In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. When reviewing a plan
and it's discovered that required information has not been provided by the applicant, this will result
in the delay of the permit issuance and in proceeding with building construction. The owner or
contractor shall be required to provide this information before the plan review can proceed. Other
plans that are in line for review may be given attention before the new information may be reviewed
after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. Also, please consider
using a design professional for assistance in your design and a construction professional for
construction of your project. Any project with more than ten (10) occupants requires the plans
to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and
drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line
and original grade. A section showing in detail, from the bottom of the footing to the top of the roof,
including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house -rap, (which is required), siding or any approved building material. Engineered
foundations may be required.
A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind
speed, wind exposure B or C, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 2003 IRC.
1. Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each corner of the proposed structure(s) prepared by a
licensed surveyor and has the surveyors signature and professional stamp on the drawing?
Properties with slopes of 30% or greater must be shown on the site plan. (NOTE
Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft.
of a property line and not within a previously surveyed building envelope on a
subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's
signature and professional stamp on the drawing. Any structure to be built within a
building envelope of a lot shown on a recorded subdivision plat shall include a copy of
the building envelope as it is shown on the final plat with the proposed structure located
within th, e/nvelope.

Projects or Landscaping Construction within the time constraints noted in Conditions 2. & 3. On Page
6 of this Application will result in a Notice and Opportunity for a Hearing before the BMSA Board of
Directors. If I/We are found in violation of these Conditions at the Hearing it will result in a fine to the
Owner of not less than 5500.00 per month for each full month in excess of the allotted completion time
frame.

features which are built in non-conformance with this full application, including the Conditions of
Approval noted on Page 6 of 6 herein, I/We will be cited by the BMSA/AC in written citation form at the
time of discovery. In extenuating circumstances a Variance may be requested from the BMSA/AC,
provided such Variance request item is within the purview and approval jurisdiction of the BMSA/AC.
If a Variance is not granted by the BMSA/AC and if the Non -Conforming Items are not corrected within
60 days after the date of written citation, I/We will be served Notice of a Hearing before the BMSA Board
of Directors, and if I/We are found in violation of these Non -Conforming Items at the Hearing I/We will
be fined a minimum of 5500.00 per Non -Conforming Item. Notwithstanding the foregoing, I/We
acknowledge that the BMSA Board of Directors and/or Architectural Committee may pursue any legal

At the request of Mr. Tonder, we have reviewed our records and observations at the above referenced site.
It is our opinion that a perimeter foundation drain will not be required for this structure, provided all
recommendations which will be contained within our report of open excavation observation for this site
which pertain to site surface drainage, grading and soil compaction of backfill are closely followed. These
recommendations and requirements are summarized in the notes on the foundation design prepared by Grand
Junction Lincoln DeVore for the site.
It has been our experience in the Battlement Mesa area that if proper site drainage, control of roof runoff and
foundation backfill compaction is accomplished for each site that subsurface moisture has not been a
problem, even in most cases of fiull basement construction. We must emphasize
that these recommendations
and requirements are very similar to those contained within the international building cold and the older
uniform building code. Our experience in semi -arid to arid climates has been that foundation perimeter
drains can create as many problems as are solved. In areas such as Battlement Mesa, we only recommend
foundation perimeter drains when specific problems are anticipated, which cannot be mitigated by site
grading, roof runoff control and foundation backfill compaction.
It is believed that all pertinent points have been addressed. If any further questions arise regarding this

on 1-31-2006 . Our examination was based on foundation engineering drawings previously completed by Grand
Junction Lincoln DeVore, Inc. for this site.
All footings were the correct width and depth as per our foundation design.
Grand Junction Lincoln DeVore personnel have observed the foundation reinforcing steel at the above referenced site
on 1-31-2006 and 2-09-2006.
Proper placement and quantity of steel reinforcing bars were found at the time of our observation. Therefore, it is our

