Loesch Pit, Mamm Creek, Silt, Co. The proposal or request you have before you is to allow a Second Stage P Area that will be exactly the same as you have already approved under the original Special Use Permit and Mine Land Reclamation Permit, except in a location closer to the mining operation. At some time in the future this second Sage P may be consumed in the mining operation and the original Stage P will be used, at that time. (See Map Exhibit ). We propose two Stage P designated for this mining site with only one Stage P in operation or use at any one time during the mining operation. The reason for this request: (1) Allows Stage P to be moved closer to the first three mining stages. (2) Requires less land to be disturbed and taken out of Agricultural cultivation. ( Roads to and from Stage P are shorter and it disturbs less Agricultural land under the New proposed Stage P site.) Under the original Stage P referred to in the county approved Special Use Permit and Mine Land Reclamation permit; Stage P will consist of approximately +-5.50 Acres. Your property is located on panel 080205 1360B and is classified as being in zone D. Zone D is an area of undetermined, but possible flood hazard. In other words the area is not mapped. Therefore a flood plain has not been adopted by Garfield County for this region. In 1984 a new flood plain was prepared by the U.S. Army Corps of engineers and the CWCB for all of the Colorado River. The new flood plain analysis has not been officially adopted and reviewed. However, in our opinion the best available existing flood plain information is the 1984 maps. We have attached a copy of the 1984 maps covering the area of the Loesch Pit's existing and proposed batch plant sites. From the maps it can be seen that both of the batch plant sights are out of the designated 100 year flood plain. We recommend that the finished floor elevation of any new structures in this area be at an elevation of least 5369 feet which is 1 foot above the adjacent 100 year flood elevation. Thus, excess soil is estimated to be in the ratio of about 5.5 to 1. If soils are to be stockpiled without disturbance for over a year, a protective cover of Western Wheatgrass will be planted during the first planting season after stockpiling. The deeper material on the site is very gravelly and will be excavated as aggregate source material. Mining Plan. Mining will occur in seven stages so as to minimize surface disturbances on the affected land at any one time. Map Exhibit D-1 delineates the proposed mining stages, the sequence of mining and estimated time duration of each mining stage. Mining will start in the northeast corner of the property (Stage I, Exhibit D-1) and progress to the southeast part of the affected land (Stage VI, Exhibit D-1). Stage P in the south center of the area will be a site for the plant and office complex which will exist throughout the life of the mine. The final mining area will comprise approximately fifty percent of Stage P after removal of the plant and office. A processing plant area covering approximately 10± acres will exist throughout the life of the mine. The processing plant area may be moved five or six times during the life of the mine; however, the 10± acres always will be included in the reclama- tion cost estimate as a disturbed area. -8- EXHIBIT D (Cont'd) tonnage of fill material that will be available or where it will be available. Whatever amount of overburden is avail- able as excess will be used for the creation of shoreline irregularities. Processing equipment may include, but is not limited to, a low -profile plant consisting of a primary jaw crusher, roll or cone crushers, screens, classifiers and conveyors. The processing plant area will be 10± acres. The plant will be reasonably portable. The first location will be in the north- east and the final location will be on the southwest end of the area. Equipment will be operated in compliance with state air pollution standards. A Colorado Department of Health Emissions Control Permit will be obtained. This is a semi -dry operation and the operator expects no unusual problem with fugitive dust. Water consumption for dust suppression can only be estimated since the variables of operating days, windy days, rainy or snowy days and number of affected acres fluctuate drastically. Our best estimate of annual water useage is 10 acre feet. In addition, it is expected that the wash plant will consume approximately 28 acre feet per year. Thus, total water useage is expected to be approximately 38 acre feet per year. Necessary water will be provided under water rights owned by the operator. Mining Timetable. Because of the uncertainty of current economic conditions in the construction industry, accurate forecasts over the next 27 -year period are nearly impossible. Therefore, the operator has elected to estimate a mining timetable based on an average year and expects a specific year to vary widely from the average.
