Please submit this information in narrative form and be specific. 2] If you will be using water or will be treating wastewater in conjunction with the proposed use, please detail the amount of water that would be used and the type of wastewater treatment. If you will be utilizing well water, please attach a copy of the appropriate well permit and any other legal water supply information, including a water allotment contract or an approved water augmentation plan. 3] A map drawn to scale portraying your property, all structures on the property, and the County or State roadways within one (1) mile of your property. If you are proposing a new or expanded access onto a County or State roadway, submit a driveway or highway access permit. 4] A vicinity map, showing slope of your property, for which a U.S.G.S. 1:24,000 scale quadrangle map will suffice. 5] A copy of the appropriate portion of a Garfield County Assessor's Map showing all public and private landowners adjacent to your property. Include a list of all property owners and their addresses. 6] Attach a copy of the deed and a legal description of the property. If you are acting as an agent for the property owner, you must attach an acknowledgment from the property owner that you may act in his/her behalf. 7] For all applications pertaining to airports, the oil and gas industry, power generation and/or transmission industry, or any other classified industrial operation, you must submit an impact statement consistent with the requirements of Sections 5.03, paiagraphs I thru 3; 5.03.07, inclusive; and 5.03.08, inclusive. The consideration of this proposed Special Use will require at least one (1) public hearing, for which public notice must be provided. The Planning Department will mail you information concerning this hearing(s), approximately 30 days prior to the scheduled hearing. You will then be required to notify, by certified return receipt mail, all adjacent landowners and publish the notice provided by the Planning Department, in a newspaper of general circulation. Both these notices must be mailed/published at least 15 days prior to the public hearing. The applicant shall bear the cost of mailing and publication and proof of mailing and publication must be submitted at the time of the public hearing. The cabin would allow for up to twelve (12) individuals and an on-site caretaker, and would remain open year round. LOCATION: 17 miles north of New Castle on Rd. 245, the New Castle Buford Road. ACCESS: Access is provided by an existing drive entered onto by 245 Rd. The drive will remain open year round to the parking area as indicated on the Site Plan. PARKING: A clearing located south and west of the proposed cabin will be designated as the summer parking area. Winter parking will be north of Rd 245. FIRE SUPPLY: A 300 gallon cistern will be provided with fire extenguishers located throughout the cabin. Water will also be available directly from the existing well. The property is located within the Burning Mountain Fire Protection District. WATER SUPPLY: A single well #228086 has been drilled on-site producing I 0 gpm. A generator will be located within a storage shed to pump water for daily use and emergency fire flows. WASTEWATER: A septic system will be installed and located west of the cabin, clear ofthe well area. ZONING: The property is located within the AIR/RD Agricultural Residential Rural Density which allows by Special Use, Resort Designation as indicated in Section 3.02.03. The Code defines resort as follows: Resort: Dude ranch or guest ranch; hunting or fishing cabin, cross country or trail skiing lodge (any of which shall not exceed twelve (12) dwelling units or forty-eight (48) beds or visitor capacity). land used for purpose of recreation, which provides lodging, recreational activities, diningfacilities, commissary and other needs operated on site for guests or members (A.81-145; 81-263) The proposal calls for a single dwelling with lodging for up to twelve (12) individuals and an on-site caretaker. COMPREHENSIVE PLAN: The property is located within Study Area 2, Garfield County Cmprehenssive Plan, 1994 a.a., specifically in the Low density Residential Zone. The LDR zone allows for one dwelling per ten acres. The proposal allows for one unit per 39.4 acres. Section 5.0. Recreation & Open Space, of the Plan, specifies that 'Garfield county should provide adequate recreational opportunities for County Residents, ensuring that access to public lands consistent with BLMIUSFS policies and preserving existing recreational opportunities and import visual corridors. ' The proposal provides recreational opportunities consistent with the Goals of the Comprehensive Plan and will be constructed and used in compliance with BLM/USFS policies. Special Use Permit - Resort #2.02-448 #1 My children and I moved to the Rifle & Silt area in 1969. For years we helped ranchers move their cattle, cut fire wood, cross country skied, snow mobiled, hunted, camped, did horseback trail rides, helped the Moose plan their horse back Poker Ride, along with the Rifle Snow Mobile Club with their Poker Run, hiked with local clubs, and more, all in this general area. I also joined to help clean up of the Bufford Rd along with the Dog sleders, snow mobilers and skiers together, spring of 2000. We are all very familiar with the area and feel our privately funded project could be an asset to the public, Garfield County and should meet National Forest service partnerships and objectives. lbis very well may be a way to share and give back, this little piece of heaven. Our property adjoins the White River National Forest on our East boundary and we feel this is an ideal location for a destination resort. At the Gateway to the Flat Tops, our land will primarily be used for recreation and lodging will be provided. The property is approximately 17 miles from New Castle with access off the West Elk-New Castle-Bufford Rd. # 244. Our drive was the original road. to the old gravel pit. The plan would be a family oriented, small group recreational use, possible LNT seminars, Seniors outings, X Country skiers, snowmobilers, horse back riding, hunters, actually a multi-use cabin. Of course this would be a seasonally used facility. The elevation is approx. 8800 '. We are in hopes to use the cabin comfortably off-the-grid by eventually producing solar electricity for storage in batteries, and backing up the system with a propane-powered generator. We will also use wood stoves, and have fenced pastures and corrals. We have a good well to provide water, with additional water storage and plan a sanitary service based on accepted engineering standards & approved by the board of County Commissioners. Our plans for the cabin and operation will be similar to The 10th Mt .. Division Hut System, located in Pitkin, Eagle and Sununit County's. with a few added amenities. The area should support this idea since there are no other Huts North ofl-70, but the Eiseman Hut near Vail. lbis also could be a good location for safety and emergencies, since a cell phone does work at our site. The dwelling will be one building approx. 28X 34, with 2 floors. The plan will include a caretaker room, and each level will have a kitchen, great room, a bathroom, and 6 beds. Also an 8xl0 shed for the generator, batteries and storage. The hours of operation would be over night, week-end or by the week It would depend on the activity and season. It would be very doubtful if more then 4 to 6 vehicles would be there at one time, since this is group oriented.