As requested, Grand Junction Lincoln DeVore personnel have completed a foundation excavation
evaluation at the above referenced site on 1-25-2006. The purpose of this observation and evaluation
was to determine the type and condition of the soils on the site and to relate their engineering
characteristics to foundation reactions of the proposed structure. This letter contains general
recommendations for construction of a residential foundation, but is not a foundation design and may not
be used as such. Our conclusions and recommendations for this site are presented below.
Soil Classification: The soils on this site consist of an alluvial debris -fan deposit
which is quite thick and extremely stratified. This debris fan originates on the middle and upper slopes
of Battlement Mesa to the east southeast, along the Battlement Creek and Monument Gulch Drainages.
The stratification within this debris fan feature ranges from silt, sandy silt and silty clay in the finer
portions and gravely silty clays to silty gravel, cobbles and boulders in the coarser portions. Many strata
of the finer -grained soils are of low to very low density and exhibit compressible and metastable
(collapsible) properties.
The soils at foundation level on this site visually classified as of silts and low plastic silts of moderate to
moderately high compressive properties. This upper soil is believed to be in excess of 30 feet thick
below the foundation excavation. The allowable bearing capacities of the upper soils on this site, after
wetting and compaction, are 1600 psf maximum and 150 psf minimum.
In-place soil density tests of the reworked subgrade soils were taken within the building excavation on 1-
25-2006. These four in-place soil density tests indicate the wetted, reworked soils have a dry density
ranging from 100 to 108 pounds per cubic foot. Densities of this magnitude indicate these reworked
soils, in near proximity to the footings, do not possess moderate compressible or possible collapsible
properties. No soft areas were indicated by the final density tests taken on 1-25-2006 nor were soft areas
observed by personnel of Grand Junction Lincoln DeVore on that date.
Unless specifically noted, this site observation, any associated testing and the reworking/compaction of
the soils at foundation level, addresses only the soils within 1 to 2 feet below the bottom of the building
foundation excavation. It is possible that soil conditions which may affect the performance of this
foundation system are present below the depth of soil compaction by the contractor and the testing
performed by Grand Junction Lincoln DeVore. The grading and drainage recommendations are
considered very important for the long term stability of this foundation system and the structure.
Man-made Fill: The subgrade soils within the upper 8 to 14 inches of the building
excavation were wetted, reworked and compacted by the contractor to obtain the soil densities reported
above. Soils within the original foundation excavation appear to be native to the site.

Soil Moisture Conditions: The subgrade soils at foundation level within the original
excavation were believed to be dry to damp, based upon site conditions and our experience in this area.
No free water was noted in the excavation.
Some moisture was added to the soils in the excavation by the contractor in order to obtain proper
compaction.
Foundation Type Recommended: A properly designed shallow foundation system
of the standard continuous spread footing and stemwall type, based upon the recommendations provided
in this report has been prepared by Grand Junction Lincoln DeVore, a copy of that design has been
previously provided to the contractor/client The foundation system must be constructed in strict
compliance with our plans and specifications, with no alterations or deviations allowed unless prior
approval is first obtained from this office.
Voids Beneath Foundation Walls: Voids are not required for this foundation design.
Reinforcing: The foundation shall be reinforced as shown on the foundation design.
No changes shall be made to this placement of reinforcing without written approval of the design
engineer or architect.
Floor Slabs: Non -Structural floor slabs on grade, if any, should be positively
separated from all structural portions of this building and allowed to float freely. Frequent scoring
(control joints) of the slabs should be provided to allow for possible shrinkage cracking of the slab.
These control joints should be placed to provide maximum slab areas of approximately 200 to 360 square
feet Any man-made fill placed below floor slabs on grade should be compacted to a minimum of 90% of
its maximum Modified Proctor dry density, ASTM D-1557. These soils should be placed at a moisture
content conducive to the required compaction (usually Proctor optimum moisture content +2%).
Drainage and Grading: Adequate site drainage should be provided in the foundation
area both during and after construction to prevent the ponding of water and the wetting or saturation of
the subsurface soils. We recommend that the ground surface around the structure be graded so that
surface water will be carried quickly away from the building. The minimum gradient within 10 feet of the
building will depend on surface landscaping. We recommend that paved areas maintain a minimum
gradient of 2%, and that landscaped areas maintain a minimum gradient of 8%. It is further recommended
that roof drain downspouts be carried at least 5 feet beyond all backfilled areas and discharged a
minimum 10 feet away from the structure. Proper discharge of roof drain downspouts may require
the use of subsurface piping in some areas. Under no circumstances should a `dry well discharge' be
used on this site, unless specifically sited by a Geotechnical Engineer. Planters, if any, should be so con-
structed that moisture is not allowed to seep into foundation areas or beneath slabs or pavements.

