APPLICANT Glenwood Springs Chamber Hesort Association
SPECIAL USE: Carson & Barnes Circus
1) Proposed Use - The Glenwood Slprings Chamber Resort Association would like to use the
Teller Springs propeily to host the Carson & Barnes Circus.
The circus vehicles will begin arriving as early as 7:30 a.m. on Saturday, June 13, 1992, and will
begin setting up the circus. More vehiclrrs with performers, equipment, etc. will continue to arrive
during the morning. AII together there will be approximateiy eighty circus vehicles.
The circus will hold two scheduled shows, one at 2:00 p.m. and the other at 7:00 p.m. If there is a
sell-out, they will hold another show at 5:00 p.m. They will stay the night, and will leave early in the
morning on June 14 to travel to the next performance.
The circus seats approximately 2,600 people for each performance. They recommend that we
provide parking for 400 - 500 cars per performance. We would encourage car pooling to the circus
grounds to cut down on the total number of vehicles. The owner of the property has given us
permission to park the cars on this site. The circus committee has contacted Sheriff Verne Soucie,
who has agreed to provide the Work Release Unit and Explorer Cadets to direct parking.
The circus buildings consist of one large tent (144'x 394') and many smaller portable units that serve
as animal housing, concession stands, cooking facilities, maintenance shop, restrooms and private
housing for the circus pedormers and employees.
The layout of the circus setup is shown on an attached map. The specific layout of the circus on this
particular piece of land will be finalized hry a circus representative at a later date.
2) Sewage, Water, Boad Access and Other - The circus provides portable toilet facilities for
the the public, and complete facilities for their employees. These separate facilities provide adequate
toilets for staff and the public.
The water for the circus will be provided by the City of Glenwood water department. The Chamber
has contacted Robin Millyard of the City, who has given us permission to obtain this potable water on
the day of the circus. The circus has a water truck with a 3,500 gallon capacity, which they will fill at
a city hydrant under the supervision of a city employee. This 3,500 gallons is the amount of water
needed to supply the circus employees and all of their animals. No water from the wells or any other
source on the property will be used.
Waste disposal dumpsters are provided by the Chamber for the circus. We will rent dumpsters from
BFI equivalent to 20 cubic yards (the amount requested by the circus). The circus loads the
dumpsters while thoroughly cleaning the site, and BFI will dispose of the waste. The circus, from our
e.xperience three years ago, does an excellent job cleaning the circus grounds.

Hoad access to the circus site will be via Colorado Highway 82 and County Road '109. The circus
committee has been in close touch with the Highway Patrol in regards to this event, and the Patrol
has agreed to provide traffic control at the two Highway BZC.R. 109 intersections. The Highway
Patrol has agreed to put up necessary signs and physically direct traffic during the peak times before
and after circus performances. Please refer to the attached letter from the Highway Patrol.
County Road 109 is paved almost to the Teller Springs turn off. Since it is our understanding that the
road paving will not be completed by this time, we have arranged with Western Mobile to spray the
road with water to keep the dust to a minimum.
Liability lnsurance is provided by the Carson & Barnes Circus. The insurance is a $3 million policy
with the land owner and adjacent land owner, James Rose, narped as additionat insured. Mr. Rose is
listed because of his easements for irrigation ditchess, pond, etc. on the on the Teller Springs
property. See attached copy of the Proof of lnsurance.
The Circus Committee has contacted the following adjacent landowners by telephone to inform
them about the circus and to get their imput:
Jim Rose - Mr. Rose has no objection to the circus being held at this location, but
does have concerns with personal liability. He has instructed us to work with
his attorney to assure he will not be liable for accidents involving his
easements on the property, irrigation ditch, pond and head gate.
Rob Classen - Mr Classen is building a home on lot 14 at Teller Springs. He has no
objections to the circus if some security is provided to assure no tampering
with his home, which is under construction.
Doug Miller - Mr. Miller owns property below the Teller Springs properly near the river. He
expressed no objecticn to the circus taking place, but was concerned about a
dust problem if the County Road 109 paving is not completed by this time.
Western Mobile - The committee has spoken to Ken Bontrager of Western Mobile
regarding the circus. He has informed us that Western Mobile has no
objections to the circus on the Teller Springs property. He is also willing
to use Western Mobile's water truck to spray the road to help control the dust.
Westbank Homeowners Association - The circus committee representatives attended the
Westbank Homeowners meeting on Thursday, April 23, 1992 to talk to them
about the circus and answer any questions.

3) Vicinity Map - Please see the attached maps for 1) approximate placement of circus
structures on the property and structures on adjacent lots and 2) vicinity map of the area. At this
time, there is only one structure on a nearby lot (lot #14), which is a house under construction. The
circus committee has contacted the owner, who at the present times thinks the home will be
unoccupied and under construction at the time of the circus. (This home belongs to Mr. Rob Classen
of Carbondale.)
4) lmpact Statement - The impact statement is not required according to the Garfield County
Planning Department.
5) Assessor's Map and List of Adjoining Property Owners - Please see attached Assessor's
map and list of adjoining property owners.
6) Application Fee - Please see atta:hed check for $400.00 application fee.
7) Proof of Ownership - Please see attached letter from the land owner, Ross Jeffery,
regarding permission to use land and apply for this permit.
