INTRODUCTION This attachment is intended to provide the information requested by Garfield County for consideration in acting upon the subject Use Permit Application, and as listed on the County's Permit Application Form. DESCRIPTION OF PROPERTY The site proposed for the building(s) is located entirely within the land described in "Legal Description", and will conform with required minimum lot area; required setbacks; and will conform to provisions under Section 5 (Supplementary Regulations), and any other requirements set forth by the Garfield County Regulatory Authorities. The property fronts on County Road 215, and is immediately adjacent to the Future Proposed Colony (Exxon & Tosco) Marshalling Yard. Further to the north along Road 215, :is the Future Proposed Union Oil Marshalling Yard and the Future Proposed Crude Shale Oil Upgrading Plant. Union Oil has recently filed applications for Special Use Permits to (1) Construct and operate relater Pipeline, Crude Shale Oil Pipeline, and Recycle Water Pipeline, all to be installed in a Common Service Corridor, and (2) Extend Rail Spur and to operate Trains on Spur, and (3) to Construct and Operate Crude Shale Oil Upgrading Plant, all, to be located in the corridor along County Road 215north of the City of Parachute. It therefore appears that conformity and or complimentary useage in close by areas or adjacent thereto the intensive proposed industrial development, would allow for subject land to be utilized for the development of a commercial park, for non—retail users. PLANS & SPECIFICATIOtiS We have engaged a consultant to prepare construction plans and specifications according to the Uniform .3uilding Code for one (1) commercial type building of approximately 5,000 square feet in size, to be built approximately in the area located on the map attachment. Finalized and detailed location drawings and specifications will be filed with Garfield County officials as required '3y regulations, prior to construction, and after the p=it is received. UTILITY S. VICES The site irea is presently serviced by the Public ;.service Co. of Colorado, Mountain Bell Telephone Co., and water service is provided by the City of Parachute to the property and inside thereto. The commercial building will front on the inside private road as per map attachment, and will draw water from the 2" water line running into the property, and will likewise be serviced by the existing power and telephone lines running into the property. Matthews is asking for final approval on his parcel of ground north of Parachute. The Town of Parachute gave Ira Bruckner a water tap for that parcel and Mr. Bruckner agreed orally to allow the Town of Parachute to annex this property when it desires. The Town of Parachute feels that in order to have planned growth in the area north of Parachute, there must be oncsewer system and one water system to serve this area. The Council is willing to hook up these pieces of property to the town systems if the capacity to handle this growth is available. Mr. Matthews has indicated through the local real - tor that he would like to be annexed into the Town of Parachute. The town feels this is the proper course of action, and that this action would fit into our comp- rehensive plan. Since this line is presntly in service, I see no reason why this existing service would not be continued. The uses on the property shall be limited to warehouse, storage, material handling, and accessory uses to the above designated in the R/L zone district as special uses. 2. Fire protection for the site shall be provided with a 20,000 gallon sistern having a standpipe with a standard fire thread coupling. The location of the sistern shall be within close proximity of the buildings and subject to review by the Parachute Fire Department. The sistern shall be filled from the two inch waterline that presently serves the property. 3. There shall not be more than two additional buildings on the site. The maximum size of each of the buildings shall be 6,000 square feet. 4. Improvements to the site shall be installed as required to service each phase of the development before a certificate of occupancy will be issued for that phase. The improvements will be subject to review by the Planning Department, and Building Department prior to issuance of a Certificate of Occupancy. Mountain Bell is a supplier for telephone service in the area. Mountain Bell is a private utilities company, and as such, is regulated by the Public Utilities Commission and for interstate rates is regulated by the Federal Communications Commission. 2. Currently all residences and businesses in the area have telephone service. 3. An estimate of schedule for installation of facilities cannot be given until specific information can be provided as to telephone facilities required. Upon receipt by Mountain Bell of the requirements, it may be determined that certain costs associated with providing facilities will be expected to be borne by the owner. In connection with this, it may also be necessary for the owner to provide conduit and backboards. Please be advised that as of this writing, a commitment for providing service cannot be met until studies are completed. These studies will of necessity be made upon receipt by Mountain Bell of services required. We intended to fully comply with all lawful requests made by your department including the building department when we file our plans for a construction permit, as stated in our application 11/20/80. Depending upon the timing of the granting of a special use per- mit we intend to construct a 50x100 foot building, either of metal or concrete, no more than 20' in height, either in 1981 or 1982. The 50' width side will front on the road that presently runs into the property about 150' with the property line, and will be landscaped with bushes facing the County Road #215. Parking facilities will be provided north of the proposed building. We deem the existing road into the property for ingress and egress to be adequate, but will conform to your lawful request. We will fully comply with the fire district recommendations. Our second building will be constructed either in 1982 or 1983 depending upon economic conditions then prevailing and upon successful application therof to the proper legal authorities. Our present priority intentions are to rent or lease the building primarily to a firm(s) engaged in the construction field and secondary to a firm(s) engaged in the wholesale or warehouse field.
