I. SUMMARY OR REQUEST
The Roaring Fork water and Sanitation District (RFwsD) is proposing to build a variable speed liftstation on the Bair Chase Ranch Subdivision at Sanderc nurr"t puo,Io transport sewage from theeast side of the Roaring Fork River to the RFWSD treatment facility on the *"rt ,id" ofthe RoaringFork River.
II. DESCRIPTION OF THE PROPOSAL
The sanders Ranch PUD was approved for a total of 230 residential units on approximately281'6 acres of land, with 230 acres of land dedicated to open space. The residential portion ofthe plan includes 120 multi-family dwellings, 48 condominiums, 4g single family dwellings andl4 golf course lodging units. A private 18 hole golf course is incorporited into the open spaceproposed as a part of the development.
Request: The RFWSD-has agreed to provide sewage treatment for the development and other areason the east side of the Roaring Fork River. To meet the projected needs of the Bair chase RanchSubdivision at Sanders Ranch PUD, it will be necessa.yto urita a sewage line under the RoaringFork River, with a lift station on the east side to moveihe flows across the river to the treatmentfacility.
a. Projected Service
The proposed service arca for the lift station includes the Bair Chase Ranch subdivision,lower cattle creek and the Midway area (cMC turnoff). The Equivalent Residential Units(EQR's) projected forthe "present" condition is 380.4 EeR or t i4t people. The.opresent,,
condition includes Bair Chase and the current Lower Cattle Creek development. With theaddition of the potential development in the Lower Cattle Creek area andih. Mid*u y area,the "future" condition would result in an additional 837 EeR or 2511 people.
b. Wastewater Flow
The proposed lift station is designed to operate at a range of flows between g0 gpm and.435gpm' The design takes into account the possibility thai the Midwa y area-uy ihor" to gain
access to the RFWSD sewage system via the Ironbridge (Rose nanctr; system. The designflexibility will be accomplished by using a three-pumpltation, with oiyiwo pumps installedinitially and changing impeller size to meet varying demands. There will be two forcemains installed to convey the sewage at a minimum of 2 fps. A 4,,diameter line willaccommodate up to 200 gpm and a 6" line will be used for flows greater than 200 gpm.
c. Water and Sanitation Districts
The Roaring Fork Water and Sanitation District was originally approved for formation bythe Board of County Commissioners and District Court in 1994. The initial service areawas the Aspen Glen PUD, with a "regional service area" that included the Coryell Ranch,Crystal River Ranch, Rose Ranch, Sanders Ranch and the Midway area. To date theCoryell Ranch and Rose Ranch properties have been annexed into the District. The SandersRanch property would be next area to be annexed, if the development is approved by theCounty' As a part of the design, the Sanders Ranch property will have oversized lines toaccommodate additional growth in the Lower Cattle Creek and Midway areas. The RFWSD
sewage treatment plant was originally approved for i 07,000 gpd capacity, with the ability toexpand to 321,000 gpd, when demand is increased to that level. Current flows are about25,000 gpd or about 23oh of theexisting capacity. The District maintains that the existingfacility area is large enough to accommodaie a I MGD plant, if demand ever warranted theneed.
d. Hazards
According to a geotechnical report for the project, the proposed lift station is not located inthe identified 100-year floodplain. Th; t00 year fioodplain elevation is 5947, and thebottom of the lift station is at 5966'. The proposed force mains will have to be placed inthe Roaring Fork River floodplain and will t ur. to be permitted by the County.
e. Operation & Maintenance
The facility will be operated and maintained by a State certified operator, hired by theRFWSD.
f. Facility Cost / Implementation plan and Schedule
The developers of the Bair Chase Ranch subdivision at Sanders Ranch pUD will beobligated to install all the facilities and lines necessary to serve their development and thecost of reasonable oversizing of facilities and lines to accommodate additional
development outside of the project area.
III. STAFF COMMENTS
State Statutes: C.R.S. 25-8-702(2Xa-c), and the "Regulations for Site Applications forDomestic Wastewater Treatment Works", defines the parameters by which the Water eualityControl Division ("Division") shall review and appiove or deny a site application for a
wastewater treatment works. The Division is required to determine that each site location is
1) consistent with the long range, comprehensive planning for the area in which it is to belocated; 2) that the plant on the proposed site wili be managed to minimize thepotential
adverse impacts on water quality; and 3) must encourage the consolidation of wastewater
treatment works whenever feasible.
The Applicant is required to obtain a recommendation of approval, denial or no commentfrom the Garfield CountyBoard of Health and Countygoard of countyCommissioners and
various other local and regional agencies.
Therefore, Garfield County's involvement in the process is to determine whether or not the

a. Relationship to the Comprehensive plan
The primary document for the Boarcl to evaluate whether or not a proposed sewage liftstation is appropriate, is the Comprehensive Plan and whether oi not the proposal is
consistent with the long-range water quality plan for the area. The County does not have
a long range water quality plan available, the Garfield County Comprehensive plan of
2000 provides the most pertinent guidance for the recommendutlor. tfr" proposed LandUse Districts map for Study Area 1, identifies the Sanders Ranch p.op".ty as HighDensity Residential (less than 2 acres per dwelling unit). This designatifn was part ofthe basis for approving the Sanders Ranch PUD and determining that it was in general
conformance with the comprehensive plan and to establish the RFWSD.
Guiding land use policy in the plan (Section 7.0 Water and Sewer Services) provides themost specific guidance on this issue. The water and sewer Service goal is:
To ensure the provision of legul, adequate, dependable, cost effective ond environmentallysound sewer and water services for new development
The following objective is pertinent too:
7' 1 Development in areas without existing central water and sewer service will be required toprovide adequate and safe provisions for these services before project approval.

RECOMMENDATION
Based on the current comprehensive plan designation of high density residential and an alreadyidentified service area for the RFWSD , Staff recommends that the Board RECOMMENDAPPROVAL of the site application for the Bair chase Lift Station.
