I l. An inspection report summarizing the scope of the inspection, the name of the
person conducting the inspection, date of inspection, and observations relating to
the implementation will be prepared. Inspection reports will be retained for at
Ieast 3 years from the date that the site is finally stabilized.
12. Actions taken to modiff any storm water control measure will be recorded and
maintained with the SWMP.
13. If no deficiencies are found during the inspection, the report will contain
certification that the site is in compliance with the SWMP. Signatures will be in
accordance with the General Permit Conditions,Part E. I (Appendix A).

North parachute Ranch Drill Fluid Recycling Facility: -a 27,000 acre parcel located
roughly 10 miles north of the town oi p*I"n 'tt, Lolorado' For a complete legal
deslription, please see Appendix 6 of the Special Use Permit'
2.0 Proiect Overview
2.1 Proposed Use
EnCana Oil and
operation in the
parcel.
Gas USA, Inc. (EnCana) is requesting a permit for.a drill fluid recycling
North Parachute Ranch orPR). The NPR consists of a 27,000 acre
This drill fluid recycling operation will ultimately use 60 existing and future pits within
the NPR. A complete fltt tf existing and future well pads is in Appendix 1' These pits
are on gas well pads permitted and constructed to the specifications needed for drill fluid
collection during a.itiing operations. Initial recycling operations will be conducted at pits
on pads D27, C27,1<Z1,bZlX, A15, 127,H;2, ttZg-, *rd G29. An existing pipeline
network will be ur.J a "arry
ariu fluid from the pits to the Middre Fork water storage
Facility for processing.
This system will reduce the water truck traffic on the surrounding roads by 200 trips per
day. The processes described will recycle approximately 210,000 barrels (bbls) of water
which will be reused in drilling operations SO-OO times. This results in a fresh-water
savings of 30,000 to 60,000 bbls per day'
The storage and treatment processes that will occur at these sites present relatively benign
effects in terms of odor, noise, dust, and visual impact. The nearest residence is three
miles south of the area of activity'
This system will reduce the water truck traffic on the surrounding roads by 200 trips per
day. The remaining vehicle activity associated with this particular drill fluid recycling
pro."r. willbe an estimated one truck per day'
There will not be any additional construction of structures in association with these pits'

2.2 Hours of OPeration
These pits will be used 24 hours a day,365 days a yeat, for the duration of natural gas
development in the North Parachute Ranch. The estlmated closure date for these pits is
2009.
2.3 Site DescriPtion
The location of these proposed sites is a 27 ,000 acre property owned by EnCana' The
area of activity does ,toi .o-" into contact with any^ adjacent properties' and the
geographical relief is substantial causing it " "ff".F of-thesl proposed activities to be
negligible. The nearest residence from ihis site is three miles to the south' The closest
municipality is the town of Parachute, 10 miles to the south' The proposed sites are
f"ni"a u guarded gate althe end of County Road 215'
These proposed sites are currently used (or will be in the case of future well pads) as
drilling fluid evaporation and storage ;irt'"" neryi{e{ natural gas well pads' Locations
of each of the g *;ll-p;J, to be initialty used in the fluid recycling program are shown on
the Vicinity Map in Appendix q arri tn" ftop.t y boundary is shown on Figure I in
Appendix 1.
2.4 Site Design
This drill fluid recycling operation will utilize 60 existing and future pits for treatment
and storage. A 1i; of "existing and future wetl pads anJ location layouts showing pit
locations at each pad are given in appenaix 1. These pits are on gas welr pads permitted
and constructed to the specifications needed for drill fluid collection during drilling
operations.Thepitswillbeintegratedintoadrillfluidrecyclingsystemthatwillinitially
include pits at pud, oz7, Czi, I<23,- ozzt' Al5' J27' .Y22: y29^' G2:, and would
ultimately use pits at all existing *i i,rt*. well pads (listed in A-ppendix 1)' The
recycling operation would *o ln orporate existing.pipetlnes for fluid transfer' and
previously permified Middle Fork Water Storage Faclfity and the NPR Cuttings Storage
Facility.
These sites are currently permitted pits on existing natural gas well pads' The design of
each location is in accordance witn Coccc regrilations to prevenl.the release of fluid'
These precautions include: maintaining two feet of freeboard within the pits to ensure
that discharge to so.fa"e water *itt"rro, occur; and lining the pits with Solabond'
containing bentonite, then overlaying it" sotuuond.with 16 mm impermeable high-
density polyethylene (HDPE) pit linlr and then enclosing the pit with a lined berm'
Location layout maps for all existing *a ft't*t well pads are provided in Appendix 1'
