RE: Special Use Permit for Public Gathering
As we discussed, I have enclosed the following information regarding the requirements for a
Special Use Permit for a public gathering in the A/R/RD zone district:
• Section 2.02.43 - Definition of a public gathering;
• Section 3.02.03 - Special Uses within the A/R/RD zone district;
• Special Use Permit application.
Due to the impacts of your proposal, I would suggest that you address the following specific
issues prior to your formal application:
1. Wastewater. I would suggest that you contact the State Department of Health (CDOH)
regarding specific number of portable toilets required for the public gathering. The
number for the Water Quality Control Division is 692-3500;
2. Traffic and Parking. Your proposal may have significant impact of County Road 109.
I would suggest contacting King Lloyd, Supervisor for Garfield County Road and
Bridge Department. King can be reached at' 945-6111;
3. Security. The Garfield County Sheriff's Department may have requirements regarding
security and crowd control at the site during the event. The Sheriff's Department can
be reached at 945-0453.
These are usually the primary issues associated with applications similar to yours. By
addressing them prior to formal application should ensure a smooth public hearing with the
Board of County Commissioners. If you have any questions, don't hesitate to give me a call.

Attn: Gary Parks:
Dear Gary,
We will be holding the Wing Sport event on August 12-15. This is going
to be an outdoor sports show. We will have two 5 -stand sporting clay
courses, fishing events, dog demonstrations, and a 3-D archery tournament.
The theme of Wing Sport is to simply let outdoor enthusiasts of all
types showcase their product in their own natural environment.
We talked to Wayne Gustin from public service. He recommended that we
upgrade the transformer. We will have this done at our expense.
Would you please sign, and fax this back to 963-2390 so we can
proceed with public service and the planning of Wing Sport.
Please consider this your personal invitation to attend this unique event.
Please date and sign here:
Best Regards,
Holly Gould
