A vicinity map drawn to scale depicting the subject property, location, and use of building and structures on adjacent lots. 4. An impact statement on the proposed use where required by Sections 5.03-5.03.12 of Zoning Regulations. 5. A copy of Assessor's map showing property; and a listing of all adjoining ro ert,y owners of said property. 6. A base fee of $ ,!5;25.00 shall be charged for each application and shall be submitted with the application, additional charges may be imposed if County review costs exceed the base fee. 7. Attach a copy of proof of ownership for your property (deed, title insurance). If public notice is required, notice provided by the Planning Department shall be sent out at least five (5) days prior to hearing by return -receipt mail to all the above noted adjoining property owners. Mailing is the applicant's responsibility and proof of mailing must be presented at the hearing. Additionally, the same notice shall be published one (1) time in the official County newspaper at least fifteen (15) days prior to such hearing date. Roberts, President May 15, 1993 Date • • GARFIELD COUNTY REGULATORY OFFICES AND PERSONNEL May 4, 1993 Jean & Dee Blue 0406 County Road 104 Carbondale, CO 81623 Mr. & Mrs. Blue: On December 21, 1981, a Special Use Permit was approved by Resolution No. 81-384 for a sand and gravel mine on your property (legally described as being in Sections 25 and 36, Township 7 South, Range 88 West of the 6th Principal Meridian). In the Conditions of Approval for this Special Use Permit, item #6 specifically states that all access to the project site shall be from County Road 103. On May 3, 1993, over forty (40) vehicle trips were observed in and out of the gravel pit with all but three (3) being from County Road 103. The three (3) trips that were directly from Highway 82 via the gravel road were by Kirkland Construction equipment, two pickups and one fuel tank truck. These three (3) trips, although a small percentage of the activity: (1) Specifically violate your conditions of approval; and (2) Seem to be all from one source, Kirkland Construction. If these violations are not discontinued within the next thirty (30) days, Garfield County has several options including prosecution by the County Attorney for violating the revised, 1978 Garfield County Zoning Resolution and the revocation of your Special Use Permit for the gravel pit. (Garfield County Resolution No. 81-384). The yeneral character and nature of the gravel mining operation shall remain the same as in the existing permit. Present access to the permit is via County Roads 103 and 104. The new access road would utilize the existing access from the gravel piL to the new Ilighway 82 construction project. Uncle): the present permit work hours are 7:00 am through 5:00 pin daily. Truck sizes will be tractor trailer units. Existing structures onsite presently include a scale house (200 sf), maintenance shop (3600 sf) and the crushing equipment. The existing methods of sewage disposal are portable chemical toilets for the gravel pit operation and truck drivers and a leach field for shop personnel. Water for pit activities, including washing of material and equipment and dust suppression, is obtained from the landowners water rights in the Basin Ditch in the summer. Water rights for the pit operation are provided for through District Court, Water Division No. 5, Case No. 87 -CW -364. WaLet will be trucked in for winter use as needed. P.O. Truck traffic will be removed from County Roads 103 and 104. This will remove the conflicts of truck traffic with the growing residential traffic on County Road 103, increasing public safety. Conflict between school bus traffic and existing bus stop at the 103/104 intersection would also be removed. Maintenance requirements on these roads will also be reduced. 2. The new route will reduce the trip time by ten minutes over the present access. This will save fuel and improve truck efficiency. This is of course beneficial to the applicant, but it is, in the long run, also beneficial to the public. 3. Trucks would be able to haul overweight do to the fact that no county roads or state highways will be travelled on. This will reduce the amount of trucking by one half. 4. Trucks will pass in front of the Ranch at Roaring Fork either ori Highway 82 or new access. If temporary access is used, traffic will be reduced by one half. The temporary access road is presently in place. It has been constructed within the new Highway 82 Four -Lane Project presently under construction. IMPACTS OF THE PROPOSED REVISIONS 1. Truck traffic will be accelerating and decelerating in the vicinity of the Ranch at Roaring Fork, introducing some additional noise in the area. On August 5, 1991, Mr. Rick Adams, Officer with the Division of Wildlife, was ment at the site and provided with a description of the proposed modifications of the special use permit. It is anticipated that Mr. Adams will address a letter to Lhe County with his comments regarding the application. TRAFFIC IMPACTS Presently, access to the pit site for all traffic is provided via County Roads 103 and 104. The proposed access will remove almost all pit traffic from these county roads and provide a much more direct and safer route to Highway 82 for this project. Elapsed time for truck trips will be reduced by approximately ten minutes by the proposed road with reduction in fuel consumption and exhaust emissions. The long term detrimental impacts of the truck traffic on the structural and surface conditions of the county roads will also be eliminated. The removal of truck traffic from Conty Roads 103 and 104 will make these roads safer for the local residential, agricultural and school bus traffic. DOMESTIC WATER AND WATEWATER The piirnary factor influencing water and watewater services on the site are the nurnbe of employees located on