Their present yard is located on the north edge of Rif1e and they desire to relocate away from the developing urban area there. A Plot-Plan is attached which shows the proposed 60' x 96' shop building. Hours of operation are normally during the daylight hours, I,londay through Saturday. 2l A well has been drilled and copies of the test weII permit, Driller's Report, Water Well Permit application, and application tothe West Divide Water Conservancy District for replacement water lease are attached. The applicant is aware that this land is within the contaminated ground water plume from the UMPTRA site and agreesto treat the water with a reverse osmosis system. A septic tank and leach field is proposed for sewage disposal, the Iocation of which is shown on the plot-pIan. A C.H.D. access permit has been granted and a copy of theapplication is attached. The access was constructed on July 9, L997 under Highway Dep't. supervision. It has been determined by the Department of Energy that contaminated groundwater within the uppermost aquifer exists as a result of former milling activities. This contamination exists under the old mill sites and extends down gradient as generally shown on the attachment. As a result of this contamination, the Department of Energy and Garfield County will require property owners to either connect to the City water system or install a revers osmosis filter system onto an existing water supply and provide proof that such system filters the water to EPA standards as a requirement for development within the contaminated area. The tract slopes gently toward the south and a portion has been cleared of vegetation. Land uses in the vicinity include agricultural, industrial and limited commercial. The applicant proposes the development of a contractor's yard and shop building on approximately 3 25 acies. The applicant has revised the design of the facilities and the storage area; however, the uses of the site are as originally proposed. The shop building is proposed to be 5760 square feet, located on the northeasterly portion of the 3.25 acre site. West of the shop there would be storage of 5000 gallons of diesel fuel and 500 gallons of gasoline and the westerly and southerly portion of the site would be utilized for storage of materials. The tract is zoned resource lands within the category of gentle slopes and lower valley floor. Staff interprets the proposed land use as warehouse facilities/staging areas, which are allowed upon the issuance of a special use permit. Industrial uses are required to adhere to a setback of 100 feet from all property lines, unless otherwise amended through special use review. The applicant is proposing tha-t the shop building adhere to a 100 foot setback and the storage uses would meet a 50 foot front yard setbaik and 15 foot side and rear setbacks. Additionally, special uses are required to have adequate infrastructure such as roads, water and sewer and adequate landscaping. In terms of water and wastewater, an individual well is proposed to supply potable, sanitary and frefighting water. A monitoring well has been drilled and application has been made to convert this well to the contemplated uses. A 3000 gallon water storage tank is proposed and the water supply would be treated with a reverse osmosis system, meeting EPA standards. An individual sewage disposal system would be utilized to treat wastewater and the soil on-site is considered to be an Arvada loam. This soil has moderate to severe constraints when utilized for building site development and ISD systems. A geotechnical study has been performed, which should be utilized for foundation design and, due to soils limitations, it may be necessary to engineer the ISD system. Access to the site is gained by the I-70 frontage road and a driveway 30 feet in width, which has been approved by the department of transportation. When I visited the site, I found the sight distance to the west to be limited and potentially hazardous and sight distance to the east to be adequate. I would suggest that the applicant discuss with the department of transportation the trimming of vegetation to allow better sight distances. Currently, the site is not fenced and in the event it is fenced, there must be adequate room for vehicles to exit the roadway to open and close any gate that controls access. I sent the application to the City of Rifle for its review, which has requested that the applicant landscape and screen the north side of the property, in an effort to visually protect the entrance to the City. Statrrecommends the applicant consult with the City to determine its requirements and include a landscaping plan, that