MINING PLAN
The proposed Flatiron Paving Co. Clark Pit consists of
a meander plain of gravel material located on the north side
of the Colorado River approximately k mile east of the town
of Parachute. (Section 7, Township 7 South, Range 95 West,
6th P.M., Mesa County, Colorado.) The proposed site includes
approximately 10 acres.
The site will be mined for grave! under the terms of an
MLRB 1I1 Special Operation permit. This material is being
provided on a sub-contract basis for State Highway Contract
No. I-70-1156)75, to construct the I-70 Parachute East-West
section.
Topsoil and overburden will be removed and stockpi-Ied
along the perimeter of the proPerty as shown on the mining
plan map. Scrapers will be used to excavate the material
and transport it to the job site. Mining vrill progress
generally from the southl^/est to the northeast'
The site will be mined in one continous phase. The
project wi-11 last approximately 30-120 days depending on
the progress of the highway construction project. Approxi-
mately 50,OOO cu. yds. of material will be removed.

The site will be dewatered during the life of the pro-
ject. An NPDES permit has been applied for for this facility.
A lOO foot setback will be maintained around the property,
except on the west side. Total acreage of the setback areas
will be 4.0 acres. Total acreage of the proposed mining
area will be I0.0 acres.

Industrial Operations Impact Statement
Water Quality ImPact
The proposed Flatiron Pavi.ng Company Clark Pit is
located on a deposit of gravel mater|aI adjacent to the
Colorado Rj.ver. No disturbance to the prevailing hydro-
logic balance is anticiPated.
I{ater quality on the site will be controlled to comply
with all applicable Federal, State and County regulations.
An NPDES permi-t application is being processed for this
facility.
Vehicle Travel Routes
Traffic generated by the operation will enter and
leave the site via an easement across adjacent property.
No county roads will be used for access duri-ng the project.
Approximately 60 one-way vehicle trips per day will be
generated by this oPeration.
Buffer Zones
The proposed mine site is separated from surrounding
land owners on the east and south by the Colorado River,
which has an average channel width of 300 feet in this
area.
Landowners will be buffered by a 1c0 foot vegetated
setback surrounding the project on the north, east and
south sides. Property to the west is owned br7 the applicant.

Reclamation Plan and Reclamation Map
The reclamation plan map is j-ncluded in Map Pocket
No. 2.
As mining is completed overburden and topsoil will be
replaced around the shores of the smal1 lake. Scattered
irregularities will be created in the lake shores with
available surplus reject and overburden material to enhance
its appearance and increase the suitability of the site for
wildlife habitat. The shoreline acreage to be reclaimed
will total four acres.
The post mining reclamation of this land will create
a small lake surrounded by riparian vegetation adjacent to
the Colorado River. The short time frame of this project
limits any potential impacts the operation may have on
scattered property developments adjacent to the site. The
area to the west of the site is owned by the applicant and
has been overlotted prior to development.
Rule 5 .1 Gradj.ng
Following mining, overburden and reject material will
be used to reestablish slopes around the perimeter of the
site which will be 3:1 from ground 1eve1 to 10 feet below
water 1eve1, and 2:L from that point to the bottom of the
Iake. Topsoil will be distributed over the lakeshores to
a depth of 5-8".

Backfilling and slope stabilization will be conducted
sequentially as mining is comPleted. No problems with
erosion are anticipated due to the moderate angle of the
proPosed slopes"
No toxic materials are being mined on the site. There
will be no open exPloratory holes or mine shafts created by

The operator does not anticipate that any of the pro-
posed mining or reclamation activities will cause any dis-
turbance to the prevailing hydrologic balance-

The 5lroposed mine sj-te includes aoproximately half
of a 29 acre meand.er plain situated adjacent to the Colo-
rado River. The site has been recently burned and the
majority of the undergrowth was destroyed. Scattered
cottonwoods exist primarily along the perimeter of the
site. The operator proposes to leave a 50-100 foot buffer