The existing drainage on the site must either be maintained carefully or improved. We recommend that
water be drained away from structures as rapidly as possible and not be allowed to stand or pond within
15 feet of the building or foundation. We recommend that water removed from one building not be
directed onto the backfill areas of adjacent buildings.
Should an automatic lawn irrigation system be used on this site, we recommend that the sprinkler heads,
irrigation piping and valves be installed no Tess than 5 feet from the building. In addition, these heads
should be adjusted so that spray from the system does not fall onto the walls of the building and that such
water does not excessively wet the backfill soils.
It is recommended that lawn and landscaping irrigation be reasonably limited, so as to prevent
undesirable saturation of subsurface soils or backfilled areas Several methods of irrigation water control
are possible, to include, but not limited to:
• Metering the Irrigation water.
* Sizing the irrigation distribution service piping to limit on-site water usage.
* Encourage efficient landscaping practices.
* Enforcing reasonable limits on the size of high water usage landscaping within 5 feet of the
building or foundation.
• Incorporating `xeriscaping' landscaping and irrigation techniques.
A plastic membrane placed on any Crawlspace ground surfaces may retain/trap excessive amounts of
water beneath the membrane. If future moisture problems develop or are anticipated, the Foundation
Design Engineer or the Geotechnical Engineer may require that the membrane be partially or completely
removed from the crawlspace area.
Provided all recommendations found herein pertaining to site surface drainage, grading and soil
compaction are closely followed, a perimeter foundation drain would not be required. For fully finished
basements, however, the use of a perimeter foundation drain (see attached drain sketch) would
significantly reduce potential moisture related problems which can arise from subsequent area
development.
Backfill: To reduce settlement and aid in keeping water from reaching beneath
this building, all backfill around this building should be mechanically compacted to a minimum of 90%
of its maximum Modified Proctor dry density ASTM 11557. The only exception to this would be the
components of the perimeter foundation drain, if any. All backfill should be composed of the native soils
and should not be placed by soaking, jetting or puddling. All backfill placed in utility trenches around
this structure or below foundation walls should be mechanically compacted to a minimum of 90% of its
maximum Modified Proctor dry density ASTM D-1557. These soils should be placed at a moisture
content conducive to the required compaction (usually Proctor optimum content +2%)
Cement Type: Type II, Type I-II or Type II -V cement is recommended for all concrete
which is in contact with the soils on this site. Calcium chloride should not be added to a Type 11, Typel-II
or Type II -V cement under any circumstances.

Remarks: We recommend that the bottom of all foundation components rest a
minimum of 1-1/2 feet below finished grade or as required by the local building codes. Foundation
components must not be placed on frozen soils. The frost step is 3 feet.
Senate Bill 13 (CRS 6-6.5-101) Discussion: This particular residence is being constructed on
foundation soils which do not possess a "significant potential for expansion". We recommend that the
owner receive a copy of this summary report of our soil analysis and site recommendations.
Limitations: This report is issued with the understanding that it is the responsibility of
the owner, or his representative to ensure that the information and recommendations contained herein are
brought to the attention of the architect and engineer for the project, and are incorporated into the plans.
In addition, it is his responsibility that the necessary steps are taken to see that the contractor and his
subcontractors carry out these recommendations during construction. The findings of this report are valid
as of the present date. However, changes in the conditions of a property can occur with the passage of
time, whether they be due to natural processes or the works of man on this or adjacent properties. In
addition, changes in acceptable or appropriate standards may occur or may result from legislation or the
broadening of engineering knowledge. Accordingly, the findings of this report may be invalid, wholly or
partially, by changes outside our control. Therefore, this report is subject to review and should not be
relied upon after a period of 3 years.
The recommendations of this report pertain only to the site investigated and are based on the assumption
that the soil conditions do not deviate from those described in this report. If any variations or undesirable
conditions are encountered during construction or the proposed construction will differ from that planned
on the day of this report, Grand Junction Lincoln DeVore should be notified so that supplemental
recommendations can be provided, if appropriate.