meets the cities approval, with the building permit submittal. In terms of fire protection, all fuels storage must adhere to applicable regulations and the applicant should develop an emergency mitigation plan. Finally, the site should be required to adhere to Garfield County wildfire mitigation policies. Based on this review, staff recommends approval of the application, noting that setbacks are as follow. front yard of 50 feet side and rear yard 15 feet. Additionally, this special use permit shall only be applicable to the 3.26 acres that are proposed for use. If a later subdivision occurs, then those lots would be required to considered separately. We explored the subsurface conditions at the site to provide foundation recommendations for the building. This report includes a description of the subsurface conditions found in our exploratory pits, a recommended foundation system and geotechnicat criteria for it and construction criteria for details influenced by the subsoils. Our report was prepared from data developed during our field exploration, laboratory testing, engineering analysis and our experience with similar conditions. A summary of our conclusions is presented below' SUMMARY OF CONCLUSIONS 1. our exploratory pits penetrated 0.5 feet of organic sandy silts underlain Uy miOium d'ense, silty to gravelty, sand with-cobble and boulder. I iayer of medium stiff, landy to clayey silt was between the organic silt and sand in our TP-2 and TP-3. NO free ground water was foundinourexploratorypitsthedayofexcavation. 2. we recommend founding the building with footings bearing on the native, silty to gravetty sanO. A maximum altowable soil bearing pressureispresentedinthe''Foundation''section. 3. slab-on-grade floors can bear on prepared subgrade(see "Site Grading';and "Floor Slabs and Exterior Concrete" sections)' 4. A ground surface stope away from the building should be- maintained at all times to reduce the risf of wetting soils below the foundation. STTE COND]TIONS llighway 6 frontage road borders the site to the north. The West Ritle l'70 interchange is approximately l,OOO feet to the east. The Denver and Rio Grande western Railroad is to the south. The site is approximatety 3.26 acres' Ground surfaces are comparativety flat and level. Vegetation consists of scrub oaks, brush, grasses and weeds. JOHNSON CONSTRUCTION CTL/T GS.2168 o a PROPOSED CONSTRUCTION A steel framed, ,,Butler" type metal building will be built for a heavy equipment maintenance shop. The building will be 60 feet wide and 100 feet long. Floors will be slabs-on-grade on the natura! soils. Maximum foundation loads we assumed for our analysis were 35 kips per column pad. we should be informed if the actual construction is different than described above' SUBSURFACE COND]TIONS Three exploratory pits were excavated at the locations shown on Figure 1 to investigate subsurface conditions. Excavation was directed by our senior engineering technician who logged the soils and obtained samples. summary logs of the soils found in our exploratory pits and resutts of field penetration resistance tests are shown on Figure 2. Our exploratory pits penetrated 0.5 feet of organic, sandy silt underlain by medium dense, silty to gravelly, sand with cobble and boulder' A layer of medium stiff, sandy to clayey silt was between the organic silt and sand in our TP-2 and TP- 3. No free ground water was found in our exploratory pits the day of excavation' A sample of the sand tested had a natural moisture content of 8.9 percent , a dry density of 11S pcf and 48 percent silt and ctay sized particles (passing the No' 200 sieve). A sample of the sandy to clayey silt had a natural moisture content of 11.4 percent, 86 percent passing the No. 200 sieve, a dry density of 114 pcf, a liquid limit of 1g and was non plastic (NP). Results of laboratory tests are shown on Figures 3 and 4 and summarized on Table 1' S]TE GRADING Grading plans were not avaitable at this writing, however, it appears that excavations will be limited to those required to install utilities and construct the JOHNSON CONSTBUCTION CTUT GS-2168 2 o o o a a a o a a o foundation (approximately 5 feet deep maximum). Organic soils, vegetation, debris or other deleterious materials need to be removed from beneath and within 5 horizonta! feet of areas to be built on. No fill will be below the foundation, but litt may be needed to achieve subgrade elevation for the slabs-on-grade. Areas to receive fill or bear slabs-on' grade should be stripped or organic soils, existing fill or other deleterious materials. The resulting surface should be scarified to at least 12 inches deep, moisture conditioned to within 2 