Please submit this information in narrative form and be specific. 2] If you will be using water or will be treating wastewater in conjunction with the proposed use, please detail the amount of water that would be used and the type of wastewater treatment. If you will be utilizing well water, please attach a copy of the appropriate well permit and any other legal water supply information, including a water allotment contract or an approved water augmentation plan. 3] A map drawn to scale portraying your property, all structures on the property, and the County or State roadways within one (1) mile of your property. Normally — daylight to dark B. Special events — daylight to midnight C. Outfitting, Horse Boarding, Horse Training, Working Cattle — whenever needed. D. Lights (at this time, lights are not up, but will be in the future.) • Lights will be for lighting the working cattle chute, alley ways, holding pens, horse shed, tack shed, on the north side of the arena lights will be used for all arena events in the evenings. • See map drawing of structures marked with 0 for light placement. • Lights are mercury vapor floodlights. All lights shine down on work area and will be mounted on 35 foot poles. There will be up to 6 floodlights mounted to shine to the center of the arena and will be on a separate switch along with the floodlights on the north side of the arena. These floodlights will be used for arena events only. • Time of light use: For arena events not past midnight, all other uses, when there is a need. VEHICLE USE A. Daily: Horse Boarders — up to 10 B. Weekly: Roping Practice — up to 10 per night, 1 to 3 times per week • Gymkhana — up to 20 (usually once a week) • Jackpot Ropings — up to 40, (based on current use). These numbers are subject to change in the future. C. Access and Parking Access is from State Highway 6 &24, north on County Road 225, Antlers Lane, to driveway located on southeast corner of property. We mailed out surveys to all the rodeo participants from tne Snowmass Rodeo, put up posters from Rifle to ElJbel, Colorado and ran notices in the following papers. 1. Er gain Hunter 2. Most of the people have indicated interest in more than one event. Also the following clues have expressed a real interest in the arenas and have offered their help. 1. I originally attended the previously scheduled hearing on this matter, which hearing was deferred. Unfortunately, our schedules may not allow attendance at this evening's hearing. As an adjoining property owner, I would point out several positives in this request: 1. The area is rural in nature; the requested use for horse -centered activities is for the most part considered rural in nature. 2. During this past summer, the Frasers have repeatedly tried to be good neighbors with respect to activities held at the facilities. Without lights in place, late evening hours are not an item of contention. Indeed, this may be the only significant future problem to be faced if not considered in advance. 3. In addition to "commerical" activities held at the facilities, Mr. Fraser has graciously allowed use of the facilities by several 4-H and area youth rodeo groups for practice and learning sessions. With ever-increasing commercial use of the Garfield County Fairgounds facilities, use of those facilities by these youth groups has been necessarily limited. 4. The present lay of the county roads and the location of the irrigation canal considerably regulate traffic concerns. Travelling too fast on roads 225 and 210 in that location will "end you up in the canal" in the blink of an eye. Of course, every scenario has negatives as well. However, we believe that for the most part the positives outweigh the negatives. RE: Antlers Arena Application for Special Use Permit Dear Sirs: 1 am writing in support of a special use permit for Antlers Arena on Silt Mesa. My daughter is 12 years old and now a 3 year member in 4-1-1. She is very much interested in competetion with her paint horse and Antlers Arena was a very convenient .plaee for her to go practice and compete with her horse. This -day 4n age, -when it seems harder and harder to get our kids headed- in the right direction, it's important --for us, as parents to encourage and participate with our children in events that spark an interest with them. In the winter time, when school is in session, we have a variety -of sports, whiclrmy husband -and 1support fully and try riot to miss even one game. In the summertime,. we have a variety of gymkana's we can take our daughter to if it's feasible. This is not always feasible, due to time constraints and gas money. Antlers Arena. was very close, convenient and inexpenive. We have always hoped that there would be an indoor arena available to families in the Valley, as there are always lapses in the "sports" at school and our daughter has complained about how she loses so much time with her horse every winter and has to basically start over every spring. I feel that an indoor area would provide other families like us another option for a family oriented activity. I've always been impressed with the cleanliness of Antlers Arena. The arena itself was always maintained. Frank Frazier always ran the gymkanas with much fairness and_always putting the kids first. I think the Frazier's have done a service to the community and 1 applaude them for this. 1 reallly hope that you allow him the special use permit as it would benefit many in the community. Rd. 225, Rifle. Our properties are adjacent to one another, and the activity in that area has not affected our privacy. Their property has obviously been improved with a plan in mind, which accommodates the horse events. There is plenty of parking and stables for the animals.
