When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan and in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and drawn to scale. 1 Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony steps, hand rails and guard rails, windows and doors, including the fmish grade and original grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -rap, (which is required), siding or any approved building material. Engineered foundations may be required. Check with the Building Depattixient. A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind exposure B or C, and a 36 inch frost depth. All sheets need to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IBC, IPC, IMC and IFGC. Applicants are required to indicate appropriately and to submit completed checklist at time of application for a permit: Is a site plan included that identifies the location of the proposed structure, additions or other buildings, setback easements, and utility easements showing distances to the property lines from each corner of the proposed structure prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Slopes of 30% or more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat, shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. The purpose of the site inspection was to determine if the foundations were built in accordance with the engineered foundation plans. The High Mesa Water Treatment Facility electrical building was installed in 2006. This building houses the main breaker panels that distribute power from the primary electric supply lines to the High Mesa area gas drilling operations, south west of Parachute, Colorado. The electrical building is a 50 foot long by 12 foot wide single story modular unit that is designed to be lifted with a crane and placed on top of 12 concrete piers that form the foundation. There are 6 piers, equally spaced at 10 feet apart, on each side of the building. The piers consist of 18 inch diameter reinforced concrete cylinders that are placed at a depth of approximately 6 feet below grade, and rise about 6 inches above grade. The lower structural frame of the modular unit is built from structural steel channels that are welded together. These channels are placed on top of the concrete piers, and are to be fastened to the tops of the piers with 3/4 inch diameter anchor bolts that are 12 inches long, embedded into the concrete. The bolts are to be placed through steel clips that engage the lower flanges of the channels and secure the channels to the concrete foundation piers. Inspection of the building structure is not in the scope of MPA's inspection. Because the concrete for the foundations had already been placed when MPA conducted the foundation inspection, it was not possible to verify rebar size and placement, or depth of piers below grade. Our inspection was limited to a visual assessment of the installed foundations above grade and building attachment. The inspection included review (without validation) of the foundation design drawings, field measurements to verify pier location dimensions, examination of the piers and building frames to check for signs of settlement or other indications of structural failure, building attachment to the piers, and the overall performance of the foundations. The foundation drawings for this project are listed in Appendix "A". During our inspection, the following observations were made: Page 1 of 4 1.) The anchor bolts and steel clips required for attaching the channel frame to the concrete piers were not in place at the time of inspection (see photos in Appendix "B"). These anchor bolts are shown on foundation drawing 420I, detail 1. 2.) The piers were located correctly per the dimensions on the foundation design drawings. 3.) The size and orientation of the piers were correct as per the foundation design drawings. 4.) There were no indications of excessive settlement visible in the foundations or the lower building frames. 5.) There were no indications of excessive settlement in the interiors of the buildings such as diagonal cracks in the building walls, doors that were difficult to open, or any other visual signs. To correct the discrepancies found the following corrective actions need to be performed: 1.) The %," x 12" anchor bolts and clips need to be installed in accordance with the foundation design drawings. Overall, the foundations appeared to be structurally sound, and built in accordance with the design drawings, to the extent that could be visually verified.