percent of optimum moisture content and be compacted. Areas to receive fill should be compacted to at least 95 percent of standard Proctor maximum dry density (ASTM D 698). Areas to bear floor slabs should be compacted to 100 percent of ASTM D 698. Fill below lloor slabs can consist of the on site naturat sand free of organics or other deleterious material. Structural fill should be moisture conditioned to within 2 percent of optimum moisture content, placed in maximum I inch thick loose lifts and compacted to at least 100 percent of ASTM D 698. Fil! not ptaced below floors should be moisture treated and compacted to at teast 95 percent of ASTM D 698. Placement and compaction of fill should be observed and tested by a representative of our firm during construction. FOUNDATION ln our opinion, the building can be founded with footings bearing on the natural, silty to gravelly sand. We estimate about f -inch of differential movement between footings pads. Differentiat movement of 1/2-inch should be expected in 10 feet of continuous footing. The footings should be designed and constructed with the following criteria: Footings should bear on the undisturbed natural, silty to gravelly sand and be designed for a maximum allowable soil bearing pressure of 2000 psf. Materiats loosened during the excavation or forming process should be removed from the footing areas prior to placing concrete; Minimum footing sizes are desirable. We suggest a minimum size of 16 inches wide for continuous footings and at least 2 feet by 2 feet for 1. 2. 3aJOHNSON CONSTHUCTION CTUT GS-2108 o isolated column pads. Larger sizes may be required based on the structural loads; The soits under exterior footings should be protected from freezing' The depth normally assumed for frost protection in the area is 36 inches. The local building department should be contacted to verity the required dePth. FLOOR SI-ABS AND EXTERIOR CONCRETE SIABS Floor slabs and exterior concrete flatwork can bear on prepared subgrade or structural fitl constructed as discussed above under "Site Grading"' lf the soils below the slabs become wetted, movement of the slabs and associated cracking will occur. we recommend the following design and construction details for slabs-on- grade: l. Slabs-on-grade should bear on prepared subgrade or structura! fill as discussed-above under "Site Grading". Vegetation or organic material are not suitable to bear slabs-on'grade; Z. Slabs-on-grade should be separated from exterior walls and interior bearing liembers. Verticat movement of the slabs should not be restricted; 3. Frequent control joints should be provided. The American Concrete lnstitute (ACl) recommends maximum joint spacing of 15 to 20 feet to control cracking. The above precautions wil! not prevent movement of the slabs when the soils become wet. They wilt tend to reduce potential damage when movement occurs' SURFACE DRAINAGE The performance of foundations and concrete flatwork is influenced by the moisture conditions in the subsoils. Wetting of below foundation soils can be reduced by planned and maintained surface drainage. wetting or drying of the open foundation excavation should be avoided. The ground surface surrounding the building should be sloped to provide rapid run-off of water away from the building in all directions. We recommend a slope of at least 12 inches in the first 10 feet. JOHNSON CONSTBUCTION CTUT GS.2168 o a Backfill of the foundation should be moisture treated to within 2 percent of optimum moisture content and compacted to at least 95 percent of ASTM D 698. Roof downspouts and drains should discharge well beyond the limits of all backfill' Splash blocks or downspout extensions should be provided at all discharge locations. LIM]TATIONS Our exploratory p1s were located to obtain a reasonably accurate picture of the subsurface. Variations in the subsurface conditions not indicated by our exploratory pits wil! occur. We should observe the completed excavation to confirm the soils are as anticipated from our exploratory pits, A representative of our office should check the fill density and moisture during placement. Our report was based on conditions disclosed by our exploratory pits, results of laboratory testing, engineering analysis, and our experience. Criteria presented reflects the proposed building as we understand it. We should be advised if the fina! design differs from our assumptions to permit us to re-evaluate our conclusions. This investigation was conducted in a manner consistent with the leve! of care and skill ordinarity exercised by geotechnical engineers currently practicing under similar conditions in the locality of this proiect.