site. The operatoLs project a range of five (5) to ten (10) employees to be located at the pit site. The existing well will provide domestic water while wastewater will be processed by a standard individual septic disposal system. (Garfield County Resolution No. 81-384). The general character and nature of the gravel mining operation shall remain the same as in the existing permit. Present access to the permit is via County Roads 103 and 104. The new access road would utilize the existing access frorn the gravel piL to the new Ilighway 82 construction project. Under the present permit work hours are 7:00 am through 5:0U pm daily. Truck sizes will be tractor trailer units. Rxisl,.irrg structures onsite presently include a scale house (200 f), maintenance shop (3600 sf) and Lhe crushing equipment. The existing methods of sewage disposal are portable chemical LoileLs for the gravel pit operation and truck drivers and a leach field for shop personnel. Water for pit activities, including washing of material and equipment and dust suppression, is obtained from the landowners water rights in the Basin Ditch in the summer. Truck traffic will be removed from County Roads 103 and 104. This will remove Lite conflicts of truck traffic with the growing residential traffic on County Road 103, increasing public safety. Conflict between school bus traffic and existing bus stop at the 103/104 intersection would also be removed. Maintenance requirements on these roads will also be reduced. 2. The new route will reduce the trip time by ten minutes over the present access. This will save fuel and improve truck efficiency. This is of course beneficial to the applicant, but it is, in the long run, also beneficial to the public. 3. Trucks would be able to haul overweight do to the fact that no county roads or state highways will be travelled on. This will reduce the amount of trucking by one half. 4. Trucks will pass in front of the Ranch at Roaring Fork either on Highway 82 or new access. If temporary access is used, traffic will be reduced by one half. The temporary access road is presently in place. It has been constructed within the new Ilighway 82 Four -Lane Froject presently wider construction. IMPACTS OF THE PROPOSED REVISIONS 1. Truck traffic will be accelerating and decelerating iri the vicinity of the Ranch at Roaring Fork, introducing some additional noise in the area. The impact of this noise is difficult to quantify when considered in context with the existing noise levels of highway 82 traffic volumes and the pLesent construction project. • Page 3 Temporary Access Road Permit May 13, 1993 MINING OPERATIONAL CRITERIA 1. All mining operations will be contained within the boundaries of the site as defined by the meets and bounds description attached with this application. 2. The hours of extractive operations shall be limited to 7:00 am through 5:00 pm daily. 3. Dust conditions on the temporary access drive will be controlled through frequent water applications, the use of magnesium chloride or other chemicals effective in the suppression of dust. 4. Water shall be used as a dust suppressant in the pit area and applied in a frequency and manner sufficient to mitigate any adverse impact from dust. This special use permit application requests a change in the access route to the mining site. The operational plan has been brought up to dale, but. the remaining aspects of the proposed operation will remain consistent with the presently inforce use permit. A more detailed explanation of the proposed revisions and additions is included in the text accompanying the permit application and will not be repeated here. This report intends to describe any possible impacts of the operation and, where appropriate, Lo discuss mitigation measurers. GOVERNING LAWS AND REGULATIONS 'T'lie operations at the site will fall under the jurisdiction of the Colorado Mined Land Reclamation Board (MLRB) and the Colorado Department of Health. This permit is presently in the process of being transferred to Western Slope Aggregates. SURFACE/SUBSURFACE WATER There are no active natural streams heading on or running across the project area. The Basin Ditch and a feeder ditch cross the project and irrigates lands within the projct boundary. The mining and relcarnation plans incorporate provisions for maintaining nninLerrupted flows in these ditches. On August 5, 1991, Mr. Rick Adams, Officer with the Division of Wildlife, was ment at the site and provided with a description of the proposed modifications of the special use permit. It is anticipated that Mr. Adams will address a letter to the County with his comments regarding the application. TRAFFIC IMPACTS Presently, access to the pit site for all traffic is provided via County Roads 103 and 104. The proposed access will remove almost all pit traffic from these county roads and provide a much moue direct and safer route to Highway 82 for this project. Elapsed time for truck trips will be reduced by approximately ten minutes by the proposed road with reduction in fuel consumption and exhaust emissions. The long term detrimental impacts of the truck traffic on the structural and surface conditions of the county roads will also be eliminated. The removal of truck traffic from Conty Roads 103 and 104 will make these roads safer for the local residential, agricultural and school bus traffic. DOMESTIC WATER AND WATEWATER The primary factor influencing water and watewater services on the site ate the nurnbe of employees located on site. The operators project a range of five (5) to ten (10) employees to be located al the piL site. The existing well will provide domestic water while wastewater will be processed by a standard individual septic disposal system. Restroom facilites will be located in the piL maintenance building, and chemical toilets will be used for pit operators and truck drivers.
