Bowman Garfield County Planning 2014 Blake Avenue Glenwood Springs, CO 81601 RE: Frei and Sons Special Use Permit for an Asphalt Batch Plant Dear Terry: The Division of Wildlife has reviewed the proposed application and believe that the location north of the river is unacceptable for the batch plant. This small area is already very congested with the operator's conveyor, weigh station, machinery, and gravel stockpiles. Much of the vegetation that previously existed has been removed and the river has been encroached upon already as no setback has been observed by the operator. The small size of the area also makes it questionable for the location of any sediment pond which may be necessary to prevent contamination of the river. For these reasons it is our position that an asphalt batch plant not be placed on the north side of the river. With the exception of the traffic problem, the south side of the river appears to be more acceptable. If, however, this permit is approved the following conditions are recommended regardless of location: 1. A minimum 100' undisturbed greenbelt should be maintained between the operation and the river. If located on the south it should be as far from the river as possible. 2. Vegetative screening should be done to reduce visual impact for adjacent land owners and for wildlife cover. This should be accomplished prior to plant operation. 3. Plant equipment should be painted to blend with the surrounding landscape. 4. Hours of operation should be restricted to reduce disturbance to people and wildlife. The Division of Wildlife appreciates the opportunity to comment on this project. Glenwood Springs, CO 81601 Dear Terry: Once again I wish to express the Town's gratitude for making us cognizant of the recent Frei and Sons' industrial proposal (batch plant) near Silt. Historically, Silt has opposed the majority of heavy industrial uses near it's fringes, while many of the gravel pit requests granted through Garfield County's due process have impacted Silt enormously. Jim Ragsdale, the planning consultant hired by Silt to develop Silt's Comprehensive Plan, has made provisions within Silt's area of influence for light industrial uses; example, Insul-Shutter, preferably through developed industrial park design review process. As you're probably aware, recently Silt had asked Garfield County to require Corn Construction, in the event their pit was approved, to front sufficient money for a traffic study to be undertaken by Silt on a payback basis. In reviewing Frei's application, I didn't see this concern addressed. The residents of Silt have signed countless petitions against gravel pit operations in the past and I feel any expansion of related extractive operations would once again be vociferously objected to. The Town of Silt further hopes that the precedent set in denying A.P.C.'s extractive operations request will be maintained. Thank you for the opportunity to provide input.
