When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan and in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and drawn to scale. 1 Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade and original grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -rap, (which is required), siding or any approved building material. Engineered foundations may be required. Check with the Building Department. A window schedule. A door schedule. A floor naming plan, a roofing framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind exposure B or C, and a 36 inch frost depth. All sheets need to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IBC, IPC, IMC and IFGC. Applicants are required to indicate appropriately and to submit completed checklist at time of application for a permit: 1. Is a site plan included that identifies the location of the proposed structure, additions or other buildings, setback easements, and utility easements showing distances to the property lines from each corner of the proposed structure prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Slopes of 30% or more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat, shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. This caused concem with the Garfield County Building Department, and upon further investigation and an inspection performed by the department, it was found that the lower floor unit was not known to the County, nor was it within code compliance. As a result, the lower floor occupant has been removed. Jan has retained our office to evaluate the possibility of modifying the existing residence to allow for a lower floor rental unit and we have proposed design modifications to the floor/ceiling and wall assemblies in order to make this modification code compliant. The new dwelling unit is proposed for a portion of the lower floor and there will be areas on the lower floor that are not considered a part of the dwelling unit. These areas include the stairwell and mechanical room on the Northwest side, as well as the unfinished storage room on the East. The new dwelling unit will be isolated from these areas, as well as the livable area on the upper floor, by adding additional fire rated gypsum board to the walls an ceilings that separate them. There will be no modifications undertaken that will affect the integrity of the building structure. Please refer to attached `Dwelling Unit Drawing" for further information. Egress: The new dwelling unit will have egress from a Southeastern entry door. An existing entry light provides external illumination to the new dwelling unit. The door opens out under a wood deck, and into a South lawn. There is a walkway along the East side of the building up to a common driveway with ample space for at least four vehicles. There is a large slider window within the Bedroom, facing South, and upon site measurement it was determined to comply with emergency escape requirements under Section R310 of the IRC 2003. A secondary means of egress from the dwelling unit is also proposed through the stairwell leading up to the common driveway to the North. The stair was inspected and found to be in compliance with Section R311.5 of the IRC 2003. To comply with this section, we are recommending 2- 2'-6" x 3'- 6" windows, flanking the existing glider within this room. Smoke Alarms: There is an existing smoke alarm system that can be utilized in the new dwelling unit. There is a detector within the bedroom, and one in the great room. The detectors appear to be hardwired. Seperation requirements: Under Section R317 Dwelling Unit Seperation, IRC 2003, the following requirements are listed: R317.1 Two-family dwellings. Dwelling units in two-family dwellings shall be separated from each other by wall and/or floor assemblies having not less than 1 -hour fire -resistance rating when tested in accordance with ASTM E 119. Fire -resistance -rated floor -ceiling and wall assemblies shall extend to and be tight against the exterior wall, and wall assemblies shall extend to the underside of the roof sheathing. We are proposing to introduce new construction in the form of one hour veneers to the walls and ceiling of the new dwelling unit. The existing walls and ceiling contain gypsum board, but there is no evidence that this gypsum board is fire rated. In order to comply with Section R317.1, we have introduced two new details: Wall Modification Detail, and Ceiling Modification Detail. Each detail adds 1" minimum net width of fire rated gypsum board on the inside shell of the new dwelling unit. We have enclosed documentation from USG regarding testing that has been done to establish 2 staggered layers of 5/8" type "x" as an approved one hour rating. Within the new dwelling unit, baseboard heating is supplied, independent of what appears to be a HVAC system for the upper floor. There is some ducting for HVAC in the upper floor and structure encroaching into the dwelling unit ceiling. The ducting and beams will have to be wrapped individually with the 2 layers of 5/8" to ensure one hour protection between them and the new dwelling unit. There is an exhaust fan within the dwelling units bathroom. There is concem that the exhaust ducting for this room goes through the upper floor assembly. As the room contains a small operable window, ventilation can occur through it, and it is our recommendation to remove the exhaust ducting in order to circumvent through penetration fire resistive requirements. Access Panels: In the Bedroom closet, there is an opening within the wall that has access to an upper floor sewer line clean out, an access panel for this must have a one hour rating, ie. consist of 2 - layers of 5/8° gypsum board, glued together, with the panel having at least 1 ° overlap at opening. In the Closet on the West side of the Kitchen, there is a crawl space access panel. This panel will need to be replaced and a panel similar to the one described in the Bedroom closet should be provided. This type of separation is easily achieved by the use of gypsum board applied to either wood or steel framing members. These fire -rated separations are usually provided as total assemblies, consisting of the structural member, the gypsum board and structural flooring material (if a floor/ceiling assembly). Listings of many fire - rated assemblies or Designs are found in the GA - 600, UL Fire Resistance Directory, etc. However, often no fire -rated assembly exists to match a particular configuration to be built. This is often the case for retrofit work, but may also occur in new construction. In this case all of the fire resistance may be provided by a gypsum board "membrane"; typically several layers of fire - rated (type X) gypsum board. Fire Tests and Finish or Membrane Ratings The finish rating is derived from the same test method (ASTM E 119) that establishes fire - resistance ratings for systems. The finish rating is the time necessary for an average rise in temperature of 250°F (140°C), or a maximum rise of 325°F (180°C), as measured on the face of the wood (i.e., framing) nearest the fire. In a gypsum board system, this is the time required for the back (unexposed) surface of the gypsum board to reach one of the limiting conditions as defined above. Finish ratings have been established for most fire -resistance rated systems that incorporate combustible (i.e., wood) framing components. In gypsum board construction, the finish rating can be determined to be the fire -resistance rating provided by the gypsum board membrane on the fire exposed side. While the use of finish rating data Is a common and generally accepted practice to validate and document the required fire resistance of a membrane, Its Printed in USA use must be approved by the authority having jurisdiction. When to Use a Membrane Rating Fire tests on floor -ceiling systems are historically conducted with fully loaded solid -sawn nominal 2x10 (38x235 mm) floor framing. Hundreds of fire tests were conducted prior to the development of engineered wood trusses, wood I -joists, and lightweight steel joists. In certain types of new construction, it may be neither practical nor economical to use the type of structural components found in tested and listed systems. In addition, engineered systems taking into account the actual loads and spans enable designers to specify systems that may not require 2x10 (38x235 mm) joists These engineered systems often specify smaller dimension lumber, wood trusses, wood Hoists, other engineered lumber products, steel channel joists, or other materials as the structural framing. The effect of using smaller lumber sizes where shorter spans and lower loads are encountered has not been documented by full- scale tests. Due to the larger size of the test specimen required in the ASTM E 119 fire test method, it may not be possible to evaluate such designs by full scale tests. Retrofit construction often presents unique situations for designers, contractors, and building officials. Upgrading existing walls or floor -ceiling systems may involve limited access to the space or the presence of construction materials that may not be used in any currently available tested or listed system. When it is not possible to construct a specific tested system, the use of the finish rating of a system may be the only practical method to determine the rating. Gypsum board membranes most commonly used to meet fire -resistance requirements in unique circumstances are described and shown herein; the details and sketches are based on UL Designs U301 and L556, and on GA File Nos.
